About this file

This document is a Determination to Solicit from a Single Source for the Navajo Area Indian Health Service. The Information Technology department of the Kayenta Health Center is requesting a Blanket Purchase Agreement (BPA) for Xerox printer supplies, including toner/cartridges (black, cyan, magenta, yellow), fuser kits, image transfer kits, drum cartridges, waste cartridges, ADF roller replacement kits, and paper tray feeders. The procurement is structured as a Base plus Two (2) Option Years contract, with each performance period lasting twelve months.

Initially intended as a sole-source award, the market research revealed a third-party distributor who is an Indian-owned Small Business Economic Enterprise (ISBEE) contractor. As a result, the solicitation will now proceed as an ISBEE set-aside procurement. The contracting officer will determine price fairness by reviewing pricing from similar projects and considering current inflation rates. The specific requirement emphasizes using genuine printer supplies, as rebuilt or refurbished parts would void the printer manufacturer's warranty and service agreements. The solicitation number is 75H71025Q00330, and the document was digitally signed by both the preparer and contracting officer on 08/26/2025.
