About this file

This is an experience crosswalk form for DGS-30-172 CO-16, a Construction Management at Risk (CM@RISK) project for Norfolk State University's renovation and replacement of the E. L. Hamm Fine Arts Building in Virginia. The document serves as a template for bidders to demonstrate their firm's qualifications and key personnel experience by listing a maximum of three representative projects that best align with the university's requirements. The form requires bidders to document each representative project's name, location, function, firm role, project delivery method, preconstruction services provided, project size in square footage and parking spaces, similarities to the current project, schedule performance metrics, cost data including original and final contract values with change order information, and non-owner requested change orders or claims. Key personnel participation must be documented for each representative project, with roles and duration noted.

The second section of the form focuses on key personnel experience for the current project, requiring bidders to identify minimum critical positions including Project Manager, Superintendent, and Preconstruction Services Manager for CM@RISK delivery. For each key person, bidders must specify months of anticipated involvement and percentage of time devoted to the project, along with their most relevant prior projects (maximum of three). The form establishes a crosswalk between key personnel who participated in the firm's representative projects and those who will work on the E. L. Hamm Fine Arts Building project, enabling the evaluation committee to assess continuity of experienced leadership. A sample project illustrating the data submission format is provided, including a museum addition project with schedule delays, cost growth, and multiple change orders, to guide bidders in completing their proposal documentation accurately.
