About this file

This is a Scope of Work document for the Nevada State Police Highway Patrol Division detailing training services for crash reconstruction instruction. The vendor will deliver two advanced crash reconstruction training courses, each 40 hours in length, to be conducted at designated locations in Reno on dates mutually agreed upon by both parties. The first course covers Advanced Crash Reconstruction theory and techniques, including topics such as friction analysis, dynamics, yaw analysis, momentum conservation, airbag control module data, motorcycle and pedestrian crash analysis, and pole impacts. The second course focuses on Advanced Crash Reconstruction with Crash Data Retrieval (CDR) data, teaching participants how to utilize CDR data in collision reconstruction and determine impact velocities across various collision scenarios. Training materials, exercises, examination materials, and all instructor travel and lodging expenses must be provided by the chosen vendor. The state will provide suitable training facilities, equipment transportation access, and student coordination. A question and answer period for vendor inquiries is available until May 4, 2026, with responses expected by May 6, 2026.

The contractor will be responsible for supplying qualified instructors, all required training materials and equipment, and bearing all travel, lodging, and associated expenses as part of their quotation. Invoicing will be submitted to nhpfiscal@dps.state.nv.us upon completion of each course, with invoices including an invoice number, date, and service date range. Class material fees, if applicable, will be invoiced separately and processed for payment upon contract execution. The contract term and any renewal options are not specified in this scope of work document.

SCOPE OF WORK

Training Services – Major Incident Reconstruction Team Nevada State Police / Highway Patrol Division

1. Purpose The purpose of this Scope of Work (SOW) is to define the training services to be provided by the chosen vendor for two instructional offerings delivered to Nevada State Police personnel. These courses support advanced crash reconstruction and advanced crash reconstruction with Crash Data Retrieval (CDR Data), forensic mapping, and post-crash analysis capabilities across the agency.

2. Training Courses Required This SOW covers the delivery of four instructional programs:

1. Advanced Crash Reconstruction

2. Advanced Crash Reconstruction with CDR Data

Each course is described below.

4. Course Descriptions and Requirements

4.1 Advanced Crash Reconstruction Course

Course Length Required: 40 hours

Course Materials Required by Vendor: In-class projects and exercises; students may bring real crash cases.

Course Description:

This course will need to present advanced crash reconstruction theory, techniques, and analytical tools. It will need to expand upon fundamental methodologies and introduce modern practices that will address complex collision types not adequately solved with basic formulas. The course will also serve as preparation for the ACTAR certification exam.

Course Objectives:

Topics must include, but are not limited to:

• Mathematics review

• Friction and time-distance analysis

• Dynamics and Newton’s Laws

• Critical speed yaw and verification methods

ATTACHMENT AA

• Spin analysis

• Conservation of linear momentum

• Application of Airbag Control Module (ACM) data

• Motorcycle and pedestrian crash analysis

• Pole and narrow object impacts

• Case studies and practical application

4.2 Advanced Crash Reconstruction Course with CDR Data

Course Length Required: 40 hours

Course Materials Required by Vendor: In class projects that will use real world crashes for sworn personnel to work through using techniques learned during the class.

Course Description:

This course should be designed to teach class participants how to work with CDR data in their collision reconstruction.

Course Objectives:

Topics must include, but are not limited to:

• Use data to determine impact and post impact velocities in various types of collision scenarios

5. Deliverables

The Contractor shall provide the following:

1. Delivery of one 40-hour Advanced Crash Reconstruction Course

2. Training materials, documentation, and exercises

3. Examination materials for the reconstruction course

4. All travel and related training expenses as included in the quotation

7. Period of Performance

Training shall be performed on dates mutually agreed upon by the Nevada State Police and the chosen vendor at designated locations in Reno.

8. Responsibilities of the State

The State shall provide:

• Training rooms suitable for classroom instruction

• Access for transporting training equipment

• Student attendance coordination and rosters

9. Responsibilities of the Contractor

Chosen vendor shall provide:

• Qualified instructors

• All required training materials and equipment

• Travel, lodging, and associated expenses

• Professional delivery and evaluation of instruction

10. Invoicing

The Contractor will remit invoices for services rendered to nhpfiscal@dps.state.nv.us.

Invoices will include an invoice number, invoice date, and date range of service for each class completed. Invoices will be sent upon completion of each project. If class material fees are required, the corresponding amount will be invoiced to nhpfiscal@dps.state.nv.us and will be processed for payment upon execution of the contract.
