About this file
This Special Provisions document outlines maintenance highway construction specifications issued by the Oregon Department of Transportation (ODOT) for a 2-inch grind and inlay pavement repair project on US 30 in Northeast Portland, Multnomah County. The project scope requires the contractor to furnish, place, and compact 2 inches of Level 3 dense asphalt concrete pavement mixture, cold plane existing pavement at 2 inches, provide and apply tack coat, install temporary pavement markings, and furnish permanent striping and traffic control across specified segments of the eastbound and westbound lanes with a total width of 13 feet. Work encompasses three defined segments: eastbound at milepost 14.135-14.265, westbound at milepost 14.28-14.14, and westbound at milepost 14.11. The contract requires substantial completion of the top lift asphalt pavement and temporary markings by September 30, 2022, with final completion by October 15, 2022. Work may begin upon notice to proceed. A pre-construction meeting must be scheduled seven calendar days prior to the proposed construction start date, and the contractor must submit a traffic control plan and asphalt mix design seven days before the meeting. The project is classified as a State Project.
The specifications are governed by the 2021 Oregon Standard Specifications for Construction, with modifications detailed throughout the document addressing work zone traffic control, temporary pavement markings, erosion and sediment control, and pavement requirements. Notable provisions include single lane closure restrictions limited to nightly hours between 9:00 p.m. and 5:00 a.m., Monday through Friday, with no work allowed during the World Athletics Championships (July 13-25, 2022). The contractor is responsible for delivering all grinding materials to the Rocky Butte stockpile area along I-205 southbound. The contractor must maintain pavement surfaces free of dirt, mud, and gravel and maintain minimum compaction of 91 percent of MAMD for asphalt concrete placement. Traffic signal modifications will be coordinated through Portland Bureau of Transportation with a minimum five working days advance notice. The contractor must provide weekly erosion and sediment control inspections, maintain a 12-foot straightedge tolerance of ±1/8 inch, perform all sand sealing of transverse joint edges, and comply with all applicable OSHA safety regulations, MUTCD standards, and Oregon safety codes. No separate payment will be made for traffic control, erosion and sediment control, environmental protection, or tack coat application; these costs are incidental to the bid items. Defective pavement will be repaired at no additional cost per Region 1 Maintenance Guidelines for Pavement Restoration.

Updated 11/9/2020
Region 1 Maintenance Guidelines for Pavement Restoration or Defective Work
This guideline applies anytime the asphalt saw cut does not fall at a lane line, striping is removed and not replaced in the same location or when defective paving has to be replaced.
Base Objective: Motorist cannot feel the repaired pavement. Prolong the working life of the asphalt pavement and reduce future maintenance costs.
Repair Guidelines:
1. Pavement condition new or like new (1‐3 years old): Complete a 2” grind and inlay with the same Level of ACP required in the contract (Level 3 minimum) for an area that covers the entire lane width of every lane affected by 100 foot long. The length to be centered on the defective/saw cut area if the defective area is small. If the area is larger than 100 feet then complete a 2” grind and inlay with the same Level of ACP required in the contract for an area that covers the entire lane width of every lane affected by the entire length of the defective/saw cut area.
2. Pavement condition anything less than new (3 years or older): Complete a 2” grind and inlay with the same Level of ACP required in the contract (Level 3 minimum) for an area that covers the entire lane width of every lane affected by 50 foot long. The length to be centered on the defective/saw cut area if the defective area is small. If the area is larger than 50 feet then complete a 2” grind and inlay with the same Level of ACP required in the contract for an area that covers the entire lane width of every lane affected by the entire length of the defective area.
3. When there are several smaller areas that are within a short distance of each other complete one continuous repair.
4. The District Manager or their designated representative will determine the limits of the repair based on these guidelines.
