About this file
This Statement of Work (SOW) details the Great Lakes St. Lawrence Seaway Development Corporation's (GLS) requirement for nine (9) new steel gate end castings and a set of casting patterns for the Eisenhower and Snell Locks in Massena, New York. The castings are critical components of the miter gate operating machinery, connecting the strut arm to the gate for opening and closing operations. The contractor must construct new patterns using a supplied drawing, create the castings from ASTM A27 Grade 70-36 steel, and include built-up internal bronze bushings made of Ampcotrode 150 wire-feed bronze alloy.
Key technical requirements include secondary machining to final dimensions, quality assurance documentation, and 100% Non-Destructive Examination (NDE) inspection using ASTM A609 Ultrasonic and ASTM A903 Magnetic Particle or Dye Penetrant standards. Each casting must be uniquely serial numbered and delivered to the GLS Receiving Warehouse at 251 Fregoe Road, Massena, NY by December 20, 2025. The deliverables include the casting patterns, nine gate end castings, quality assurance sheets, NDE test sheets, and stress relief documentation, all to be submitted with the shipment.

Statement of Work
Miter Gate Strut Arm Steel End Castings
1. Background Information:
The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is a wholly owned U.S.
Government corporation within the U.S. Department of Transportation which operates and maintains that portion of the St. Lawrence Seaway in US territorial waters between Lake Ontario and Montreal, Quebec. A major part of the Corporation’s mission of facilitating the safe and efficient passage of commercial vessels through the Seaway is the operation and maintenance of Eisenhower and Snell Locks which are located in Massena, New York.
2. Mission/Purpose:
GLS is seeking to procure nine (9) new steel gate end castings and a set of casting patterns. The purpose of the new castings are to support the miter gate operating machinery. The castings connect the struct arm to the miter gate in order to open and close it. Recent work on the strut arm assemblies have revealed prior repairs to the gate end casting component, and those repairs have been subsequently damaged again. The components are end-of-life and need replacement.
3. Scope The Contractor shall construct a new set of patterns from the supplied drawing and use these to create nine (9) new gate end castings out of ASTM A27 Grade 70-36 steel. A full set of casting patterns is to be included with shipment of castings as a deliverable. The castings require the creation of built-up internal bronze bushings made of Ampcotrode 150 wire-feed bronze alloy deposited by an electric arc welder (press or shrink fit bushings not permitted). The castings also require secondary machining options to final dimensions on the print. A Quality Assurance sheet shall be supplied with each piece verifying that all drawing tolerances are met. All castings shall also be 100% inspected by Non-Destructive Examination (NDE) and each casting shall be supplied with a documentation sheet showing that they conform to the standards detailed below. Each unit shall be clearly stamped or engraved with a unique serial number on the exterior.
3.1 – Materials:
a. Main Body of Casting: ASTM A27 grade 70-36 steel
b. Internal Bronze Alloy Bushings: “Ampcotrode 150” AWS A5.7-ERCuAl-A3
3.2 – Quality Assurance Sheet:
A sheet showing conformity of all overall and machined dimensions shall be included with each completed casting.
3.3 – Stress Relief Documentation Sheet:
A sheet showing furnace ramp and soak times for all castings shall be included as a deliverable.
3.4 – Non-Destructive Examination (NDE) Documentation:
A test report showing that the steel portions of all nine (9) items have been 100% inspected to both ASTM A609 Ultrasonic Examination and ASTM A903 Magnetic Particle or Dye Penetrant
Examination, and that all nine (9) items passed said standards. Visual inspection will not be permitted as a means of NDE. Offerors may propose an alternative NDE plan in accordance with applicable ASTM standards that are capable of providing 100% inspection of both surface and subsurface flaws. The proposed alternative plan shall be submitted with the bid, and shall include the methods proposed, applicable ASTM standards, and a description of how the proposed plan meets the requirements. This documentation shall be included in the
Manufacturing Plan submitted with the bid.
3.5 – Serial Numbering:
Each casting shall be clearly stamped or permanently marked with date of manufacture and a unique sequential serial number that is visible on the outside.
