1. Project Description:
The Fine Arts Building project includes the renovation of the existing three-story wing of E.L. Hamm Fine Arts Building and the construction of a significant expansion to create a modern facility that supports the university's visual and performing arts programs. As part of the project, the existing lobby, art gallery, music and band instructional spaces, and six-story tower will be demolished to accommodate the new addition while preserving and renovating the three-story portion of the existing visual arts wing of the building.
2. Purpose of RFQ:
Norfolk State University (the Owner) wishes to retain the services of a (CM), to provide pre-construction services with the intent of negotiating a guaranteed maximum price (GMP) for Construction Management at Risk (CM at Risk) construction services for the project, at the Owner’s sole discretion. This will occur when pre-construction services are complete and at the end of the Preliminary Design phase, however, it is possible a phased GMP will be considered, due to early release and phased construction needs. The purpose of this RFQ is to establish a short-list of qualified CMs to receive the RFP.
The owner intends to issue the RFP only to those offerors determined to be qualified by the owner’s Building Committee.
3. Statement of Needs
Upon completion, the expanded and renovated facility will encompass approximately 151,411 gross square feet. The new Fine Arts Building will provide a comprehensive learning, performance, and creative environment to support the University's visual and performing arts programs. The facility will include administrative offices, faculty offices, classrooms, flexible instructional spaces, computer laboratories, art studios, digital media laboratories, graphic design studios, sculpture facilities, photography studios, music rehearsal rooms, recital hall, dedicated band rehearsal space, recording studios, individual practice rooms, performance support spaces, student collaboration and lounge areas, support spaces, storage and an art gallery.
The anticipated construction budget is $95,000,000 based upon the original 2022 funding for the project. The budget is subject to adjustment pending future funding authorizations and project approvals; however, no increase has been approved at this time.
Anticipated Construction Duration:
Demolition / Renovation of Existing Building: May 27, 2027 Early Sitework: September 24, 2027 Building Construction Start: April 10, 2028 Substantial Completion, ready for occupancy: July 11, 2030
4. Justification for CM at Risk method:
The CM will provide real world advice throughout all phases on value engineering, cost estimating and constructability for this project. Value engineering and constructability analysis will enhance the project greatly. If requested by Owner, the CM will also provide a GMP to ensure the project budget is maintained. Having a CM onboard early in the design process to evaluate for constructability and value engineering possibilities is extremely important.
(Rev. 07/22) Page 4 of 15
The Fine Arts Building presents a complex design and construction challenge, requiring the integration of diverse academic disciplines, specialized teaching environments, performance spaces, and advanced building systems within a cohesive facility. The building will be equipped with complicated and specialized systems, such as complex mechanical, electrical and fire protection systems. The CMAR will work closely with the designers and NSU to determine the desired bid packages for all aspects of the project - ranging from items such as equipment, furniture, landscaping, finishes, and infrastructure systems. The building will accommodate studios which will include fume hoods, gas burners and complex HVAC systems to accommodate unique environmental conditions for studio space and equipment. Experience in studio air recirculation and airflow construction will be significant. The facility will require stringent acoustical construction.
The studio and student spaces will require extensive power and data networking requirements to support academic needs.
The building will also have complex fire and life safety requirements. The project will pursue a minimum LEED Silver designation, however, strategies for achieving LEED Gold designation will benefit from CMAR constructability and budget reviews.
The selected Construction Manager (CM) shall provide comprehensive planning and coordination services related to temporary swing space required to facilitate construction activities while maintaining uninterrupted campus operations.
The CM shall work collaboratively with the Owner, design team, end users, and other stakeholders to develop and implement a comprehensive swing space strategy that minimizes operational disruptions and supports the University's academic and administrative mission.
The site also has many constraints and unknowns, which includes utility lines which extend through the site, which may drive the need for alternative foundation systems and below grade investigations. The site will be tightly constrained with minimal laydown areas, which will require just-in-time material deliveries to be coordinated. The builder will be required to manage a dynamic project with high volume of pedestrian and vehicular traffic flow surrounding the site. Risk to the institution will need to be minimized. This is an expansion and renovation project, which will interfere with academic functions. Phasing and sequencing are a way to help the University maintain operations while onsite construction takes place.
There is a need for quality control - subcontractors need to have experience with a building of this type and complexity.
The CM, AE and Owner will have to work together on the costs, taking into consideration cost saving construction means and methods, construction knowledge on reducing costs of systems, the CM will need to draw from recent experience to present valid VE recommendations. The AE and CM working together on design and constructability are required to assure a successful project.
5. Request for Qualifications Process:
The RFQ is the initial step in the process, allowing CMAR to qualify for submitting proposals for construction services on this project. An evaluation committee appointed by NSU will review responses to this RFQ based on the information submitted and any other relevant information.
(Rev. 07/22) Page 5 of 15

