I. Quotation Preparation Compliance Determination
The Government will review quotations submitted to determine compliance with the quotation preparation instructions. If it is determined that the quotation is substantially not in compliance with the instructions, the Government may deem that quotation to be unacceptable and it will not be evaluated further. The quotation may be removed from consideration for contract award.
II. FAR 52.212-2 Evaluation—Commercial Items (NOV 2021)
The Government will award a firm fixed priced task order resulting from this solicitation.
Factor Overview:
Quotes must be prepared and submitted in accordance with and in compliance with the instructions of this solicitation. This is a best value award decision; the evaluation criteria for this award will be based on the factors described below, in descending order of importance:
· Factor 1 – Technical Proposal
· Factor 2 – Past Performance
· Factor 3 – Price
Factor 1 – Technical
The Factor 1 proposal shall be prepared in such a manner as to enable the Government reviewers to make a thorough evaluation and arrive at a sound determination of whether the proposal meets all technical requirements of the solicitation and the Statement of Work. The Factor 1 response should be sufficiently specific, detailed, and complete to clearly and fully demonstrate that the offeror has a thorough understanding of the requirements set forth in the solicitation.
The Factor 1 proposal shall not exceed 5 pages.
Factor 2 – Past Performance
The Government will assess the Offeror’s capability to perform under this contract by evaluating’s Offeror’s experience on previous same or similar contracts. Offerors shall identify at least three (3) Commercial, Federal, State, Local, or Foreign contracts that demonstrate recent and relevant experience. Recent is defined as within the last five (5) years. Offerors shall provide the following information:
· Project Title
· Description of the Project
· Contract Number
· Contract Amount
· Point of Contact’s name, address, phone number and email address
· If applicable, Contracting Officer’s name, address, telephone number and email address
· Current status, e.g. completed and/or in progress, start and estimated completion dates
· A brief narrative of why Offeror believes this reference is relevant to the proposed tasks.
Factor 3 – Price
This is a firm, fixed-price requirement. Offerors shall submit a Microsoft Word or Excel spreadsheet in the Offerors’ format. The final format maybe in Adobe PDF format. The spreadsheet shall provide visibility into the buildup of the offered prices; including unit pricing, proposed discounts against established prices, as well as any assumptions or narratives necessary to address the Contractor’s reasoning for the quote provided.
Additionally, the price proposal may provide a pricing narrative of any price discounts against established pricing. Task orders issued under the resultant ID/IQ will be on firm, fixed-price basis. The narrative shall not exceed 5 pages.
Basis for Award:
It is the Government’s intent to award a firm, fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) Contract to the responsible Contractor whose quote provides the overall best value based on a trade-off analysis considering all factors. Factor 1 and Factor 2 will be evaluated based on the offeror’s demonstrated proposed capabilities for the factor as described in the Instruction to Offerors. The importance of Factor 3 (Price) will increase if the proposed solutions are found to be of similar specifications and capabilities.
