About this file
This is a Request for Information (RFI) document issued by the Commonwealth of Kentucky Finance and Administration Cabinet on behalf of Kentucky Retirement Systems (KRS) seeking vendor input on electronic election ballot services. The RFI solicitation number is RFI 758 1900000027, released July 1, 2019, with a closing date of August 2, 2019 at 3:30 PM EST. KRS requires election services for Board of Trustees elections administered through both digital online voting and traditional paper mail options, with the first election scheduled for the County Employees Retirement System (CERS) between May 2020 and March 2021 serving approximately 250,000 members. Key deliverables include electronic and paper ballots available by January 20, 2021, voting deadline of March 1, 2021, and written certification of election results by March 15, 2021. The RFI requests vendor responses addressing firm information, experience with electronic balloting, proposed RFP structure, pricing estimates, payment structures, evaluation criteria, and implementation timelines. Responses must be submitted in hard copy and on flash drive in Microsoft Word, Excel, or PDF format only. Written questions are due July 15, 2019, with Commonwealth responses provided by July 19, 2019.
This RFI explicitly states that no quotes or bids should be submitted and that the issuance does not constitute a commitment to issue an RFP or award a contract. KRS will provide member listings and address files in CSV or text format for paper ballot distribution, while vendors must ensure ballot uniqueness, prevent duplicate voting, and maintain vote integrity. The Commonwealth anticipates providing candidate information, member data, and specifications for ballot formatting and content. No pricing information is disclosed in this RFI document, as its purpose is to gather preliminary market information and vendor recommendations to inform the development of a subsequent Request for Proposal. Demonstrations may be requested for all responding vendors. All responses are subject to Kentucky Open Records Law.
