About this file

This is Addendum One to a Request for Information (RFI) issued by the Commonwealth of Kentucky Finance and Administration Cabinet on behalf of Kentucky Retirement Systems (KRS) for electronic election ballot services. The RFI seeks vendor input on providing election administration services for KRS Board of Trustees elections, which will utilize both digital online voting and traditional paper ballot options. The solicitation number is RFI 758 1900000027, released July 1, 2019, with a response deadline of August 2, 2019 at 3:30 PM EST. The County Employees Retirement System (CERS) election will occur between May 2020 and March 2021, serving approximately 250,000 members. Paper ballots must be mailed by January 20, 2021, and all votes must be cast or postmarked by March 1, 2021, with certified results due to KRS by March 15, 2021. The RFI requires vendors to submit one marked original hard copy and one response on thumb/flash drive in Microsoft Word, Excel, or PDF format. Written questions were due July 15, 2019, with Commonwealth responses provided by July 19, 2019. Addendum One modifies the service dates on Commodity Line 1.

The RFI is a procurement exploration tool and does not constitute a commitment to issue a Request for Proposal, award a contract, or reimburse response preparation costs. Vendors are explicitly prohibited from submitting quotes or bids in response to this RFI. The solicitation requests vendor feedback on critical topics including optimal RFP structure, evaluation criteria, guarantees, required experience, reference standards, estimated pricing ranges and assumptions, payment structures, documentation requirements, reporting expectations, and timeline for RFP response preparation. No pricing information is provided in this addendum, as the RFI is designed to gather preliminary market information to inform future procurement strategy. All responses are subject to Kentucky Open Records Law, and KRS may invite selected respondents to provide product demonstrations, with invitations extended to all respondents if demonstrations are requested.