The Owner reserves the right to visit the office(s) of an Offeror to verify any claim(s) made by an Offeror regarding staff, facilities, capabilities, qualifications and any other reasonable concerns that may arise on the part of the Owner. In such an event, the Offeror must make every reasonable attempt to clarify any concerns expressed by the Owner.
d. The Owner will not be responsible for any costs incurred by an Offeror in response to this RFQ.
e. In the event the Offeror discovers an error in its submission, attention may be drawn to the error by providing a written amendment to the initial Qualifications submission. All amendments shall be received by the Owner on or before the date and time fixed for receipt of Qualifications. The Offeror shall define who is authorized to approve amendments/changes. If an error is discovered after the time and date of receipt of the RFQ response, the Offeror may withdraw from consideration, but the error correction will not be accepted by the Owner.

3. At the subsequent RFP stage, “short-listed” offerors will be required to submit additional small business information as stipulated in the RFP. This will include a proposed small business participation percentage.
The small business participation percentage is based upon the total of the “cost of the construction work” + the “general conditions fee” components of the Guaranteed Maximum Price (GMP) + the preconstruction services fee. This minimum small business participation level does not include and is not based upon bonding costs, nor the following components of the GMP: the “insurance and taxes fee,” the “CM fee,” nor the “CM contingency.” To be included, the firm must be certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD) as a "small business."

5. In an effort to involve small businesses, the CM and the Subcontractors are to undertake the following actions during pre-construction and construction regarding the procurement of materials and services on the Project:
• The work to be performed by subcontractors to the CM will be procured by publicly advertised competitive sealed bidding to the maximum extent practicable. At a minimum, this includes the requirement for the CM to post invitation for bid notices in appropriate newspapers; CMs will provide a recommendation regarding which newspapers to advertise in.
• During the preconstruction services phase when the detailed small business plan is finalized, also utilize qualified small business solicitation lists prepared by the CM and any other resources engaged for such purposes by DSBSD to identify small business entities with the potential to provide products and services to the Project.
• The CM is required to complete an outreach program; program shall include establishing, scheduling and actively promoting the Project small business participation at meetings, fairs and other events designed to raise awareness of the Project’s desires for securing small business participation. At such meetings, fairs, etc., the CM shall provide adequate representation to provide explanations and instructions to those in attendance regarding the processes to follow for small business participation on the Project.
• When economically and managerially feasible, divide the overall work of the Project into small tasks or quantities to permit increased participation of small businesses.
• Where the requirements of the work permit, establish work schedules to encourage the participation of small businesses.
• The CM shall take reasonable steps to subcontract with small business, small women-owned and small minority owned business should any additional subcontracting opportunities arise during the course of the Project.
6. During project execution, the CM must demonstrate compliance with the small business participation levels proposed by the CM and accepted by the offeror at the RFP stage. Demonstration of compliance may include the following information; however, the offeror may specify other methods of demonstrating compliance for review and acceptance by the Owner:
(Rev. 07/22) Page 11 of 15
• Providing documentation that verifies that organizations are qualified to represent themselves as DSBSD-registered small business organizations.
• At a minimum, a provide a monthly summary of small business subcontracts awarded in the prior month and cumulatively to date on the Project, showing small business, small women-owned and small minority-owned business amounts separately (by firm name). Report shall include the percentage (expressed in terms of dollar value) of subcontracts awarded to small business organizations as a percentage of the total requirement as defined above showing small business, small women-owned and small minority-owned business amounts separately.
