The Government contemplates award of a Firm-Fixed Price Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract resulting from this solicitation.

I. General Information

A. Offeror is expected to examine this entire request for quotation. Failure to do so will be at the Offeror's own risk.

B. Offeror shall set forth full, accurate, and complete information as required by this Request for Quote (RFQ) package (including Attachments). The penalty for making false statements is prescribed in 18 U.S.C. 1001.

C. In accordance with FAR 52.212-1 (g), Contract award, the Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

D. In responding to this RFQ, it is the Offeror’s responsibility to provide current, complete, and accurate information in their quotation. If in reviewing the quotation the Government identifies or otherwise learns that the provided quotation information is not accurate or misrepresents the Offeror’s status or capabilities, that information may be used by the Contracting Officer as part of the Offeror’s responsibility determination and could result in the Offeror not being eligible for award.

E. Quotation must be clear, coherent, and prepared in sufficient detail for effective evaluation. Quotation must clearly demonstrate how the Offeror intends to accomplish the work required and must include convincing rationale and substantiation of all claims. Offeror shall assume that the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the quotation. To be eligible for evaluation and award, offerors are required to substantially meet all solicitation requirements, such as terms and conditions, technical factors, and pricing information. Failure to comply with all terms and conditions of the solicitation may result in the offeror being removed from further consideration.

II. Period for Acceptance of Offer The Offeror agrees to hold the prices in its quotation firm for 30 calendar days from the date specified for receipt of quotation, unless another time period is specified in an amendment to the RFQ.

III. Communications Prior to Award Offerors shall direct all communications to the attention of the Contracting Officer or Contract Specialist cited below in this RFQ. Communications with the project officer or other officials may compromise the competitiveness of this acquisition and may result in cancellation of the requirement.

IV. Representation and Certifications The Offeror shall complete and provide all applicable elements in Section IX, Certifications, with their quotation. The Government may choose to use the Certifications from www.sam.gov

V. Preparation Cost This RFQ does not commit the government to pay for the preparation and submission of a quotation. The Contracting Officer is the only individual who can legally bind the Government to the expenditure of public funds in connection with this procurement.

VI. Request for Clarification All requests for clarifications related to the RFQ shall be submitted to david.torres@cbp.dhs.gov 3calendar days after release of the solicitation. The Offeror shall note in the email subject line: “70B03C22Q00000083” and “Request for Clarifications.” Questions received after 3 days from the original solicitation release date will be considered on a case by case basis.

VII. Submission Process Quotation shall be submitted to david.torres@cbp.dhs May 6, 2022 by 4:00pm ES.T. The Offeror shall note in the email subject line: “Quotation for 70B03C22Q0000083.”

VIII. FAR 52.212-1, Instructions to Offerors – Commercial Items (MAR 2020)

Offeror shall submit a single quotation which includes information to be evaluated for award. Offeror shall address the following:

Factor 1: Technical (5 page limit) - Offeror shall provide a brief description of the items offered. Description shall include, employee title/description, product number and product specifications if applicable. Offeror may also provide brochures that addresses product specification if applicable.

Factor 2: Past Performance - The Government will assess the Offeror’s capability to perform under this contract by evaluating’s Offeror’s experience on previous same or similar contracts. Offerors shall identify at least three (3) Commercial, Federal, State, Local, or Foreign contracts that demonstrate recent and relevant experience. Recent is defined as within the last five (5) years. Offerors shall provide the following information:

· Project Title

· Description of the Project

· Contract Number

· Contract Amount

· Point of Contact’s name, address, phone number and email address

· If applicable, Contracting Officer’s name, address, telephone number and email address

· Current status, e.g. completed and/or in progress, start and estimated completion dates

· A brief narrative of why Offeror believes this reference is relevant to the proposed tasks.

During the evaluation process, the Government may contact references provided in the past performance to verify relevant experience and the level of performance. The Government may, at its discretion, obtain and evaluate information from sources other than those provided by the Offeror.

Factor 3: Price – Offeror shall provide firm, fixed pricing for all items listed in Attachment 1 Pricing Template RFQ of the solicitation.
