About this file
This file comprises special provisions and maintaining traffic typicals issued by the Michigan Department of Transportation (MDOT) for guardrail maintenance work on state trunk lines within Baraga and Houghton Counties. The special provisions detail requirements for furnishing, installing, and maintaining galvanized beam guardrail systems, guardrail approach terminals (Types 1B, 1T, 2B, 2T, and 2M), guardrail delineators, temporary portable rumble strips, and related components. Work includes removal and installation of damaged guardrail sections, posts, reflectors, and turf establishment to restore sites to original conditions. The contract covers as-needed guardrail maintenance work with multiple pay items measured by unit (foot, each, or work day), including various guardrail types, terminal configurations, impact head assemblies, and delineation systems. Labor, materials, and equipment for furnishing, installing, operating, maintaining, cleaning, relocating, and removing temporary traffic control devices are included in contract unit prices.
Traffic control requirements mandate compliance with the Manual on Uniform Traffic Control Devices (MMUTCD) and specified maintaining traffic typicals, with restrictions limiting work to daytime hours and prohibiting work during defined holiday periods (Memorial Day, Fourth of July, and Labor Day). No more than one shoulder or lane closure per trunk line route is permitted at any time, with maximum closure lengths of two miles unless engineer-approved. Where traffic regulator operations are required, sequences cannot exceed 0.5 mile unless approved by the engineer, and temporary rumble strips must be deployed for traffic regulator sequences longer than four hours on roads with speed limits of 45 mph or higher. The contractor must coordinate work operations with other contractors in the Construction Influence Area, maintain crossroads and driveway access at all times, and immediately repair any damage to existing guardrail or Intelligent Transportation System infrastructure caused by contractor operations at the contractor's expense. All costs associated with traffic control, ITS infrastructure protection, and maintenance activities are included in applicable pay items and not paid separately.

a. Description. This work consists of providing all labor, materials and equipment to maintain traffic as specified herein for as-needed guardrail maintenance work on all state trunk lines within Baraga and Houghton Counties.
b. General. Maintain traffic in accordance with the standard specifications, including any supplemental specifications, and as specified herein.
1. Coordinate work operations with contractors performing work on other projects within or adjacent to the Construction Influence Area (CIA), as outlined in the coordination clause.
c. Construction Influence Area (CIA). The CIA includes the right-of-way of the following roadways, as described below:
1. From the point where advance construction warning signing begins to the point where construction signing ends.
2. In addition, the CIA includes the rights-of-way of any intersecting roads and ramps adjacent to the work zone for a distance of approximately 500 feet in advance of the state trunkline.
d. Traffic Restrictions. Maintain traffic in accordance with the maintaining traffic typicals contained herein, except as noted below. Changes or adjustments to the maintaining traffic typicals may be necessary to fit field conditions, subject to approval of the Engineer or as determined by the Engineer.
1. Utilize the following Maintaining Traffic Typicals:
A. 100-GEN-KEY
B. 101-GEN-SPACING-CHARTS
C. 102-GEN-NOTES
D. 103-GEN-SIGN
E. 104-GEN-AB
F. 106-GEN-SPEED-NFW
G. 107-GEN-SPEED
SUP:ISH:KPF 2 of 5 01-24-22 Maintenance
H. 110-TR-NFW-2L
I. 111-TR-NFW-2L-RUM
J. 122-NFW-SHL-(R)
K. 123-NFW-1LC-(R)
L. WZD-125-E
2. Do not work, deliver material, or close lanes during the holiday periods as defined in Table 1.
Table 1: 2022 Holiday Periods
Holiday Start Date and time End Date and time
Memorial Day 3:00 p.m. Friday May 27 6:00 a.m. Tuesday, May 31
Fourth of July 3:00 p.m. Friday July 1 6:00 a.m. Tuesday July 5
Labor Day 3:00 p.m. Friday September 2 6:00 a.m. Tuesday September 6
3. Conduct all work during daytime hours only.
4. No more than 1 shoulder or lane closure is allowed on each trunk line route at one time.
A. The maximum shoulder or lane closure length is 2 miles unless otherwise approved by the Engineer.
B. Do not close shoulders on both sides of the road at the same time, at the same location.
5. When utilizing a shoulder closure, do not occupy any part of the active traffic lane with personnel or equipment. If this situation cannot be avoided, then utilize a lane closure.
6. Where work cannot be performed using shoulder or lane closures, maintain two-way traffic at all times on the trunk line and all intersecting roads using traffic regulator control.
7. A traffic regulator sequence is allowed to cover a maximum of 0.5 mile, unless otherwise approved by the Engineer. Place the arrow panel, signs and channelizing taper for the traffic regulator operation at locations approved by the Engineer for adequate visibility by oncoming traffic.
