About this file
This is a Specifications and Equipment Schedule document for a federal construction project at Northport VA Medical Center to replace five campus fire hydrants (Numbers 11, 22, 27, 36, and 42) under Project #632-26-109, with a solicitation deadline of May 28, 2026.
The project requires replacement of dry-barrel Muller Super Centurion fire hydrants, Kennedy Valve 2945A 36-3/4 inch indicator post valves, 10-amp tamper switches, and associated piping and equipment. Work must comply with applicable standards including NFPA 24 and 25, VA Fire Protection Design Manual, and ANSI/AWWA standards for fire hydrants and valves. The contractor must develop a fully resource-loaded Network Analysis System schedule with activities broken into no more than 20 workdays each, submit initial schedules within seven days of Notice to Proceed, and maintain monthly updates. Work is phased into two stages: Phase I covers fire hydrant replacement, and Phase II addresses valve and post-indicator valve replacement. The contractor must coordinate all utility interruptions with the Contracting Officer's Representative, provide two weeks' advance notice before starting work in specific areas, and maintain uninterrupted fire protection and utility services throughout construction. Additional requirements include as-built drawings, warranty management plans with 4-month and 9-month inspections, photographic documentation with digital indexing, construction security procedures, and compliance with VA Medical Center operational protocols for a facility operating 24 hours daily, 7 days weekly.
