TASK ORDER - STATEMENT OF WORK

FOR

U.S. Consulate

Supply & Installation of Package Booster Pump Units.

Project:

Cape Town, South Africa

October 27th, 2025

U.S. Department of State - Bureau of Overseas Buildings Operations

TASK ORDER - STATEMENT OF WORK

for

1. General Summary of Services Required:

The US Consulate requests bids from vendors active in the Pump Engineering Services or Construction field with a minimum of ten (10) years of recent proven experience for the supply, installation and commissioning of two package booster pump units.

• Triplex Booster Pump Unit (Grundfos or similar) for potable water service.

• Duplex Booster Pump Unit (Grundfos or similar) for cooling tower make-up water.

Triplex Booster Pump Mode of Operation.

The Variable Speed Triplex Booster Pump System serves to transfer water from the Potable

Water Tanks to the drinking water consumption points on the facility. The currently installed unit controls three 7.5kW Grundfos CR32 multistage pumps. The pumps are multi-staged variable speed drive controlled to ensure that the requisite supply pressure and flow rate on the potable water line is maintained at 6 bar. Initially one pump will be operational and variably controlling to meet water demand. Should the demand increase to around 80% of the first pump’s flow capacity, a second pump is started to supplement the capacity of the running pump. The two pumps will then regulate to meet the demand. As demand once again decreases, one of the pumps will shut down with only one remaining operational. The pump control panel also schedules the pumps to ensure equal runtime on each of the units.

Duplex Booster Pump Mode of Operation.

The Variable Speed Duplex Booster Pump System serves to transfer water from the Raw

Water Tanks to the two Cooling Tower Sumps. The currently installed unit controls two

2.2kW Grundfos CR15-2 pumps. The pumps are multi-staged variable speed drive controlled to ensure that the requisite supply pressure and flow rate on the make-up water line is maintained at 6 bar. One pump is sufficient to meet the cooling tower make-up water demand. The pump control panel schedules the pumps to ensure equal runtime on each of the units. Should a currently running pump experience a fault, the control panel will shutdown the faulty unit and start the second pump. This pump will remain operational until the fault on the first pump is cleared.

Scope of Work

1. The contractor shall provide all tools, material and labour for performing this work in its entirety.

2. Disconnect the currently installed Potable Water Triplex Booster (3x Grundfos CR32 pumps, manifold & control unit) both mechanically and electrically and remove from the Pump Room and hand over to Consulate Maintenance Personnel.

3. Disconnect the currently installed Cooling Tower Make-Up Water Duplex Booster (2x Grundfos CR15-2 pumps, manifold & control unit) both mechanically and electrically and remove from the Pump Room and hand over to Consulate Maintenance Personnel.

4. Clean the mounting base areas where the old Booster Station and pumps were located.

5. Apply two new coats of paint to the mounting bases, matching that of surrounding mounting bases.

6. Supply and install a new Grundfos Triplex Booster or equivalent system to match the following duty: 3x VSD Controlled Pumps each having a maximum flow rate of 30m3/hr.

and a head of 50.8m. The pump curve for the CR32 is attached.

7. Supply and install a new Grundfos Duplex Booster or equivalent system to match the following duty: 2x VSD Controlled Pumps each having a maximum flow rate of 17m3/hr.

and a head of 22.0m. The pump curve for the CR15-2 is attached.

8. Piping modifications may be necessary if an alternate pump booster to that currently installed is offered.

9. Should piping modifications be required, all welding shall be carried out only by certified welders holding a valid certification.

10. All welding shall be performed using the Gas Tungsten Arc Welding (GTAW) process.

11. A copy of the welders’ certification shall be provided to the engineer on site prior to any welding being performed.

12. The contractor shall provide the engineer with a written welding procedure, complete with sketches of the weld cross-section showing root weld and number of passes; the welding machine current and shielding gas flow rate.

13. Should additional piping be required to perform the installation, the contractor shall provide the material data sheets/mill certificates to the engineer to verify compatibility with existing piping prior to proceeding with any welding.

14. A proof weld is required to verify the acceptability of welding procedure prior to proceeding with the actual welds.

15. Upon completion of all welding, the welds shall be cleaned then visually and dye penetrant checked for soundness by a Non-Destructive Testing (NDT) Technician who shall provide a written report on the acceptability or not of all welds carried out to the engineer on site.

16. All defective welds shall be reworked and retested.

17. No further assembly shall be performed until all welds have been approved as acceptable in writing by the NDT Technician.

18. Upon completion of all construction work, flush all piping with clean water prior to connecting the system mechanically to the suction and discharge lines.

19. Repaint all water piping to match the blue paint colour of existing piping.

20. All electrical work shall be performed only by qualified electrical personnel, the qualifications of which shall be furnished to the engineer.

21. Perform all standard electrical acceptance tests for the system prior to energizing the system. Carry out an insulation test on the supply cable. Verify the correct functioning of the circuit breaker and isolator. Verify the presence of three-phase voltage, frequency and phase rotation. Measure and record the bonding resistance. The electrical test results shall be recorded and be witnessed by the engineer on site.

22. Electrically connect the new booster stations to the circuit breaker in the distribution board in the Pump Room.
