1.0 - GENERAL

1.1 DESCRIPTION OF WORK

A. The work of this contract consists of stabilizing a road and riverbank at two sites along the Stehekin River at the North Cascades National Park (NOCA).

B. All work will be performed under a single firm fixed price contract.

1.2 DEFINITION OF CONTRACT LINE ITEMS

Base Item No. 1 – Purchase and transport rock to storage location.

Purchase and transport 250 tons of large rock to NPS designated storage location at the maintenance yard “fairway” in Stehekin. The 250 tons of large rocks shall comply with Federal Highway Administration (FHWA) Class 5 riprap specifications

All administrative, supervisory, bonding, insurance, travel etc. costs.

Base Item No. 2 – Transport rock to worksite and construct two new rock barbs

Transport approximately 100 cubic yards of large rock to installation sites at mile post 2.2 on Company Creek Road and Stehekin River mouth site. The Contractor will use NPS-furnished rock that is stored at the NPS maintenance fairway.

Construct two rock barbs in the channel according to specifications in Attachment A. No machinery is allowed below OHWM (Ordinary High-Water Mark).

After construction, transport remaining rock to the NPS maintenance area fairway for storage.

C. Base Item No. 3 –Harden 50 linear feet of riverbank with rock and wood.

Transport 25 cubic yards of rock and large woody debris from Company Creek gravel pit to the installation site at mile post 2.2 on Company Creek Road.

Construct 50 linear feet of hardened riverbank. Large rock is placed along riverbank, large woody debris is placed with rootwads outward facing. Tree boles are buried and anchored with rock. Details are provided in Attachment A.

After construction, transport all remaining material to the Company Creek gravel pit for storage.

Option Item A – Construct additional rock barb(s). Note that NPS may exercise Option A for one, two, or three additional rock barbs at its sole discretion.

Transport approximately 50 cubic yards of large rock to installation sites at mile post 2.2 on Company Creek Road or Stehekin River mouth site. The Contractor will use NPS-furnished rock that is stored at the NPS maintenance fairway.

Option Item C – Transport material to worksite and construct 150 linear feet of grade control.

Transport approximately 100 cubic yards of material to installation site at mile post 2.2 on Company Creek Road. The Contractor may use NPS-furnished material located at the Company Creek gravel pit.

Construct 150 linear feet of grade control structures. Each structure is essentially a trench that is 6ft wide and 3ft deep and filled mainly with large native rocks, and has sand and gravel washed in to fill voids. Details are provided in Attachment A.

After construction, transport all remaining material to the Company Creek gravel pit for storage.

1.3 LOCATION

A. The work is in Stehekin, Washington, at the north end of Lake Chelan. The site is remote, and there is no road access to Stehekin, though there are roads within Stehekin Valley.

B. The NPS will clear snow from the road to ease access to the property if necessary. However, the NPS will not be responsible for removing snow in and around where work will occur.

C. NPS-concessionaire and private lodging options may be available in Stehekin. Maps, description, accommodations, and services may be viewed at www.lodgeatstehekin.com, http://www.nps.gov/noca/planyourvisit/stehekin.htm, www.stehekinvalley.com, and www.stehekin.com.

D. Public phone service at Stehekin is limited to a single telephone requiring credit or calling card near the landing. Cellular phone service is not available.

F. Transportation is available via two passenger ferries, private boat, or barge to the marina at Stehekin. Materials may be transported to the site by barges, which do not run on a fixed schedule but can be chartered for a fee. Some tools and materials may be transported on the ferries.

1.4 SCHEDULE

A. Target on-site work dates are September 1 – October 27, 2023, to take advantage of lower river flow and lack of snow on site.

B. Period of performance: Contractor has 30 days to substantially complete the entire work after the date the contractor receives the notice to proceed from the Contracting Officer.

1.5 SPECIAL CONSTRUCTION REQUIREMENTS

A. Contractor shall at all times conduct their operations to ensure the least inconvenience to the public.

Confine storage of materials to the work limits of the project.

B. All excess materials and project debris, including all trash from any Contractor generated source, shall be completely removed from the park for reuse, recycling, or environmentally responsible disposal at a down lake site. No disposal of any items shall be allowed within the park or surrounding community. Excavated native soil and brush may be taken to the maintenance area for storage and use by the NPS. This is to be determined by the COR as soil is excavated.

C. Work Restrictions: Work may occur only between 7:00 am and 5:00 pm, Monday through Friday, except those days designated as federal holidays, unless prior permission is granted by the COR. The Contractor shall propose a schedule, which shall be discussed with the COR. The final schedule shall be approved by the COR prior to the commencement of the actual work.