8. For areas with a speed limit of 45 mph or higher, if a traffic regulator sequence will be in place longer than 4 hours at a single location then temporary rumble strips must be used according to the Maintaining Traffic Typical 111-TR-NFW-2L-RUM.
9. Do not utilize more than one traffic regulator operation at one time on each trunk line route.
SUP:ISH:KPF 3 of 5 01-24-22
10. Crossroads must remain open to traffic at all times. Use intermediate traffic regulators at each intersection approach and commercial driveways within the closure limits, as directed by the Engineer. Use traffic regulator control as directed by the Engineer for cross street traffic while working through intersections.
11. Maintain driveway access to all businesses and residences during construction. Prior to any temporary closures, coordinate with affected owners during construction.
12. Once work is initiated that includes any lane restrictions, that work must be continued daily until completed. A lack of work activity for more than 3 days will require the removal of lane closures at no expense to the Department.
13. Place plastic drums, as needed, in advance of any incomplete work, during non-working periods.
14. Trail access must be maintained at all times during construction.
15. A speed reduction will be used. The work zone speed limit will be 45 MPH Where Workers Present at locations with a posted speed limit greater than 45 MPH, while a lane closure or traffic regulator sequence is in use. Do not reduce the posted speed when utilizing a shoulder closure.
e. Traffic Control Devices. Ensure all traffic control devices are in accordance with the MMUTCD and must meet the “acceptable” criteria as defined in the ATSSA publication entitled “Quality Guidelines for Temporary Traffic Control Devices and Features” at the time of initial deployment and after each major stage change.
1. During non-working periods, place applicable advance signs and channelizing devices at specific locations, as directed by the Engineer, at no additional cost to the Department.
2. Notify the Engineer 24 hours in advance of when traffic control devices are being delivered to the project site, to allow for initial inspection of devices to take place.
3. Remove from the project site all traffic control devices no longer needed for a particular operation and equipment for construction within 14 calendar days of reopening the shoulder/lane/roadway.
4. Clean each sign, barricade, and channelizing device once per week and as directed by the Engineer.
5. Channelizing Devices.
A. Ensure all devices have sufficient ballast to prevent moving or tipping. If moving or tipping occurs, place additional ballast, as directed by the Engineer, at no additional cost to the Department. No more than two ballasts are allowed on each channelizing device.
B. Do not use caution tape on this project.
C. Use traffic cones with a minimum height of 28 inches during daytime shoulder closures, lane closures, and local streets.
SUP:ISH:KPF 4 of 5 01-24-22
D. Place channelizing devices at a spacing (in feet) not to exceed:
in tapers: 1 times the posted speed (in miles per hour), 50 feet maximum.
in tangents: 2 times the posted speed (in miles per hour), 100 feet maximum.
6. Temporary Signs.
A. Additional W20-1 (ROAD WORK AHEAD) signs are included in the quantities to be placed on all intersecting or adjacent roads where construction activities may be encountered.
B. Provide temporary sign spacing and taper lengths as shown on Maintaining Traffic Typical 101-GEN-SPACING-CHARTS.
C. Do not display signs more than 3 days prior to the start of work. When work is complete, cover temporary signs within 3 days.
D. Place additional R2-1a “WHERE WORKERS PRESENT 45” signs as shown on Maintaining Traffic Typical 106-GEN-SPEED-NFW.
f. Measurement and Payment. The estimate of quantities for maintaining traffic is based on signing and related traffic control devices for 1 shoulder closure, 1 single lane closure, and 1 traffic regulator sequence. This estimate also includes a maximum of 2 Type C lighted arrows (min 48 inch by 96 inch) to be in use at any one time.
1. No additional payment will be made for the joint use of traffic control items with other Contractors or MDOT maintenance.
2. No payment will be made for additional signage brought to the project site but not utilized.
3. Payment for additional W20-1 ("ROAD WORK AHEAD") signs on intersecting or adjacent roads where construction activities may be encountered will be part of the daily traffic control pay item.
4. No additional payment will be made for additional signing or maintaining traffic devices to expedite the construction.
5. Traffic control will be paid by the day when active guardrail work is occurring within the traffic control setup. Any cost to relocate traffic control devices to different guardrail work locations during a work day will be included in the payment of 1 day for the pay item. Traffic control will be paid at a maximum total of 1 Work Day per day of use. If a Shoulder Closure is used on the same wok day as a Single Lane Closure in Multi-Lane Section, only the Single Lane Closure in Multi-Lane Section will be paid. Shoulder Closure and Single Lane Closure in Multi-Lane Section will be considered incidental to Single Lane Closure with Flag Control or Single Lane Closure with Flag Control and Temp Rumble Strips on any work day in which flag control is used. Payment for these items includes all labor, equipment, and materials to setup, maintain, and remove the shoulder closure or lane closure.
