About this file
This is an Evaluation Criteria document for a state and local contract opportunity involving SJCOG (San Joaquin Council of Governments) in partnership with the City of Ripon, San Joaquin County, Stanislaus County, and the California Department of Transportation (Caltrans). The solicitation seeks qualified consulting firms to develop near-term (0-2 years), mid-term (2-7 years), and long-term (beyond 7 years) solutions to address recurring cut-through traffic congestion in the City of Ripon caused by vehicles diverting from SR 99 and SR 120. A key emphasis is evaluating a regional transportation bypass to provide alternative routes for through-traffic, particularly long-distance commuters and freight movement. The study will commence following the completion of the SR 99/120 Connector Project Phase 1A, anticipated for summer 2026. Proposals will be evaluated on a maximum of 100 points across five criteria: Approach and Understanding (30 points), Relevant Project Experience from the last seven years (25 points), Schedule and Capacity to Perform (20 points), Proposal Quality and Clarity (15 points), and Presentation and Interview (10 points). Proposers should emphasize their project approach, similar projects completed within the past seven years, availability and qualifications of key team members, and demonstrated ability to develop innovative, forward-looking, and implementable solutions.
The evaluation emphasizes the proposer's familiarity with project objectives, appropriate team organization with relevant disciplines, prior collaboration among team members on similar projects, and demonstrated experience working in the public sector with knowledge of public procurement processes. The project schedule must show completion within the timeframe specified in the RFP with clearly defined milestones and submittals. Proposers must demonstrate relevant experience through five examples showcasing project similarity, with qualifications and technical expertise of the firm and sub-consultants outlined for the scope of services. Quality assurance and control measures must be well-defined with responsible staff and processes ensuring services and products meet or exceed industry standards. The evaluation criteria also reward proposals that demonstrate clear understanding of project goals, constraints, and regional context while proposing innovative approaches that improve upon standard practices and translate into practical, implementable solutions with identified risks and measurable outcomes.
