About this file
The document is a Grounds Maintenance Scope of Work for a state contract in Louisiana, covering comprehensive landscape maintenance services for a total area of 116.56 acres across five distinct areas (A-1, A-2, B, C, D, and E). The contract requires 39 grass cuts annually, with weekly maintenance from March to October and monthly maintenance from November to February, including tasks such as mowing, edging, trimming, debris removal, weed control, and herbicide application. The maintenance areas include various structures, perimeters, neutral grounds, streets, sidewalks, parking lots, and specific geographic boundaries around different locations.
The contract includes specific equipment requirements, with rotary mowers equipped with discharge shields and turf tires mandated for fine cut areas, and prohibits certain equipment like trenching tools and flail mowers. The contractor is responsible for providing all labor, tools, equipment, and transportation, and must be licensed to do business in Louisiana. Non-performance penalties are clearly outlined, with financial deductions ranging from $50 to $100 for various maintenance failures, such as not removing weeds, failing to clean concrete areas, or not maintaining grass during the growing season. The contractor must also carry identification, obtain agency approval for herbicide use, and coordinate closely with the agency throughout the maintenance period.

The services required include, trimming, mowing, edging, bagging and the application of herbicides and fertilizers.
I. All fine cut areas will first be cleaned of debris and loose objects that could be made projectiles when struck by mowers. Grass cutting height will be per industry standards in accordance with the predominant grass species in the area to be cut, but is not to exceed 2 ½ inches at the height of the mowing season for St Augustine grass. No more than 1/3 of the grass blade is to be removed at one time. Fine cut areas that become "scalped" due to Contractor actions shall be reseeded and maintained at no additional cost to the State. Discharged grass clippings will not be allowed to form windrows or be left in clumps.
Each moving cycle is to include mowing, trimming, edging and debris clean up.
2. Fence lines, asphalt, sidewalks, driveways and other such concrete pads shall be kept weed, grass and moss free by hand or use of herbicides. Trimming and edging around lawn perimeters, sidewalks, driveways, parking lots, buildings, and bedded areas shall be done with each mowing with proper removal of associated debris. All fence lines, sidewalks, curbs, and other concrete edges will be edged and trimmed with a mechanical type edger in conjunction with each mowing. The edging groove is not to exceed 1 inch. Sweep or blow clean all Sidewalks, streets, driveways and/or concrete areas affected by work. All debris shall be removed from the site. These operations are to be done consecutively and will be completed before moving to subsequent areas. The State will not pay for mowing unless all operations have been satisfactorily completed as specified. All grass clippings are to be removed from the sidewalks, driveway and streets, and are not to be left in place overnight. Apply Round U p or Equal brand herbicide to gravel/shell parking areas and fence lines to control the growth if grass/weeds. Clean up will consist of removing wastepaper, limbs, branches, litter and debris. All such waste may be deposited in State owned dumpsters located on site.
3. Pick up and remove all leaves and debris in parking lots, streets and sidewalks starting in autumn (when leaves on surrounding trees start to fall) and spring (when oak trees lose their leaves). Perform this service no less than once a week until leaves cease falling. If fallen leaves present a cluttered appearance, more than once a week removal will be required.
4. Remove any thatch over 1/2 inch in depth from turf areas once annually in the fall.
Control broadleaf weeds in all landscape turf areas by spot applications of contact herbicide.
Frequency: The grass is to be cut as often as weekly for 39 total cuts annually. Cuts are to be coordinated with the Agency. Any additional cuts will only be authorized as needed based on a per cut cost. Each cut should be completed with a 2 day time frame.
Normal Cutting Days: Grass will be cut as specified herein. Work should be scheduled to begin no earlier than Tuesday and be completed no later than Friday. No cutting will occur within 24 hours of the last rainfall of 1 inch in 1 day without checking with the Agency.
Any other variation in the schedule due to weather conditions shall be requested from the Agency. Operational requirements of the Agency may cause the Contractor to make adjustments to the established cutting schedules with limited advance notification.
Equipment: The Contractor will provide a listing of equipment to be used on site and coordinate with the Agency to ensure proper type equipment is utilized. This listing should be provided prior to awarding of the contract. Rotary mowers may be used on fine cut areas and equipped with discharge shields to control flying debris discharged during the cut. All equipment that is used in the fine cut areas must be equipped with turf type tires. Trenching and tractor drawn curb dressers are not acceptable means of edging and trimming.