D. Traffic control: Company Creek Road is the only means to access areas of Stehekin for residents, park staff and visitors. While it is expected delays will occur during work, maximum delay for traffic in any direction shall not exceed 15 minutes. Provide signage on each end of the construction site for notification. The NPS shall notify the Stehekin community of the work occurring and to expect delays.

E. Keep project area neat, orderly and in a safe condition at all times.

1.6 FIELD VERIFICATION

A. Field verify all conditions affecting the work of this contract before mobilizing. All provided measurements are estimates only.

1.7 CONSTRUCTION MATERIALS

A. The Contractor shall supply 250 tons of large rocks shall comply with Federal Highway Administration (FHWA) Class 5 riprap specifications.

B. The NPS will supply all other material. Gravel and pit-run material is in the gravel pit area located adjacent to the airstrip near the maintenance area fairway. The intent of the NPS to provide material for this particular use is to limit material brought into Stehekin to the greatest extent possible. The contractor is responsible for hauling material from the gravel pit to the work site.

1.8 WATER AND SANITARY SERVICES

A. Water is not available for Contractor’s use at the work site. NPS shall not provide any water to the contractor.

B. If the contractor plans to draw any amount of surface water (from a river, stream, spring, or lake) for any purpose then they must contact the Washington State Department of Ecology to apply for a permit and follow the limitations on draw rates. Please keep in mind that permits can take 90-120+ days to acquire. https://ecology.wa.gov/

C. If the contractor plans to use groundwater (from a well) then a permit from the Washington State Department of Ecology is required if the contractor will draw more than 5,000 gallons per day for this industrial use. https://ecology.wa.gov/

D. Public restrooms are located at the Stehekin Landing near the general store, approximately 6.5 miles and 4 miles from the Company Creek Road and Stehekin River mouth job sites, respectively.

Vault toilets are also available at Rainbow Falls, approximately 3.5 mile and 1 mile from the Company Creek Road and Stehekin River mouth job sites, respectively. Contractor may temporarily install portable toilets at location(s) approved by NPS.

1.9 ELECTRICAL POWER

A. Contractor will need to furnish their own auxiliary source of power for power tools and lights if required.

B. Auxiliary power source, such as generators, are to be run during working hours only as to disturb residences are little as possible.

2.0 PRODUCT DETAILS EQUIPMENT

A. All equipment shall be leak-free, and all servicing must occur off-site on private property or in a location approved by the COR.

B. All equipment working in or near the water must contain bio-based hydraulic fluid. Information on this material can be viewed at https://www.biopreferred.gov/BioPreferred/

C. Equipment gross weight shall not exceed Harlequin bridge weight limits and sizes. Crossing the bridge is the only way to access the worksite and maintenance area “fairway” to store rock. Refer to Attachment B for bridge details.

D. All equipment must be cleaned of weeds and seeds, see 3.2 below.

2 .2 ROCK SPECIFICATIONS

A. Purchased rock composition shall meet FHWA class 5 riprap specifications and adhere to FHWA standards in Attachment C.

B. Purchased rock may be stored in the maintenance area “fairway” located just across Harlequin Bridge. It is the contractor’s responsibility to haul rock delivered from the barge to the fairway and then to and from the job site. The COR will designate the space for the rock to be stored at this location. Attachment D shows the fairway location in relation to Harlequin Bridge. Refer to Attachment B for bridge details.

3.0 EXECUTION CONTRACTOR TASKS

A. Attachment A: Maps, Photos, and Technical Drawings, includes details of how to construct rock barbs and grade control.

B. Prior to beginning work, coordinate work schedule with the Contracting Officers Representative (COR) and no physical work shall commence at the site until a notice to proceed is issued by the Contracting Officer.

C. Contractor shall give a minimum 7-day notice to the COR prior to mobilization.

3.2 AVOIDANCE OF NOXIOUS WEEDS

A. To prevent the introduction of the seeds from noxious weeds into Stehekin valley or onto NPS land, the Contractor shall wash all mechanized equipment thoroughly, top to bottom, before transport via barge. This includes the removal of all soil, seeds, vegetative matter or other debris that could contain or hold seeds or plant material. Diffuse or Spotted Knapweed, Rush Skeleton weed, and Japanese Knotweed are the primary noxious weeds of concern.

B. The Contractor shall employ whatever cleaning methods are necessary to ensure compliance with the terms of this provision and shall notify the NPS prior to moving each piece of mechanized equipment into Stehekin valley. Cleaning of equipment shall not occur on NPS land.

Notification will include identifying the location of the equipment's most recent operation.

C. The NPS will inspect each piece of equipment prior to its being placed into service. If a piece of equipment fails the inspection, the Contractor will be responsible to perform whatever methods are necessary to pass upon re-inspection and will bear all costs.

