Attachment A Statement of Work North Cascades National Park
NATIONAL PARK SERVICE
NORTH CASCADES NATIONAL PARK
SKAGIT DISTRICT
SCOPE OF WORK - SEPTIC PUMPING
Front Country Vault Toilets and Septic Tanks
1. Background:
North Cascades National Park (NOCA) has a requirement for Septic Pumping of vault toilets, septic tanks and on an as needed special basis for portable outhouses located within the park’s Skagit District. The vault toilets are placed at various locations in the Skagit District including parking areas, trailheads and campground areas along WA State Route (SR) 20 between milepost 105 to 138 and two locations on Cascade River Road at approximately milepost 20 and 23. The following detail provides information regarding distances calculated from the NOCA Marblemount Ranger Station, and includes names and locations for vault toilets, number of vaults (pits) at each specific location and site descriptions. A additional location at the South End of Ross Lake will include the use of a Barge to transport the truck across Diablo Lake to the haul road which will allow the truck to access Ross Lake to receive loads off of our Ross Lake Barge (Alice May). The loads from Ross lake should be estimated out as a separate charge do to the logistical challenge of crossing Diablo lake and working with Seattle City Light in the scheduling of barge runs as well as coordinating with National Park Service (NPS) Maintenance personnel. With the occasional use of portable toilets for project work or special events a separate charge estimate should be bid on, as this is low volume but a higher work effort to pump and a long way to drive for not much volume.

Site Descriptions:
Marblemount Compound - .7 miles North of milepost 105.3 Highway 20 there are 16 total septic tanks at this location with a mix of housing and other administrative buildings.
Cascade River Road – Road is paved for 10 miles and then transitions to dirt for 10 miles with the last 3 miles being rather steep. Narrow dirt roadways w/pull outs.
Damnation Creek - Park on Highway 20, will need to pull lots of hose.
Copper Creek - .5 miles east on Highway 20.
Thornton Lakes - 11 miles east on Highway 20, with 4 miles steep dirt road.
Goodell Campground - 13 miles east on Highway 20.
Lower Goodell Campground - 13.5 miles east on Highway 20, then .5 down Lower Goodell Road.
Upper Goodell Campground - 13.75 east on Highway 20, then .75 miles dirt road, .25 miles steep.
Newhalem Campground – 13.75 east on Highway 20 then 0.1 miles south. Five septic tanks Newhalem Visitor Center – 13.75 east on Highway 20 then 0.7 miles to the south. One septic tank Gorge Overlook - 17 miles east on Highway 20.
Gorge Lake Campground - 20 miles to town of Diablo, intersection left off Highway 20, then .5 mile to campground.
Diablo Lake - 23 miles east on Highway 20, to Environmental Learning Center, then turnoff on left, drive over dam, turn right, .5 miles. Three boat-in camps on Diablo Lake as well as the haul road Romtec will be accessed via Seattle City Lights (SCL) barge. Truck will load on barge at SCL’s Boathouse for transport on Diablo Lake.
Ross Lake – 23 miles on highway 20 to turnoff then 1.5 miles to barge dock (SCL’s Boathouse) then barge across Diablo lake and drive approximately one mile up the Ross Lake haul road to the south end of Ross Lake. This site includes the Waiting Shelter Romtec and possible future septic storage/vault TBD as well as septic from the Ross lake Resort that will be loaded onto the truck via the Alice May NPS sewage barge.
(Separate Estimate) Please note that sewage from Ross lake resort is moved by NPS crew, 1,000 gallons at a time and unloaded into contractors waiting truck, this takes all day with 10,000 gallons from the resort.
Environmental Learning Center (ELC) -23 miles on Highway 20 to turn off, then two miles to ELC. The grease trap 4,400 Gal at the ELC is a separate charge and needs to be billed out separately.
Colonial Creek Campground - 26 miles east on Highway 20, right into campground. Two vault toilets and six septic tanks at this location.
Diablo Overlook - 28 miles east on Highway 20, left into Overlook parking lot.
Ross Dam Trailhead - 30 miles east on Highway 20, left into parking lot.
Happy Creek Boardwalk - 30.5 miles east on Highway 20, right into parking lot.
East Bank Trailhead- 34 miles east on Highway 20, left into parking lot.
2. Scope of Work:
Time-frames, specific locations requiring service during each trip and approximate amounts for vault toilet pumping are to be determined depending on use, however the park expects the requirement to be approximately 5-6 trips during the summer / fall season, with one trip to include the SR 20 and Cascade River Road locations and the other four trips to cover just the SR 20 locations. The Environmental Learning Center (ELC) is located on Diablo Lake and will need 12,000 gallons pumped. The Ross Lake trip will be at least 2- 5,000-gallon loads, and most likely will need to be scheduled on two different days (This needs to be priced to
Attachment A Statement of Work North Cascades National Park reflect the travel time associated with traveling across Diablo Lake to get to Ross Lake) This contract will include the pumping of portable toilets that can be placed for special events, emergency needs or project work.
(Please price out separately)
2.1 Contractor Tasks:
1. The contractor will furnish all labor, equipment and materials and transportation necessary to pump sewage from vault toilets at the specified sites.
2. Coordinate schedule for all pumping evolutions with the Contracting Offices Representative (COR) or NPS point of contact provided.
3. All sewage will be disposed of at an approved waste facility. Extreme care must be taken to not pollute the river, groundwater or lakes.
4. Remove and lawfully dispose of all sewage from each septic tank (vault) as directed. Be able to provide proof of lawful disposal if required, such as delivery ticket from licensed septic waste facility.
5. While pumping visually inspect the interior of each septic tank (vault) and siphon box for damage or structural failure and report any discrepancies to COR or NPS contact.
6. During each pumping evolution keep area neat, orderly, and in a safe condition at all times. Take all precautions necessary to ensure that no solids are introduced into the septic drain fields or into the ground or water. Perform final visual inspection and cleanup prior to departing each vault area to ensure no waste material is spilled or left behind.
7. Comply with all applicable state, county and local regulations and requirements for septic pumping and Industrial Safety and Health Act and WISHA requirements for confined space entry as required.
8. Maintain records of approximate amount of waste material pumped from each location (vault) for record keeping purposes.
9. Describe any special requirements or conflicts within this SOW in their quote.
