At each location, the vendor will install one (1) bank of 48 volt communications batteries, including installation of batteries and racks. The batteries shall be flooded-cell lead-acid calcium batteries for Telecommunications application.
At each location:
1. The vendor shall deliver, install, and test one 48 VDC nominal (24 cells) of lead-acid flooded cell battery per these specifications. This shall include a two-tier battery rack.
2. The vendor shall assemble and install the new battery bank. This shall include installing the two-tier rack, all inter-cell jumpers, safety covers and spill containment.
3. The vendor shall remove and recycle the existing battery bank, except where noted.
B. Battery Requirements
1. The vendor shall deliver and install batteries of the lead-acid stationary flooded cell type with lead-calcium alloy plates designed for stationary Telecommunications application at each of the three locations. Batteries for utility switchgear or UPS/Data Center applications shall not be acceptable. Batteries with plates hardened with substances other than calcium, such as antimony or selenium, shall not be acceptable. A Valve- Regulated Lead-Acid or sealed cell "maintenance-free" type battery design shall not be acceptable.
2. The batteries intended and suitable for this application shall be able to withstand:
a. Large numbers of short duration discharge cycles
b. Occasional long, deep, discharge cycles.
3. The battery banks shall meet the following minimum requirements:
• Island Lake: One (1) bank of 48V, 1220 Ampere-Hour (Ah) capacity
• Lands End: One (1) bank of 48V, 780 Ampere-Hour (Ah) capacity
• Lower Molina: One (1) bank of 48V, 780 Ampere-Hour (Ah) capacity
For the purposes of these Specifications, the Ampere-Hour capacity of a battery shall be the constant current discharge rate for 8 Hours from a fully charged condition to a cell voltage of
1.75 volts.
a. The bank of batteries shall be rated for a nominal 48 volts DC. The battery bank shall have 24 cells with a nominal float voltage of 2.25 volts per cell; and a float voltage range of at least 2.20 to 2.25 volts per cell.
b. Each battery will be designed for constant voltage charging in “float” service, with a warranted float service life of at least 20 years
c. Cells shall have lead-calcium alloy type plates
d. Electrolyte in each cell shall have a nominal specific gravity of 1.215 at 77 deg F.
e. Batteries with two cells per jar are preferable, more than two cells per jar may be negotiated in case of space limitations.
f. Cells/jars shall be made of transparent polycarbonate, or approved equal. Styrene or SAN will not be acceptable.
g. Cell/jar covers shall be of a flame retardant design, constructed of flame retardant materials, and be provided with flame arresters with dust caps provided for all cell vents.
h. Cells shall be designed for convenient:
(1) Inspection of fluid level,
(2) Adding water,
(3) Checking specific gravity, and
(4) Removal and replacement of individual jars without disassembling the rack or line-up of adjacent jars.
i. The batteries shall be furnished with the following standard accessories:
(1) Lead Plated copper inter-cell connectors.
(2) Lead plated copper terminal plates.
(3) All connecting plate hardware (bolts, etc.) shall be stainless steel.
(4) Cell number decal set.
(5) Appropriate amount of battery No-ox grease for all connections.
(6) Clear flame-retardant battery post/intercell/bus-bar connector safety covers.
C. Rack Requirements
1. The vendor shall furnish and install a 2-tier type rack which meets the following requirements at each of the three sites:
a. Suitable and rated for installation in a Seismic Zone 2.
b. Suitable for anchor bolting to a concrete floor.
c. A two-tier design that will allow observation of the bottom of each cell, whether on the top or the bottom. Two-step type racks shall not be acceptable.
d. Designed and built to allow convenient removal and replacement of any individual jar without major disassembly of the rack.
e. Designed and fabricated specifically to hold the cells provided by the vendor.
2. Installed racks including batteries, shall not exceed the following maximum dimensions at the three (3) sites:
• Island Lake: Two racks of 46”L x 29”W x 72”H
• Lands End: One rack of 64”L x 32”W x 72”H
• Lower Molina: One rack of 64”L x 32”W x 72”H
D. Spill Containment Barrier (Dam) and Absorbent Mats
1. A liquid-tight spill containment barrier (dam) shall be provided for each rack assembly at each of the three sites. The barrier shall be four inches high and extend at least one inch beyond the rack (using rack outside dimensions) in all directions. The barrier and all hardware shall be covered with a protective coating to resist battery acid. The vendor will provide additional adhesive/sealant to seal around the base of the rack frames to prevent migration of electrolyte under the frame/barrier.
2. The vendor shall provide adequate amounts of absorbent mats (a.k.a. pillows or pads) for the interior of the spill containment area, plus 10 percent spares.
E. Installation
At each location:
1. The batteries and racks shall be delivered to the site, assembled, mounted, and installed at the facility by the vendor.
2. The vendor shall assemble and install the new battery plant. This shall include installing all intercell jumpers. An appropriate amount of battery No-ox grease shall be applied for all electrical connections.
3. Clear flame-retardant battery safety covers shall be installed.
4. Grounding hardware and connectors shall be included to provide appropriate grounding/bonding of the assembled battery rack components.
5. Battery Racks shall be provided with acid resistant paint.
F. Ancillary Hardware and Tools Requirements
At each location:
1. The vendor shall provide any and all ancillary hardware and special tools required for a full and complete installation, including mounting of the batteries and racks assembly.
This shall include all brackets, braces, supports, nuts, bolts, etc, for assembling and placing the battery racks in place; cell lifting strap and spreader and positioning the batteries on the racks; Adhesives, epoxies, silicone sealants, paint, coatings, brackets, braces, nuts, bolts, washers, etc.
