Bureau of Alcohol, Tobacco, Firearms and Explosives

Functional and Technical Support for ATF’s Bureau Owned Vehicles

1.0 Background

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is a principal law enforcement agency within the United States Department of Justice dedicated to preventing terrorism, reducing violent crime, and protecting our Nation. The men and women of ATF perform the dual responsibilities of enforcing Federal criminal laws and regulating the firearms and explosives industries. We are committed to working directly, and through partnerships, to investigate and reduce crime involving firearms and explosives, acts of arson, and illegal trafficking of alcohol and tobacco products. The ATF Headquarters is located at 99 New York Ave, NE Washington, DC 20226.

ATF currently owns a fleet of motor vehicles. This vehicle pool includes passenger sedans, Sport Utility Vehicles (SUVs), vans, pickup trucks, and motorcycles.

ATF-owned vehicles are purchased through GSA’s Automotive Commodity Center. The vehicles are equipped with heavy-duty chassis, batteries, suspension, brakes, tires, special gauges, and other accessories. Because these vehicles can be generally recognized as police cars, even when unmarked, ATF purchases other vehicle models that blend in with the general vehicle population. All government-owned non-special purpose vehicles, regardless of manufacturer configuration, are fitted, by ATF upon delivery, with sirens, lights, and communications equipment. ATF policy also dictates the use of double trunk locking mechanisms to protect law enforcement sensitive items that may be stored in GOVs.

ATF is a federal law enforcement agency consisting of a Headquarters component, 25 field divisions, a National Academy and numerous field locations. All these entities are staffed with personnel who supervise, conduct, participate in, and train new agents or assist in the conduct of criminal investigations or industry inspections. They also respond to and coordinate law enforcement operations that involve a high degree of risk, extreme sensitivity, or other unusual significance. Personnel in these functions must routinely travel at all hours directly from their homes to crime scenes, arrest and search scenes, undercover off-sites, surveillance activities, and other related activities.

2.0 Objectives

To provide installation and equipment support to ATF owned vehicles.

3.0 Tasks

3.1 Be responsible for accepting delivery of a minimum of 50 but no more than 600 vehicles per year, installing vehicle packages, and disposing of the equipment, and delivery of a completed vehicle package to a designated location. The contractor shall properly dispose of replaced equipment in accordance with local, state and federal EPA regulations

a) Vehicle Package 1 for Passenger-All Sedans installation will consist of a Mobile Radio Kit, A Siren System, Visor Light (2), Rear deck lights (2), Wig Wags (2), a secure Full Trunk Vault (1) Trunk Locks, Trunk Access Block, and a Universal Trunk Tray.

b) Vehicle Package 2 for Compact Sport Utility Vehicles installation will consist of installing a Mobile Radio Kit, A Siren System, Visor Light (2), Rear deck lights (2), Grille Lights (2), Full Vault (1) 1 Drawer, and Trunk Locks, Trunk Access Block, and a Universal Trunk Tray.

c) Vehicle Package 3 for Mid-size SUV or Full-size Pickup Trucks will consist of installing a Mobile Radio Kit, A Siren System, Visor Light (2), Rear deck lights (2), Grille Lights (2), a secure Full Vault (1) 2 Drawer, head cap and Trunk Locks, Trunk Access Block, and a Universal Trunk Tray.

d) Vehicle Package 4 for Full-size SUV or Full-size Pickup Trucks SRT Operator Emergency Equipment.

e) Vehicle Package 5 for Mid-Size SUV or Full-size Pickup Trucks SRT K9 Handler Emergency Equipment.

f) Vehicle Package 6 for Full-size Pickup Trucks ATF Bomb Technician Truck Requirements (EEB/CES/NCETR).

g) Vehicle Package 7 for Mid-Size SUV or Full-size Pickup Trucks SACH K-9.

h) Vehicle Package 8 for Full-size Pickup Trucks ATF CFI Responder.

i) Vehicle Package 9 for Mid-Size SUV or Full-size Pickup Trucks CFI.

j) Vehicle Package 10/ Compact-size or Full Size 4 x 2 Cargo Van (SRT Jump-Out Van).

k) Vehicle Package 11/ Compact-size or Full-size 4 x 2 or 4 x 4, Any Seating Passenger Van.

l) Vehicle Package 12/Alternate Full-Size Pickup - Emergency Equipment with Cap (6 ft. 9-inch cargo bed)

m) Vehicle Package 13/Full-size Pickup 4 Door with 6-foot bed (FCSB - Radio Communications Vehicle)

n) Vehicle Package 14/ Full-Size Pickup Trucks ATF SACH Responder

o) Vehicle Package 15/Full Size 4 x 2 Cargo Van (SRT Jump-Out Van). GVWR 8000. (w/Custom Buildout of Jump Out Seating).

