1. Are there any substitutes for items as long as they meet the minimum requirements?

Response: Yes if within scope of the SOW.

1. In the event of price increases from my vendors, can we make any adjustments to the yearly extensions?

Response: Proposal shall reflect escalation to cover increase pricing throughout the period of performance of this contract and for current part substitutions of existing vehicles.

1. Who is responsible for coordinating the actual transport of the vehicles, contractor, or ATF?

The contractor is responsible for shipping, coordinating, and providing notification of vehicle deliveries.

1. In the statement of work section 3.2 paragraph f) Vehicle Package 6/Full Size Pickup Trucks ATF Bomb Technician Truck (EEB/CES/NCETR) we need some clarification as to what needs to be provided.

Response: Copied from pages 16-21 of the SOW:

f) Vehicle Package 6/Full Size Pickup Trucks ATF Bomb Technician Truck (EEB/CES/NCETR).

The outfitting of the below equipment will bring the vehicles in-line for bomb technician operations to include transporting and securing the required response equipment, towing robot and cargo trailers, and accessing remote locations on a regular basis during deployments.

CHASSIS AND BASE VEHICLE:

ENGINE AND ELECTRICAL

EMERGENCY VEHICLE ELECTRICAL SYSTEM: Leave the factory alternator(s) in place to retain the full factory warranty.

UNDER HOOD WIRING: On the firewall towards the passenger side shall be a fabricated aluminum mounting plate containing a 150-amp master circuit breaker with manual disconnect, a 300-amp solenoid operating when a National Luna Intelligent Solenoid is activated and a 40-amp constant power circuit breaker. The aluminum electrical panel shall be mounted in an area not to interfere with any engine operation, fluid checks, factory equipment or service. Each component shall include an engraved panel indicating the function and rating of each component. All vendor supplied aftermarket wiring shell be enclosed in high temperature black split loom with a permanent red stripe to differentiate the aftermarket wiring from the factory wiring. A detailed wiring diagram shall be included with each conversion and a sample must be included with the bid.

120 VOLT AC POWER

INVERTER AND WIRING: One 1200-watt pure sine wave inverter shall be mounted in the passenger compartment behind the rear seat and properly vented against overheating. The inverter shall be wired to the battery system with the appropriate size cable and include a fuse that is easily accessible. Included shall be a remote on-off switch installed in a location to be determined at the pre-construction conference. All interior outlets shall include a metal weatherproof box with screw in connectors and screw in covers for any non-used ports. The outlet must be a high quality 20-amp duplex outlet with a stainless-steel cover. Wiring must be stranded 12/3 boat cable to withstand the rigors of vehicle installed systems. The use of solid wire such as Romex shall be unacceptable and reason for rejection. All wiring shall be routed to be protected against chafing, all metal holes shall include a snap ring grommet and all wiring shall be covered in split loom. Outlets shall be in the cab in the rear passenger area and at the rear hatch.

EXTERIOR

REAR BED ENCLOSURE: ARE “Toolmaster CX -Series” with side storage compartments and rear solid panel lift up hatch. The cap shall be and painted to match the body in base coat/clear coat paint. The paint quality shall be equal to or better than the OEM finish of the pickup. The hatches shall include a power door lock and be integrated into the factory system, alarm and remotes. A 12V power outlet, with multiple outlets and outlet covers, shall be in the side storage compartments (location TBD).

INTERIOR LIGHTING: Four high power round LED lights with a chrome bezel and a dome lens. Two mounted on the ceiling of the cap and two on the rear hatch to illuminate the pull out when stored or deployed, these lights shall not interfere with taller items that could be stored on the slide out. A momentary cancel switch shall be recess mounted at the curb side rear opening. This switch shall cancel the lights then shall automatically reset and reactivate when the doors or hatch are closed and reopened. In addition, if the cancel switch is pushed a second time the lights will cancel or reset without closing and opening the rear hatch. The side tool compartments shall all contain LED lighting.

REAR BED STORAGE UNIT: This system shall be an aluminum made telescoping or slide out system with no less than 1,000-lb and no more than a 1,200-lb capacity rating when extended with no downward flex or sagging. The footprint of this system must be maximized depending on depth and width of the truck bed. Special consideration must be taken into account for headspace and cap side compartments. The day box included in this system shall be a dual compartment, made of aluminum, dual lid design authorized by ATF variance 10-00078. This unit shall be connected to the main floor structure to support the weight when fully extended.

This system shall accommodate a Decked Company drawer system SKU# DN3, Decked Company drawer system locks, and Decked Company Cargoglide-Drawer System Compatible SKU# CG1000-6348. This deck system being made of composite materials is lighter weight as required for the vehicle suspension and resistant to humidity, chemicals, and other contaminates as well as easily decontaminated.

