About this file
This Scope of Work document, prepared by the Kansas Corporation Commission (KCC) District 1 Field Office, outlines the requirements for installation of approximately five monitoring wells around the High Plains Aquifer in Lane County, Kansas, with the option to install up to three additional wells at the agreed-upon cost. The project aims to assess groundwater quality and contamination patterns resulting from suspect abandoned oil wells (Anderson #1 and Foster #1) that may be contributing brine to downgradient water supplies. The contractor must possess a valid Kansas water well drilling license and provide all necessary labor, materials, equipment, and supervision. Well locations will be determined collaboratively between the KCC and contractor, with one well positioned upgradient, one at the presumed contamination source, and three positioned downgradient. The contractor must notify the KCC District 1 Office a minimum of 72 hours before drilling commences and must contact District 1 staff at least 24 hours before daily work begins. All work must be completed within one year of contract execution, with a pre-project conference required within five working days of project acceptance and work commencement no later than 30 working days thereafter.
Contractor pricing for labor and materials must remain firm for the entire contract period, with all costs submitted on a per-project basis and processed through the KCC Conservation Division. The KCC reserves the right to retain 10% retainage until project completion and may impose liquidated damages of $200 per workday for failure to meet contractual deadlines. Contractors exceeding deadlines on previously awarded KCC projects may have bids rejected, and the KCC may limit concurrent project awards to three per fully crewed pulling unit. The contractor must provide proof of workers' compensation insurance, liability insurance, and equipment insurance prior to work commencing. All subcontractors must be pre-approved by the KCC and listed with associated KDHE water drilling license numbers. Deliverables include field notes, boring logs, WWC-5 paperwork filed with the Kansas Department of Health and Environment, a complete survey report with well locations recorded to 0.01-foot vertical accuracy and 5-decimal-place latitude/longitude coordinates, and copies of all property access agreements. The contractor is responsible for all site restoration, proper disposal of drilling fluids and cuttings, and compliance with all applicable federal, state, and local laws and regulations.

ABANDONED WELL PLUGGING SITE REMEDIATION: MCGEE
WATER MONITORING WELL INSTALLATION – KCC RFP PROJECT
SCOPE OF WORK
1.0 OBJECTIVES/BACKGROUND
Groundwater in the area that is used for domestic, livestock, and oilfield water supply is produced from an eastern prong of the High Planes Aquifer (HPA) in Lane County. The saturated thickness of the HPA is relatively thin in the area; Water wells are generally in the range of 80 - 100 feet deep, static water levels are typically 60 - 90 feet below land surface, and the saturated thickness of the aquifer is around 15 - 20 feet based on water well completion records (KGS WWC5 online database).
The natural ground water quality in the HPA in the area is expected to be fresh based on a past survey of irrigation water in Lane County is a part of a KGS study. The chloride concentration range in the county was 16 - 69mg/L and the average was 28 mg/L. All the wells sampled had a sulfate concentration greater than chloride concentration. The bedrock underlying the HPA is comprised of Upper Cretaceous shales and limestones. Groundwater in the Upper Dakota Aquifer that underlies the Upper Cretaceous strata in the general area of the study has chloride and sulfate concentrations of about 100 - 300 mg/L and 40 - 200mg/L, respectively, based on well water data.
This work scope is necessary for data collection in the local aquifer, helping develop a better understanding of the hydrological model regarding the current and possible future conditions of the High Plans Aquifer. There are two suspect wells in the area that could be the cause of the brine, the Anderson #1 and the Foster #1. Both wells are located close to the same draw that runs to the wells downstream with elevated chlorides. Anderson #1 was plugged in 1985 with the following plugs:
2,100 feet with 50 sacks cement, 1,050 feet with 70 sacks cement, 390 feet with 40 sacks cement, 40 feet with 100 sacks cement, hulls, and solid bridge. Foster #1 was plugged in 1972 with the following plugs: 975 feet – 650 feet, 375 feet – 300 feet, 40 feet – 0 feet.
2.0 LOCATION/GEOLOGY/HYDROLOGY
This section of the Lane County HPA is a box of approximately one-half township in size. The boundaries are one mile to the north, one mile to the west, 4 miles to the east, and the 2 miles to the south of Pendennis, Kansas. The HPA is in multiple sections of T16 & 17-S and R-27-W in Lane County. This area is located in the Niobrara Chalk Aquifer area, and water usage for private, public, agricultural, and commercial means is abundant within the surrounding area.
The local Geology is Cretaceous Niobrara formation covered with unconsolidated Quaternary sediments. The Niobrara’s surface is a disconformity with many paleo features such as tributary valleys and highs. During the post-Cretaceous time the area underwent local folding superimposed on the regional dip. This localized folding event created a northward plunging syncline in the eastern part of Lane County. This folding event created the paleo valleys and highs within the surrounding area. These highs and lows can be rather extreme as Niobrara’s depths range from 150 feet to over 250 feet in some areas. The unconsolidated sediments are gravel, sand, silt, and clays.
Many clays are thick and act as aquitards.
The area's hydrology consists of shallow aquifers in unconsolidated sediments. Good water-bearing sands above the Niobrara Chalk can hold and give a good amount of water. The quality of the water is relatively good in areas not affected by past oil field brines. The area has many livestock wells.
In addition, there are several agricultural and private water wells in the HPA, including irrigation wells. Overall groundwater movement is to the East-Southeast, but brine contamination tends to follow the top of local clay aquitards south for approximately 3 miles. The brine can then move along the bottom of the paleo-valleys and move slightly differently from the overall groundwater flow direction. This movement also aligns with the water way at surface.
