1.0 BACKGROUND:
The Bureau of Reclama�on is a water management agency overseeing 600 dams in 17 western states. Renowned for construc�ng dams, power plants, and canals, notable projects include Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River, and Folsom Dam on the American River. Reclama�on is the largest wholesaler of water in the United States and the second-largest producer of hydroelectric power in the western U.S., organized into five regions, including the Upper Colorado Basin.
2.0 INTRODUCTION:
The Upper Colorado Basin (UCB) Region is seeking to purchase a programmable logic controller, associated modules, and so�ware for the inclusion into the CRSP SCADA sandbox. The specifica�on and system design are based on Rockwell Automa�on’s 1756 ControlLogix pla�orm. The equipment provided shall be the latest newly manufactured, pre-installed with the latest stable firmware version. EQUAL products that meet or exceed the specified product’s technical specifica�ons and the requirements listed with in this specifica�on will be considered.
3.0 REQUIREMENTS:
3.1 Environmental Durability
• In accordance with IEC 61131-2 standards for programmable controllers.
• Operating Temperature: 0°C to 60°C (32°F to 140°F)
• Storage Temperature: -40°C to 85°C (-40°C to 185°F)
• Humidity: 5-95% non-condensing
• Ingress Protection: IP20
• Shock and Vibration: Modules shall be compliant with IEC 60068.
3.2 Performance Specifica�ons
• Cycle Time and Determinism: Shall support a scan cycle time of 10ms or better.
• Real-Time Diagnostics: shall provide real-time diagnostics for monitoring network health, I/O performance, and identifying fault conditions at the module level.
• Timestamping: resolution of 1ms
• Data Retention: Event logs shall provide export or transfer to external logging systems for a minimum 30-day retention.

3.3 Time Synchroniza�on
• Supported Protocols: Shall support Precision Time Protocol (PTP) (IEEE 1588) and
Network Time Protocol (NTP) for time synchronization.
• Precision: Must be +/- 1ms precision for time-stamping capabilities across modules.
3.4 Protocol Support
• EtherNet/IP: Shall support EtherNet/IP in accordance with IEC 61158 for industrial communication networks.
• DNP3 (serial and ethernet): Support DNP3 protocol natively or via a compatible communication module.
3.5 Modular Design
• Chassis Capacity: Standard 7-slot chassis to allow modular expandability and accommodate additional modules as needed.
• Hot Swappable: Hot swappable I/O modules.
• Backplane shall provide at a minimum of 2Mbps inter-module communication data transfer rate.
• Removable terminal blocks shall be provided to allow for a flexible interconnection between plant wiring and I/O modules. Terminal blocks shall be provided with screw-clamp connections.
3.6 Cybersecurity
• Access Control: shall provide integrated role-based access control (RBAC) to restrict access by user roles and permissions.
• Encryption Standards: Built-in AES-256 encryption for EtherNet/IP communication to secure data in transit.
• Patch Management: Shall support secure firmware patching via Rockwell’s
ControlFLASH or equivalent.
• Logging and Audit: shall support detailed logging and audit trails for user actions, configuration changes, and access attempts.
3.7 Support and Warranty
• Warrant Period: minimum 3-year warranty on all modules and components, covering parts and labor.
• Firmware and Software updates: Manufacturer shall provide regular firmware and software updates, and security patches for all modules.

3.8 Addi�onal Considera�ons
• Documentation: Each component shall include full technical documentation, including wiring diagrams, installation guides, and operating manuals.
• Compliance: UL and CE certifications shall be provided.
• Industrial Certification: Components shall meet IEC 61131-2 for programmable controllers in industrial applications.
• Vendor shall provide assurance of spare parts availability for a minimum of 10 years.
4.0 PRODUCTS:
All components, including the controller, power supply, communica�on modules, I/O modules, and so�ware shall be manufactured by the same vendor and be part of the same pla�orm family. This ensures interoperability, reduces maintenance complexity, and supports seamless integra�on. The ProSo� DNP3 Master/Slave Network Interface Module is the only permissible excep�on, or equivalent DNP3 communica�ons module.
Ensure full compa�bility and uniform func�onality across all modules and accessories. Each component shall be na�vely compa�ble and fully supported within the ControlLogix environment, elimina�ng the need for third-party adapta�ons or compa�bility workarounds.
The following products are specified as the basis for design and performance standards.
Equivalent products shall meet or exceed the specified product’s technical specifica�ons and the listed requirements below each.