p) Vehicle Package 16/Full Size 4 x 2 Cargo Van (SRT Jump-Out Van). GVWR 9201. (w/Custom Buildout of Jump Out Seating; extended height and length option – approximately 170”)

3.2 Specification Requirements. The contractor shall provide ATF with the equipment below IAW the specifications provided below. Each respondent’s proposal must contain technical data, pricing for the base and four (4) one year option period. Respondents will be evaluated on the retrofitting equipment and services outlined in their proposal. Each proposal shall meet a minimum of the following specifications.

a) Vehicle Package 1/Sedan Emergency Equipment. Universal for all major U.S. Motor Vehicle Companies:

1) Remote Microphone-Controlled Siren/Amplifier/Light Function Assembly

ENGINE AND ELECTRICAL

EMERGENCY VEHICLE ELECTRICAL SYSTEM: Leave the factory alternator(s) in place to retain the full factory warranty.

UNDER HOOD WIRING: On the firewall towards the passenger side shall be a fabricated aluminum mounting plate containing a 150-amp master circuit breaker with manual disconnect, a 300-amp solenoid operating when a National Luna Intelligent Solenoid is activated and a 40-amp constant power circuit breaker. The aluminum electrical panel shall be mounted in an area not to interfere with any engine operation, fluid checks, factory equipment or service. Each component shall include an engraved panel indicating the function and rating of each component. All vendor supplied aftermarket wiring shell be enclosed in high temperature black split loom with a permanent red stripe to differentiate the aftermarket wiring from the factory wiring. A detailed wiring diagram shall be included with each conversion and a sample must be included with the bid.

120 VOLT AC POWER

INVERTER AND WIRING: One 1200-watt pure sine wave inverter shall be mounted in the passenger compartment behind the rear seat and properly vented against overheating. The inverter shall be wired to the battery system with the appropriate size cable and include a fuse that is easily accessible. Included shall be a remote on-off switch installed in a location to be determined at the pre-construction conference. All interior outlets shall include a metal weatherproof box with screw in connectors and screw in covers for any non-used ports. The outlet must be a high quality 20-amp duplex outlet with a stainless-steel cover. Wiring must be stranded 12/3 boat cable to withstand the rigors of vehicle installed systems. The use of solid wire such as Romex shall be unacceptable and reason for rejection. All wiring shall be routed to be protected against chafing, all metal holes shall include a snap ring grommet and all wiring shall be covered in split loom. Outlets shall be in the cab in the rear passenger area and at the rear hatch.

EXTERIOR

REAR BED ENCLOSURE: ARE “Toolmaster CX -Series” with side storage compartments and rear solid panel lift up hatch. The cap shall be and painted to match the body in base coat/clear coat paint. The paint quality shall be equal to or better than the OEM finish of the pickup. The hatches shall include a power door lock and be integrated into the factory system, alarm and remotes. A 12V power outlet, with multiple outlets and outlet covers, shall be in the side storage compartments (location TBD).

INTERIOR LIGHTING: Four high power round LED lights with a chrome bezel and a dome lens. Two mounted on the ceiling of the cap and two on the rear hatch to illuminate the pull out when stored or deployed, these lights shall not interfere with taller items that could be stored on the slide out. A momentary cancel switch shall be recess mounted at the curb side rear opening. This switch shall cancel the lights then shall automatically reset and reactivate when the doors or hatch are closed and reopened. In addition, if the cancel switch is pushed a second time the lights will cancel or reset without closing and opening the rear hatch. The side tool compartments shall all contain LED lighting.

REAR BED STORAGE UNIT: This system shall be an aluminum made telescoping or slide out system with no less than 1,000-lb and no more than a 1,200-lb capacity rating when extended with no downward flex or sagging. The footprint of this system must be maximized depending on depth and width of the truck bed. Special consideration must be taken into account for headspace and cap side compartments. The day box included in this system shall be a dual compartment, made of aluminum, dual lid design authorized by ATF variance 10-00078. This unit shall be connected to the main floor structure to support the weight when fully extended.

This system shall accommodate a Decked Company drawer system SKU# DN3, Decked Company drawer system locks, and Decked Company Cargoglide-Drawer System Compatible SKU# CG1000-6348. This deck system being made of composite materials is lighter weight as required for the vehicle suspension and resistant to humidity, chemicals, and other contaminates as well as easily decontaminated.

