About this file
This document is a Hot Work Policy for Independence National Historical Park (INDHP), a National Park Service facility in Philadelphia, Pennsylvania, effective March 26, 2021.
The policy establishes procedures for controlling fire hazards during hot work operations involving open flames, sparks, or heat-generating activities such as welding, cutting, brazing, grinding, torch soldering, and torch-applied roofing. The policy applies to all INDHP staff and contractors performing work in existing buildings, new construction in existing buildings, or new construction attached to existing buildings. Before any hot work commences, personnel must complete and obtain approval for a Hot Work Permit from the Safety Office, Chief of Project Management, Deputy Chief of Asset Preservation and Maintenance, or Chief of Asset Preservation and Maintenance. The permit is valid only for the specified date and must be displayed at the work site. All precautions outlined in the permit must be satisfied prior to work initiation. Key safety requirements include positioning a dedicated Fire Watch person for the duration of work and a minimum of 90 minutes afterward, moving flammable materials at least 35 feet from the hot work area or covering them with fire-resistant material, disabling automatic fire detection systems during work, ensuring proper ventilation, protecting building occupants, sealing cracks or holes in floors and walls, and having fire extinguishing equipment available. Upon completion, the work area must be inspected for fire damage or fire potential for a minimum of 30 minutes. The completed permit must be returned to the worker's supervisor and filed with the Safety Office for one year. The policy assigns specific responsibilities to the Superintendent, Chief of Asset Preservation and Maintenance, Safety Office, supervisors, project managers, and employees to ensure compliance and proper implementation of hot work safety procedures.
