About this file
This is an addendum to FAR 52.212-2 establishing evaluation criteria for a commercial products or services solicitation using Lowest Price Technically Acceptable (LPTA) procedures.
The Government will evaluate quotes based on three primary factors: Factor 1 – Technical Acceptability, which requires quotes to clearly demonstrate that products meet salient characteristics and requirements specified in Attachment 1 and any applicable brand-name-or-equal provisions (rated as Acceptable or Unacceptable); Factor 2 – Price, which evaluates the total quoted price for completeness and reasonableness using price analysis techniques including comparison with other quotes received, independent Government estimates, historical pricing data, and market research for similar items (rated as Lowest Total Evaluated Price); and Responsibility, which involves reviewing SAM, SPRS, FAPIIS, exclusions, and other available information to determine contractor responsibility (rated as Responsible or Not Responsible). Incomplete pricing may render a quote ineligible for award. A price is considered reasonable if it does not exceed what a prudent person would incur in competitive business conduct; unreasonably high prices may indicate lack of understanding of requirements and result in quote rejection. Award will be made to the responsible quoter whose quote conforms to the solicitation, is technically acceptable, and has the lowest total evaluated price, with no tradeoff conducted and non-price factors not comparatively evaluated. The Government reserves the right to conduct exchanges if determined necessary but intends to evaluate and award without discussions.

Addendum to FAR 52.212-2, EVALUATION—COMMERCIAL PRODUCTS AND
COMMERCIAL SERVICES
The following is inserted as new paragraph (d) of the provision:
(d) EVALUATION FACTORS FOR AWARD
Award will be made using Lowest Price Technically Acceptable (LPTA) procedures. The Government intends to evaluate quotes and award without discussions but reserves the right to conduct exchanges if determined necessary.
Factor Evaluation Method Rating / Result
Factor 1 – Technical Acceptability
The Government will evaluate whether the quoted product meets the requirements in Attachment 1 and any applicable brand-name-or-equal salient characteristics.
Acceptable / Unacceptable
Factor 2 – Price
The Government will evaluate the total quoted price for completeness and reasonableness. Incomplete pricing may make a quote ineligible for award.
Lowest Total Evaluated Price
Responsibility
The Government may review
SAM, SPRS, FAPIIS,
exclusions, and other available information to determine contractor responsibility.
Responsible / Not Responsible
Factor 1 – Technical Acceptability
Rating Description
Acceptable Quote clearly demonstrates the ability of the products to meet the salient characteristics needed.
Unacceptable Quote does not demonstrate the ability of the products to meet the salient characteristics needed.
Factor 2 Price: The Government will evaluate the quoted price for price reasonableness. The following price analysis techniques may be used to ensure a fair and reasonable price:
- Comparison of quoted prices received in response to the solicitation.
- Comparison of quoted prices with the independent Government estimate.
- Comparison of quoted prices with available historical information.
- Comparison of quoted prices with prices obtained through market research for the same or similar items.
Price must be determined fair and reasonable in order to be eligible for award. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. A price that is found to be unreasonably high may be indicative of an inherent lack of understanding of the solicitation requirements and may result in the overall quote not being considered for award.
Basis for Award:
The Government will award to the responsible quoter whose quote conforms to the solicitation, is technically acceptable, and has the lowest total evaluated price. No tradeoff will be conducted. Non-price factors will not be comparatively evaluated.