CAB INTERIOR

12-VOLT ELECTRICAL: There is to be located in the cab a National Luna Dual Battery Controller (location TBD). The Dual Battery Controller shall control the Intelligent Solenoid located under the hood. There shall be an eight-position fused distribution panel with a ground distribution block located in the cab (location TBD), the distribution panel shall feed from the 300-amp relay under the hood. All electrical components shall feed from this distribution panel.

IGNITION OVERRIDE: Install an ignition override in the vehicle which will allow the vehicle to be started manually with the ignition key, and with activation of the override, remove the key and lock the vehicle while it remains running.

AUXILLARY POWER POINT: An Able model ABL-14.0553 triple 12V power outlet shall be located in the cab (location TBD). There should also be one 120V power outlet in the cab.

WIRING: Included with this conversion is a harness system throughout the vehicle including OEM factory style plugs and connectors. All wiring shall be GXL wire function coded every 4" and the harness system utilizing a minimum of 10 different colors and shall be protected with high temperature convoluted loom. There are no splices or connectors within any harness and anywhere it passes through a wall a snap ring grommet is included. OEM factory style plug in connectors is used where possible eliminating unnecessary cutting and splicing into factory wiring.

WEAPONS SECURITY: Supply and install vault that can accommodate a SafeBOX (a pistol size firearm lock box) and a long rifle. This vault must fit and run the entire width of the fold-down rear seat. Additionally, this vault shall be equipped with a locking clamp to serve as a tertiary locking system for the rifle.

EMERGENCY WARNING LIGHTING AND EQUIPMENT – All lighting shall be mounted in a covert fashion.

BEHIND WINDSHIELD LIGHTING: Two Whelen SFIONJ dual LED lights behind the windshield above the rear-view mirror on a vehicle specific, custom aluminum bracket finished in black powder coat finish. The bracket mounts into OEM mounting points and shall not interfere with the fabric of the headliner and be very solid.

GRILL LIGHTS: Two Whelen IONJ LED flashers with black flanges mounted behind the grille and wired to the console. Lighting must be mounted in a covert fashion and include clear lenses; colors shall be red and blue.

HEADLIGHT INSERTS: Two VTX609 C LED inserts, one mounted into each head light housing and sealed so no moisture can enter the head light assemblies. LED lights shall be wired to the control system in the front console. LED color shall be white.

TAIL LIGHT INSERTS: Four Whelen Vertex LED inserts, two mounted in each tail light housing, red in the tail light and white in the reverse light and sealed so no moisture can enter the head light assemblies. LED lights shall be wired to the control system in the front console. LED color shall be white and red.

REAR LIGHTING: Two Whelen IONJ dual LED lights wired to the siren and light controller. LED color shall be Blue and Red and mounted in a concealed location.

BEHIND REAR HATCH LIGHTING: Two dual white/red LED flood lights mounted behind the rear hatch shall operate when the rear hatch is opened. There shall be a momentary rocker switch mounted on the right-side trim wired to a cancel circuit and shall cancel these lights when depressed and shall automatically reset and reactivate when the doors or hatch are closed and reopened.

SIREN: Whelen HHS-2200 hand held siren and light controller installed by the center of the dash accessible by the driver only when needed.

SIREN SPEAKERS: One Whelen SA315P 100-watt speaker mounted in the front of the vehicle with vehicle specific bracket as not to interfere with engine or cooling components and project sound forward without obstruction.

ACCESSORIES

SECURITY SYSTEM: One security system including two remote control units wired to power door locks, compartment doors, light flasher, glass breakage sensor, starter interrupt and have a status indicator light on the dashboard. The remote control shall also activate a remote start circuit to start the vehicle while still locked with the alarm active. There shall be a means of disabling the ability to unlock the rear storage compartment of the vehicle, i.e. by means of a hidden switch, removing a fuse, etc. in order to prevent unauthorized access to that part of the vehicle by service personnel.

COMMUNICATION EQUIPMENT

All radio installations shall be completed by professional installers. All equipment shall be tested at the time of receipt and installed in a professional manor as per the manufacturer’s instructions. Each radio shall be tuned and programmed and fully functional at the time of delivery. The vendor shall be responsible to coordinate the equipment and installation to ensure a quality installation.

Outlets shall be located in the front passenger, side storage compartment and at the rear hatch near tailgate.

