About this file

This Statement of Work (SOW) details the Federal Housing Finance Agency's (FHFA) requirement for a commercially available off-the-shelf (COTS) online data solution for financial institution, international counterparty, and real estate sector data. The solution must provide web-based access and downloadable financial information covering domestic and international financial institutions, banking counterparties, and the real estate sector, including comprehensive data such as regulatory reporting information, company details, financial metrics, and historical data going back at least 10-15 years.

The contract specifies extensive requirements for the data product, including quarterly updates, timely information release, enterprise-wide access for unlimited FHFA users, IT help-desk and subject matter expert support, training materials, and compatibility with Section 508 accessibility standards. The period of performance will be one 12-month base period with four 12-month option periods beginning 30 September 2025. The data will be used by FHFA's Division of Bank Regulation to monitor financial institutions' strength, review credit risk exposures, and conduct proprietary analysis of regulated entities like Fannie Mae, Freddie Mac, and the Federal Home Loan Banks.

STATEMENT OF WORK (SOW)

FOR

Financial Institution, International Counterparty, and Real Estate Sector Data

1.0 BACKGROUND:

The Federal Housing Finance Agency (FHFA) was created by the Housing and Economic Recovery Act of 2008 (HERA) to regulate and supervise Fannie Mae, Freddie Mac, and the 11 Federal Home Loan Banks (jointly, the “regulated entities”). HERA combined three organizations, the Office of Federal Housing Enterprise Oversight, the Federal Housing Finance Board, and a group from the Department of Housing and Urban Development, which collectively had previously regulated these regulated entities. These institutions play critical roles in supporting our nation’s housing finance system. Fannie Mae and Freddie Mac guarantee mortgage-backed securities (MBS) and hold mortgages and MBS’ for investment. The Federal Home Loan Banks lend money to banks and other financial institutions using mortgages as collateral and also invest in mortgage-related assets. In 2008, FHFA placed Fannie Mae and Freddie Mac in conservatorships, where they remain.

Consistent with its responsibilities to examine and monitor the risks facing the Federal Home Loan Banks (FHLBanks), the Federal Housing Finance Agency (FHFA) uses information relating to the financial condition of financial institutions interacting with those regulated entities. FHFA requires United States and international financial institution data, and real estate data. Additional information on FHFA and its mission can be found at: http://www.fhfa.gov.

2.0 SCOPE:

FHFA requires a commercially available off-the-shelf (COTS) online (i.e. web-based) access to, and the ability to download, financial information including financial data for: domestic financial institutions, international banking counterparties data, and domestic real estate sector. FHFA also requires online access to financial news and research information for the real estate sector and international banking counterparties. The downloaded data and research must be easily obtained through an easy-to-use, online interface, which can be made available to the entirety of FHFA. In the Division of Bank Regulation (DBR), the data will be used in the review of the Federal Home Loan Banks’ (FHLBanks’) monitoring of their members’ (domestic commercial banks, savings institutions, credit unions, and insurance companies) financial strength. The data will also be used to assist in reviewing the regulated entities unsecured credit risk exposures to domestic and international banking counterparties.

3.0 OBJECTIVES:

FHFA seeks to acquire COTS financial data and other related information about institutions doing business with its regulated entities. “Institutions” include commercial banks, savings institutions, insurance companies, and credit unions, and bank holding companies. FHFA will use this information for its own supervisory and regulatory purposes and not for commercial purposes.

FHFA also seeks data and information for the real estate sector including single-family, multifamily, other commercial real estate, and real estate investment trusts.

Additionally, FHFA needs international banking firms’ data to allow FHFA/DBR to independently determine the credit ratings and other indicators of the financial strength for these counterparties.

http://www.fhfa.gov/

Currently, the FHLBanks report to the FHFA their unsecured credit exposure to their counterparties along with the credit ratings of those counterparties. At present, the FHLBanks use more than 40 foreign counterparties.

As a result, FHFA needs the ability to independently analyze the financial condition of foreign counterparties.

FHFA must be able to independently determine the credit ratings and other indicators of the financial strength of all the FHLBanks’ counterparties, whether they are based in the United States or abroad.

FHFA will use this financial institution and real estate sector data for proprietary analysis related to replication of FHLBank’s credit risk rating models, evaluating credit risk during examinations, creating the membership database, creating the unsecured credit report/database and any other ad-hoc projects that may require the use of the service.
