Scope of Work: Building Mechanical and DELTA Access Control Services and integration services with enteliWEB

1. OVERVIEW

1.1 The State of Nevada Purchasing Division, on behalf of the Department of Health and Human Services—Division of Public and

Behavioral Health (DPBH) Northern Nevada Adult Mental Health Services (NNAMHS), is soliciting proposals from qualified vendors to provide comprehensive building mechanical and DELTA Access control services and integration services with enteliWEB for the campus located at 480 Galletti Way, Sparks Nevada 89431. Included in this solicitation are the buildings of building 1, Building 2, Building 3, Building 5, Building 8, Building 26, and Dini-Townsend Hospital Building 25. This contract will ensure the optimal performance and safety of the mechanical systems and access control mechanisms and integration across all locations.

2. BUILDING MECHANICAL SERVICES

2.1 The primary objectives of this contract are to ensure the efficient, safe, and reliable operation of all NNAMHS stated building mechanical systems, while minimizing downtime and extending the lifespan of critical infrastructure. Specifically, the objectives include:

2.1.1. Comprehensive Testing and Inspection:

A. Annually, conduct detailed, scheduled testing and inspections of mechanical systems, identifying potential issues before they escalate into critical failures. This includes assessments of system integrity, energy efficiency, and adherence to current safety and performance standards.

2.1.2. Preventative and Predictive Maintenance:

A. Annually, provide a comprehensive health check inspection and detailed report for all specialized mechanical systems and components, such as boilers, chillers, air handlers, pumps, and exhaust fans, with a focus on efficiency and extended service life including adjustment and optimization of building automation systems that control heating, ventilation, and air conditioning (HVAC) to ensure the systems are operating in an energy-efficient and reliable manner.

B. Annually, conduct thorough leak checks. Electrical and Mechanical Testing: Perform megohm testing of compressor motors, inspect electrical connections and check the oil heater(s).

C. Provide detailed cost proposals for all deficiencies and recommendations discovered during comprehensive health check.

2.1.3. Repair and Replacement Services:

A. Provide immediate emergency repair services when requested.

Emergency Repair Services to include:

a, Diagnostic and troubleshooting services to mitigate downtime.

b. Critical component replacement.

c. Boiler loop and chiller loop pipe and plumbing replacement and repair.

d. Authorized provider and service expertise in Delta Access Controls and enteliWEB building management software.

e. Quarterly, provide 4 hours availability of DELTA Access control services and integration services associated with enteliWEB as requested by NNAMHS HVAC Specialist I

3. SCOPE OF WORK AND SERVICES

The contractor shall provide all necessary supervision, labor, materials, equipment, and tools to carry out building mechanical trouble shooting and repairs including DELTA Access Control services and integration services with enteliWEB for the NNAMHS campus including Dini-Townsend Hospital, Building 1, Building 2, Building 3, Building 5, Building 8, and Building 26. Services to be performed include:

3.1.1. Mechanical Equipment Service and Repair:

a. Chillers

b. Air Handler

c. Boilers

d. Pumps

e. Exhaust Fans

f. Controllers

4. CONCLUSION

4.1. The selected contractor will be responsible for ensuring that scheduled activities and all mechanical systems, DELTA Access Control, and enteliWEB systems across the NNAMHS Campus are fully and expeditiously supported to full operational and safety compliance when authorized to perform activities.
