About this file

This is a Cost Reply Attachment (Attachment-B-Cost-Reply.xlsx) for an Invitation to Negotiate (ITN No. DMS-24/25-249) issued by the Florida Department of Management Services for Healthcare Transparency Services. The solicitation seeks a vendor to develop an online platform enabling state health insurance enrollees to compare healthcare service costs and quality, with an implementation date of January 1, 2026. The initial contract term is four years, with potential for up to four additional one-year renewals. The document provides multiple cost response worksheets, including Per Enrollee Per Month (PEPM) Fees, Utilization Based Fees, Contingency Based Fees, and Fixed Monthly Price options. Responses are due by May 16, 2025, with an evaluation phase from May 21 to June 11, 2025, and negotiations planned from June 16 to August 1, 2025.

The cost reply attachment allows vendors to propose pricing across different models, with projected enrollment ranging from 194,787 to 198,495 participants. While specific fee amounts are not filled in, the document provides structured worksheets for vendors to outline their pricing strategies. The estimated annual contract amount is approximately $1,200,000, subject to legislative appropriation. The platform must integrate with Florida's existing health insurance landscape, which includes four medical benefit plan design options through Florida Blue Cross Blue Shield and three separate HMOs. The contractor will be required to maintain various insurance coverages, including commercial general liability, with minimum aggregate amounts of $5 million, and provide a performance bond or irrevocable letter of credit not exceeding 20% of the annual contract amount.
