About this file
This is a Performance Work Statement (PWS) attachment detailing essential characteristics and specifications for a lab chemistry analyzer to be provided by a contractor to Naval Health Clinic Charleston. The analyzer must obtain current/approved Authority to Operate (ATO) certification from the Defense Health Agency (DHA) and comply with CLIA'88 and CLSI standards for accuracy and precision. The single analyzer must perform all testing including pre-analytical and post-analytical functions, operate between 18-25 degrees Celsius without external plumbing, water sources, or drainage, and include an external UPS power backup at 110 VAC/60Hz. The system must feature 10 user-defined chemistry channels, single-use tips, dry-slide technology with direct ISE potentiometric methods for sodium/potassium/chloride measurement, on-board dilution with auto reflex capability, sample management with clot and bubble detection, and bi-directional interfacing with the Laboratory Information System (LIS) and MHS GENESIS. The analyzer must store over 240,000 samples with digital archival capabilities and fit within approximately 65" W x 43" D x 84" H space.
The contractor is responsible for providing pricing on a cost-per-test or cost-per-reportable-test basis covering the analyzer, all reagents and consumables for 12 months of testing, preventative and emergency maintenance, quality control, calibration, and correlation study testing as prescribed by CLSI. Supply deliveries must occur quarterly or biannually to Naval Health Clinic Charleston (110 NNPTC Circle, Building 2418, Goose Creek, SC 29445) based on estimated annual test volumes established with the lab supervisor. All reagents and supplies must be certified for use with OEM equipment and delivered per manufacturer shelf-life recommendations, with items requiring special handling clearly labeled on three container locations with minimum 3" x 3" labels in both Celsius and Fahrenheit temperatures where applicable. If the vendor is not already approved for MHS GENESIS bi-directional connectivity, the vendor must complete integration at no additional cost prior to final system acceptance, with the Government providing required middleware.

Be self-monitoring and alert operations to prompt action, avoiding testing delays.
B.1.18 Provide sample management with clot detection, bubble detection, liquid Level-Sensing (Pressure Transducer), short-sample detection.
B.1.19 be able to determine hemolysis, icterus and turbidity levels without additional patient sample, reagents, consumables, and no effect on throughput. It must flag only assays affected by the interferents. It must send flags and levels to the LIS or data management system.
B.1.20 The system, including claims made for the product, shall be compliant with Food and Drug Administration (FDA) regulations, with respect to marketing and delivering medical products for use in the United States of America. These requirements shall apply even if delivery is requested outside of the United States of America. The system shall be installed in compliance with Occupational Safety and Health Administration (OSHA) requirements.
B.2 Footprint: Equipment shall not be larger than exact footprint required for analyzer, monitor, keyboard, CPU, printer.
B.2.1 The unit shall be able to fit in approximately 65.0” W x 43.0” D x 84.0” H space.
Additional space may be required to accommodate uninterrupted power supply (UPS), provided by the contractor.
B.2.2 No benchtop installed in space. If required, cart shall be provided at the contractor’s expense.
B.3 Water Requirements
