STATEMENT OF OBJECTIVE

1. REQUIREMENT: The Defense Logistics Agency (DLA) Aerospace Energy Business Unit, as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and related services, requires production and delivery of Liquid Carbon Dioxide (CO2) to the Naval Air Warfare Center Weapons Division, China Lake, CA. The Contractor shall provide all production, supplies, management, tools, equipment and labor necessary for the delivery of CO2 – f.o.b. destination.
2. PRODUCT SPECIFICATIONS:
2.1. Liquid Carbon Dioxide, CO2 (NSN 6830-01-650-4710) shall meet the requirements of Grade H, IAW Compressed Gas Association (CGA), Specification CGA-G-6.2-2011. Each shipping container constitutes a lot and shall be sampled and tested prior to departing the designated trans fill. The sample shall be a representative of the liquid carbon dioxide in the shipping container. A copy of the Certificate of Analysis shall accompany each shipment.
2.1.1. One copy of the Certificate of Analysis (COA) for each sample required by the specification shall be submitted by the Contractor as an attachment to Wide Area Workflow (WAWF). In addition, the Contractor shall include a copy of COA to accompany each delivery to be provided to acceptor at delivery destination.
2.2. Unit of issue for CO2 shall be LB (pound) for all documentation.
3. INSPECTION AND QUANTITY DETERMINATION:
3.1 Inspection shall be at Origin. Quantity determination and acceptance shall be at destination.
3.2 Preferred method of quantity determination shall be by a calibrated flow meter on the delivery truck with the appropriate conversion factors. Quantity determination may be accomplished by using a calibrated weight scale. If weight scales are not available at the delivery location, and if the Contractor opts to use weighing to determine delivered quantity, they will be responsible for locating and arranging access to weight scales and for providing certified weight tickets with delivery invoices. Unit of issue for CO2 shall be LB (pound) for all documentation.
4. DELIVERY REQUIREMENTS:
4.1 Product shall be delivered to and off-loaded into Government-owned storage tanks located on a Navy base at:
Ordnance Test and Evaluation 2400 East Pilot Plant Road, Bldgs. 12154, 12138, 15954, or 12100 China Lake, California 93555

12154, 12138 and 15954 have one each ~43,000lb tank 12100 will have 2 each ~28,000lbs tanks
4.2 Delivery personnel will have to acquire a NAWS China Lake Visitor’s badge with a
“C” designation to gain access to the CO2 tanks to be filled. Acquiring the badge requires a completed visitor’s request form at least two days prior to arrival. (See attached)
4.3 Delivery hours shall be Monday through Friday from 0700-1500 local-time, (Excluding holidays).
4.4 The contractor shall deliver to destination within seven business days after notification by the government. There is a potential for two emergency deliveries per year.
Emergency deliveries shall be made within three business days after notification by the government.
4.5 All tanks are kept at a pressure of 300 psi to keep CO2 in a liquid state. Flow rates will be dependent on delivery trucks pump size. All tanks have the standard pre-valved liquid fill and vapor balance connections for bulk CO2 delivery. The liquid flow connection is valved with a 1.5” male CO2 compression fitting. It also contains a ball valve for venting the line out.

Supplier should anticipate that off-load distance from tanker to storage tank delivery point may be up to 30 feet and shall provide sufficient offloading hose length to facilitate delivery.
4.6 Contractor should anticipate that single product orders placed will typically involve delivery of product (topping off) into multiple tanks listed above.
5. HOT FILLS: Occasionally, the Contractor may be required to perform a “Hot Fill” in order to cool-down and refill any tank that has gone empty and is warm.
6. INSPECTION AND ACCEPTANCE: Inspection for quality shall be performed at origin.
Quantity determination and acceptance shall be at destination. Contractor shall obtain customer signature for delivery at each location for acceptance of quantity. A copy of the signed quantity acceptance document must be attached to the WAWF invoice submittal for payment.
7. SECURITY REQIUREMENTS: Delivery personnel shall be U.S. citizens. In addition, delivery personnel must possess a state or federally issued photo ID that displays the driver’s full name and date of birth. Deliveries to Military installations will require delivery personnel provide social security number and be subjected to background checks. Driver may also be required to provide proof of insurance and vehicle registration. Some locations will require delivery personnel be escorted while making deliveries. All delivery vehicles are subject to search by security personnel prior to accessing delivery location and while on each facility.