D. The Contractor shall certify in writing, compliance with the terms of this clause prior to placement on a barge for arrival in Stehekin valley. For the purposes of this provision, https://www.biopreferred.gov/BioPreferred/

"equipment" means all ground-based contract machinery, including pickup trucks, cars, or other vehicles used to transport personnel.

4.0 ACCIDENT PREVENTION

A. Accident Prevention Plan (APP): Prior to beginning work contractor shall submit for approval a site-specific APP. The Contracting Officer will review the proposed program for compliance with OSHA and project requirements. If the program requires any revisions or corrections, the Contractor shall resubmit the program within 10 days. The Contracting Officer will not issue the Notice to Proceed until the APP is approved. The plan shall include:

B. Name of responsible supervisor to carry out the program.

C. Weekly and monthly safety meetings.

D. First aid procedures.

E. Description of each phase of the work, the hazards associated with each major phase, and the methods proposed to ensure property protection and safety of the public, National Park Service personnel, and Contractor's employees.

F. Training, both initial and continuing.

G. Planning for possible emergency situations, such as earthquakes, floods, windstorms, fires, cave ins, slides, explosions, and power outages. Such planning shall take into consideration the nature of construction, site conditions, and degree of exposure of persons and property.

H. Waste control and potential hazardous materials precautions.

I. Personal protective equipment.

J. Hauling routes – coordinate with Contracting Officer.

K. Ensure first aid is available and training adequate for the number of employees and the type of construction at the site.

L. Report all accidents to the COR immediately. A reportable accident is defined as death, occupational disease, traumatic injury to an employee or the public, property damage in excess of $100, and fires.

M. Form DI-134 must be completed and submitted to the COR within three days of an accident.

Forms are available from the COR.

N. Provide personal protective equipment that meets the requirements of OSHA, NIOSH and MSHA, Material Safety Data information where applicable, as well as ANSI.

O. Inspect personal protective equipment daily and maintain in a serviceable condition. Clean, sanitize, and repair, as appropriate, personal items before issuing them to another individual.

Inspect and maintain other protective equipment and devices before use and on a periodic basis to ensure safe operation.

P. Provide all necessary traffic barriers, traffic control signs, markers, and flaggers when required during operations. Traffic control for occupied work areas shall be in accordance with National Standards contained in the Manual of Uniform Traffic Control Devices (MUTCD).

Q. Post specific reporting instructions for contacting Emergency Response Personnel in Stehekin in conspicuous locations at the work site.

R. Identify materials considered to be “Hazardous Materials” by industry standards and provide protection and security for identified materials throughout contract period. Hazardous materials spills shall be reported immediately and clean up shall be the sole responsibility of contractor.

S. As a minimum, conduct weekly 15 minute "toolbox" safety meetings. These meetings shall be conducted by a foreman and attended by all personnel at the worksite. Conduct monthly safety meetings for all levels of supervision. Notify the COR so that they may attend. These meetings shall be used to review the effectiveness of the Contractor's safety effort, to resolve current health and safety problems, to provide a forum for planning safe work activities, and for updating the accident prevention program. The COR will enter the results of the meetings into their daily log.

T. The work site is designated as a hard hat area by the Contracting Officer. The hard hat area shall be posted by the Contractor in a manner satisfactory to the COR. It is the Contractor's responsibility to require all those working on or visiting the site to wear hard hats and other necessary protective equipment at all times. As a minimum, provide six hard hats for use by visitors. Change liners before reissuing hats.

4.1 SPILL PREVENTION

A. Spill Prevention/Response Plan (SPP): Prior to beginning work contractor shall submit for approval a site-specific Spill Prevention and Response Plan. The COR will review the proposed program for compliance with OSHA and project requirements. If the program requires any revisions or corrections, the Contractor shall resubmit the plan within 10 days. The Contracting Officer will not issue the Notice to Proceed until the SPP is approved.

4.2 SITE RESTORATION

A. Fill materials, if needed, shall be native soils, stone, gravel or sand, free of debris, frozen materials, roots and other organic matter.

B. Fill material shall be approved by COR prior to use.

C. NPS may authorize use of fill material from within NPS boundaries, depending on the amount required. Contractor will be responsible for hauling such material to the job site. Material shall be approved by COR prior to use.

D. Ensure all areas to be backfilled are free of standing water, frost, frozen material and debris.

E. Grade backfilled areas to blend with original contours.

F. Remove any brush or woody debris not used in the project. May be stored at the maintenance area for NPS use depending on the composition. This will be determined by the COR.

3.0 EXECUTION
3.1 CONTRACTOR TASKS

4.2 SITE RESTORATION
A. Fill materials, if needed, shall be native soils, stone, gravel or sand, free of debris, frozen materials, roots and other organic matter.