EXTERIOR

REAR BED ENCLOSURE: ARE “Toolmaster CX -Series” (or equivalent) with side storage compartments and rear solid panel lift up hatch and front solid panel. The cap shall be painted to match the body in base coat/clear coat paint. The paint quality shall be equal to or better than the OEM finish of the pickup, (Tuxedo Black). The hatches shall include a power door lock and be integrated into the factory system, alarm and remotes. A 12V power outlet shall be located in the side storage compartments (location TBD).

REAR BED STORAGE UNIT: This system shall be a “Truck Vault-Magnum 2-Drawer” (or equivalent) style, with cipher locks and a slide out tray mounted, that is designed to fit between the side compartments, to the top of the “truck vault” capable of supporting 2,000 lbs. at 100% extension installed in the rear and connected to the main floor structure to support the weight when fully extended. The slide unit shall latch in the stored, halfway and fully extended positions. Mounted to the slide system shall be side walls formed .125” aluminum tray with fully welded corners 6” tall on the sides so equipment cannot jam against side compartments and a 16” back so equipment cannot fall off the back of the tray when extended.

INTERIOR LIGHTING: Four high power round white/red LED flood lights with a chrome bezel and a dome lens. Two mounted on the ceiling of the cap and two on the rear hatch to illuminate the pull out when stored or deployed. The lights will have the capability of red and white colors and be operated both from the Whelen HHS-2200 (or equivalent) handheld siren and light controller and switches located in the rear compartment. The side tool compartments shall contain LED lighting.

CAB INTERIOR

12VOLT ELECTRICAL: There is to be located in the cab a Havis Charge Guard (CG-X) (location TBD) the charge guard shall control the 300amp relay located under the hood. There shall be an eight-position fused distribution panel with a ground distribution block located in the cab (location TBD), the distribution panel shall feed from the 300-amp relay under the hood. All electrical components shall feed from this distribution panel.

AUXILLARY POWER POINT: An Able model ABL-14.0553 (or equivalent) triple 12V power outlet shall be located in the side compartments.

WIRING: Included with this conversion is a harness system throughout the vehicle including OEM factory style plugs and connectors. All wiring shall be GXL wire function coded every 4”, and the harness system utilizing a minimum of 10 different colors and shall be protected with high temperature convoluted loom. There are no splices or connectors within any harness and anywhere it passes through a wall a snap ring grommet is included. OEM factory style plug in connectors is used where possible eliminating unnecessary cutting and splicing into factory wiring.

WEAPON’S SECURITY: Supply and install a SafeBOX (or equivalent) portable safe with a permanently mounted steel under a seat in a location to be determined. The SafeBOX shall slide into the sleeve and lock in place.

TINT: Front driver and passenger windows to be tinted to 20%. Rear driver’s side and passenger side windows to be tinted to 5%.

EMERGENCY WARNING LIGHTING AND EQUIPMENT

BEHIND WINDSHIELD LIGHTING: Two Whelen SFIONJ (or equivalent) dual LED lights (colors shall be red and blue) behind the windshield above the rear-view mirror on a vehicle specific, custom aluminum bracket finished in black powder coat finish. The bracket mounts into OEM mounting points and shall not interfere with the fabric of the headliner and be very solid.

GRILL LIGHTS: Two Whelen IONJ (or equivalent) LED flashers with black flanges mounted behind the grille and wired to the console. Lighting must be mounted in a covert fashion and include clear lenses; colors shall be red and blue.

HEADLIGHT INSERTS: Two VTX609 C LED (or equivalent) inserts, one mounted into each head light housing and sealed so no moisture can enter the head light assemblies. LED lights shall be wired to the control system in the front console. LED color shall be white.

TAIL LIGHT INSERTS: Four Whelen Vertex (or equivalent) LED inserts, two mounted in each tail light housing, red in the tail light and blue in the reverse light and sealed so no moisture can enter the head light assemblies. LED lights shall be wired to the control system in the front console. LED color shall be white and red.

REAR LIGHTING: Two Whelen IONJ (or equivalent) dual LED lights wired to the siren and light controller. LED color shall be Blue and Red and mounted in a concealed location.

SIDE (CURB) LIGHTING: Two each side of vehicle one Whelen IONJ dual LED lights wired to the siren and light controller. LED color shall be Blue and Red and mounted in a concealed location.

SIREN: Whelen HHS-2200 (or equivalent) hand held siren and light controller installed by the center of the dash accessible by the driver only when needed.

BEHIND REAR HATCH LIGHTING: Two dual white/red LED flood lights mounted behind the rear hatch shall operate when the rear hatch is opened. There shall be a momentary rocker switch mounted on the right side trim wired to a cancel circuit and shall cancel these lights when depressed and shall automatically reset and reactivate when the doors or hatch are closed and reopened.
