About this file

This is an abstract submission template and instructions document for the DARPA-PS-26-129 Protein ENGineering (PENG) program solicitation. Abstracts are mandatory for program participation and must follow the specified template format, which includes a cover sheet and four required sections: Goals and Impact, Technical Approach, Capabilities/Management Plan, and Cost and Schedule. Submissions must not exceed five pages (excluding cover sheet, table of contents, bibliography, and up to three optional technical papers), be formatted for standard 8.5 by 11-inch paper with one-inch margins and minimum 12-point font, and be submitted in PDF or Microsoft Word format in English at the UNCLASSIFIED or Controlled Unclassified Information level.

Proposers must submit the abstract together with Attachment A (Abstract Summary Slide Template) to constitute a complete abstract submission through DARPA's Broad Agency Announcement Tool (BAAT) by the due date specified in the solicitation overview. DARPA will evaluate all conforming abstracts using published evaluation criteria and respond within thirty calendar days with either an invitation to submit a full proposal or notification of non-selection. The abstract should include estimated total cost (base plus options), period of performance, team composition with identified technical and administrative points of contact, discussion of any innovative aspects relative to existing capabilities, technical challenges and mitigation strategies, measurable milestones, and team expertise details. Abstracts received after the deadline will not be reviewed, and an invitation to submit a full proposal does not guarantee ultimate selection for award.

Proposers are required to submit an abstract before submitting a full proposal. DARPA will respond to abstracts with one of the following:

a. An invitation to submit a full proposal and accompanying proposal instructions.

b. A letter informing the submitter that DARPA is not inviting them to submit a full proposal at this time.

DARPA will review all conforming abstracts using the evaluation criteria published in the solicitation. Proposers should note that an invitation to submit a full proposal is not a guarantee that the proposal will ultimately be selected for award negotiation. It is DARPA policy to attempt to reply to abstracts within thirty calendar days. These official notifications will be sent via email to the Technical POC and/or Administrative POC identified on the abstract coversheet.

Abstracts must be submitted per the instructions outlined herein and received by DARPA no later than the due date and time listed in the Overview Information section. Abstracts received after this time and date may not be reviewed. Goals and Impact [Describe what is being proposed and what difference it will make (qualitatively and quantitatively) if successful. Describe the innovative aspects of the project in the context of existing capabilities and approaches, clearly delineating the relationship of this work to any other projects from the past and present.] Technical Approach [Provide answers to the following questions:

· What is the proposed work attempting to accomplish or do?

· How is the work performed today (what is the state of the art or practice), and what are the limitations?

· What is new in your approach, and why do you think it will be successful?

· How would the DoD testing community implement the proposed approach/work?

· How much will it cost (rough order of magnitude), and how long will it take?

Outline and address technical challenges inherent in the approach and possible solutions for overcoming potential problems. Provide appropriate measurable milestones (quantitative if possible) at intermediate stages of the project to demonstrate progress and a plan for achieving the milestones. Include basic details on what Fundamental Defense Research Talent Award (FDRTA) and Industry Immersion Program (IIP) options would entail if planning to propose them.] Capabilities/Management Plan [Provide a brief summary of the expertise of the team, including subawardees and key personnel. While teaming arrangements do not need to be finalized at the time of abstract submission, mention of potential teaming/collaboration arrangements is highly encouraged. Identify a principal investigator for the project and include a description of the team’s organization, including roles and responsibilities.] Cost and Schedule [Provide a cost estimate for resources (e.g. labor, materials) and any subawardees over the entire program (base + options), broken down by Contractor Fiscal Year. Include costs for FDRTA and IIP options here if planning to propose them.] Bibliography (Optional) [A brief (no more than 2 pages) bibliography may be provided with links to relevant papers, references, reports, etc.]
