SUMMARY OF WORK

2. ASPHALT SPECIFICATIONS

Task orders will dictate type of repair desired and surface area estimates to be verified by the contractor during a mandatory pre-bid site walk.

The Contractor is responsible for recording components unearthed during excavation and submitting to the BCE Office prior to the completion of work. Survey Monuments to be preserved. The project work shall not interfere with the operation of the surrounding shops or facilities unless prior approval is given.

2.1 Tar Seal

Roadway and Parking lot asphalt coating shall be one coat, heavy duty pavement sealer, water dispersed, polymer modified, slate and mineral filled, black, emulsified asphalt coating. Product data will be submitted to the Base Civil Engineering office for approval prior to award of contract. The product shall be applied by squeegee or sprayed with proper heavy duty commercial equipment at a minimum of 35 SF per gallon of product and provide a cured film thickness of 8.0 to 10.0 mils. A designated test area will be applied with the coating first to determine the specific thickness with a manufacture representative on-site for approval. The contractor will submit a schedule of work for approval before proceeding with the work.

2.2 Crack Seal

Use crack sealant conforming to ASTM D6690, (AASHTO M324), Crafco RoadSaver 221 or equal. Check the temperature of the sealant to ensure it is at the manufacturer’s recommended application temperature. Insert the nozzle of the application equipment into the crack and seal the crack from the bottom to the top (Figure

9-11). Sealing in this manner minimizes bubbling of the sealant due to entrapped air.

Recess the sealant approximately 0.125 to 0.25 inch (3 to 6 millimeters) below the pavement surface to prevent tracking. Remove excess sealant with a squeegee or similar equipment.

Provide and use backer rods with melting point higher than the pouring temperature of the sealant. Provide and use backer rod that is approximately 25 percent wider in diameter than the nominal width of the crack. The larger size will enable the sealant to be inserted without dislodging the backer rod. Place the backer rod to a depth that will provide a shape factor (depth-to-width ratio) of approximately 1 for petroleum-based sealants. However, do not place the top of the backer rod deeper than 0.75 inch (19 millimeters). This will provide a reservoir for the sealant that will minimize the internal stresses in the sealant. High internal stresses can create cohesion failure, split the material, or dislodge loose aggregate from the pavement, damaging the effectiveness of the seal. However, if the shape factor is too small, adhesion failure can occur; therefore, it is important to maintain the proper shape factor.

Apply a thin tack coat to the edges and bottom of the patch. Ensure the patch area edges clean, dry, and free of any dust so the tack coat will bond to the edges. Use tack coat materials that are cutback grades RC-70 or RC-250, or emulsion grades RS-1, MS-1, SS-1, SS-1h, CSS-1, or CSS-1h. The same grade of asphalt binder used in the asphalt mix can also be used as a tack coat, but this is difficult in small areas. If used, apply it hot and apply the patch material hot enough to soften the asphalt cement to obtain the required bond.

2.2.1 Small and Medium Cracks (0.25 to 2 Inches): Widen small cracks to a nominal width of 0.25 inch greater than the existing nominal or average width. Widening the cracks 0.25 inch will help eliminate the potential for raveling of the pavement along the edges of the crack. After the crack has been cleaned and inspected, it is ready for sealing.

The depth of the cracks to be sealed is determined and, if the depth is greater than 0.75 inch a backer rod material is inserted. If the depth of the crack is not deep enough to accommodate the backer rod and maintain a sealant depth of 0.5 to 0.75 inch then the crack can be routed or the backer rod material omitted

2.2.2 For Large Cracks (Greater Than 2 Inches): Fill cracks that are 2 inches and larger with a sand asphalt or fine-graded asphalt mix and compacted. Cut or route the edges vertical and clean the cracks to obtain a patch that meets the specified requirement. The asphalt material could prematurely fail if the proper cleaning and patching procedures are not followed. Square by sawing, fill with asphalt mix, and compact the cracks and apply sealant at joints.

2.3 Full Depth Replacement

2.3.1 Preparation: Remove existing asphalt pavement by COLD PLANE method, It is expected that the cold plane shall produce a clean concrete lip to pave to and not damage the lip of the gutter. Infrastructure damaged by the contractor will be repaired by the contractor to existing condition or better. Prepare sub-base as necessary to achieve grade and compaction per ODOT standards. Rollover test to be conducted in the presence of the base project manager to check for soft spots before applying tack coat.

2.3.2 Paving: 3-6 inches of compacted asphalt as needed (ODOT ½”, Level 3 asphalt w/ PG 64-28 binder compacted to ODOT standards). Provide steel-wheeled rollers with a minimum gross static weight as follows: Breakdown and Intermediate 10 ton, Finish 8 ton. A roller with drum width of 36” or less shall be used to compact the joint at the gutter lip.

2.3.3 Tack Coat Application: Seal all adjoining asphalt concrete pavement surfaces with an edge tack coat. Place sufficient tack coat to seal the adjoining surfaces. After the tack coat has been placed, place clean sand over the tack coat. Reapply additional tack coat and sand cover to any edges that are not completely sealed in first application.

2.3.4 Testing: Nuclear Density test shall achieve 92% compaction rate on all asphalt placed per ODOT standards. Testing shall occur one test per paving lane, per day. The Contractor will be required to establish finished elevations that provide positive drainage to storm drains where applicable. Contractor is responsible for testing. Water flow testing will be conducted prior to project completion and witnessed by the base project inspector. If new work contains birdbaths or improper drainage, the Contractor will repair the problem at no additional cost to the Government..

2.4 Pavement Markings

The Contractor shall conduct all marking operations in strict compliance with all local, state, and Federal environmental statutes and regulations, including, but not limited to, regulations promulgated under 29 C.F.R. 1910, et seq., 42 U.S.C. 6901, et seq.; and 42 U.S.C. 9601, et seq. The Contractor shall provide all cones, barriers, lights, signs, placards, flags, and flagging personnel necessary to establish an adequate and safe work zone and control traffic in and around the work area until newly applied markings are dry. The Contractor shall establish and maintain work zones as necessary throughout the period of the contract, prominently identifying potential hazards and dangers to personnel and traffic in or near the work area. Coordinate all vehicle marking, escorts, and taxiway closures when required. The Contractor shall remove all debris, waste, spillage, and by-products generated by the marking operations from the base and shall strictly comply with all applicable state, local, and Federal environmental statutes and regulations regarding disposal, including, but not limited to, regulations promulgated under 42 U.S.C. 6901, et seq.; 42 U.S.C. 9601, et seq.; and 49 U.S.C. 1801, et seq.