CAB INTERIOR

12-VOLT ELECTRICAL: There is to be located in the cab a National Luna Dual Battery Controller (location TBD). The Dual Battery Controller shall control the Intelligent Solenoid located under the hood. There shall be an eight-position fused distribution panel with a ground distribution block located in the cab (location TBD), the distribution panel shall feed from the 300-amp relay under the hood. All electrical components shall feed from this distribution panel.

IGNITION OVERRIDE: Install an ignition override in the vehicle which will allow the vehicle to be started manually with the ignition key, and with activation of the override, remove the key and lock the vehicle while it remains running.

AUXILLARY POWER POINT: An Able model ABL-14.0553 triple 12V power outlet shall be located in the cab (location TBD). There should also be one 120V power outlet in the cab.

WIRING: Included with this conversion is a harness system throughout the vehicle including OEM factory style plugs and connectors. All wiring shall be GXL wire function coded every 4" and the harness system utilizing a minimum of 10 different colors and shall be protected with high temperature convoluted loom. There are no splices or connectors within any harness and anywhere it passes through a wall a snap ring grommet is included. OEM factory style plug in connectors is used where possible eliminating unnecessary cutting and splicing into factory wiring.

WEAPONS SECURITY: Supply and install vault that can accommodate a SafeBOX (a pistol size firearm lock box) and a long rifle. This vault must fit and run the entire width of the fold-down rear seat. Additionally, this vault shall be equipped with a locking clamp to serve as a tertiary locking system for the rifle.

EMERGENCY WARNING LIGHTING AND EQUIPMENT – All lighting shall be mounted in a covert fashion.

BEHIND WINDSHIELD LIGHTING: Two Whelen SFIONJ dual LED lights behind the windshield above the rear-view mirror on a vehicle specific, custom aluminum bracket finished in black powder coat finish. The bracket mounts into OEM mounting points and shall not interfere with the fabric of the headliner and be very solid.

GRILL LIGHTS: Two Whelen IONJ LED flashers with black flanges mounted behind the grille and wired to the console. Lighting must be mounted in a covert fashion and include clear lenses; colors shall be red and blue.

HEADLIGHT INSERTS: Two VTX609 C LED inserts, one mounted into each head light housing and sealed so no moisture can enter the head light assemblies. LED lights shall be wired to the control system in the front console. LED color shall be white.

TAIL LIGHT INSERTS: Four Whelen Vertex LED inserts, two mounted in each tail light housing, red in the tail light and white in the reverse light and sealed so no moisture can enter the head light assemblies. LED lights shall be wired to the control system in the front console. LED color shall be white and red.

REAR LIGHTING: Two Whelen IONJ dual LED lights wired to the siren and light controller. LED color shall be Blue and Red and mounted in a concealed location.

BEHIND REAR HATCH LIGHTING: Two dual white/red LED flood lights mounted behind the rear hatch shall operate when the rear hatch is opened. There shall be a momentary rocker switch mounted on the right-side trim wired to a cancel circuit and shall cancel these lights when depressed and shall automatically reset and reactivate when the doors or hatch are closed and reopened.

SIREN: Whelen HHS-2200 hand held siren and light controller installed by the center of the dash accessible by the driver only when needed.

SIREN SPEAKERS: One Whelen SA315P 100-watt speaker mounted in the front of the vehicle with vehicle specific bracket as not to interfere with engine or cooling components and project sound forward without obstruction.

ACCESSORIES

SECURITY SYSTEM: One security system including two remote control units wired to power door locks, compartment doors, light flasher, glass breakage sensor, starter interrupt and have a status indicator light on the dashboard. The remote control shall also activate a remote start circuit to start the vehicle while still locked with the alarm active. There shall be a means of disabling the ability to unlock the rear storage compartment of the vehicle, i.e. by means of a hidden switch, removing a fuse, etc. in order to prevent unauthorized access to that part of the vehicle by service personnel.

COMMUNICATION EQUIPMENT

All radio installations shall be completed by professional installers. All equipment shall be tested at the time of receipt and installed in a professional manor as per the manufacturer’s instructions. Each radio shall be tuned and programmed and fully functional at the time of delivery. The vendor shall be responsible to coordinate the equipment and installation to ensure a quality installation.

RADIOS: One department supplied Motorola radio installed in the console and wired to a department supplied Stico vehicle specific tri band antenna on a front fender.

1. Vehicle Package 6/Full Size Pickup Trucks ATF Bomb Technician Truck (EEB/CES/NCETR): The description sounds like the vendor must also provide the vehicle in addition to the equipment and installation. Is this the case?

Response: No. the vendor shall offer only equipment and installation.

1. Previously, it was indicated the Sources Sought Notice was intended for market research purposes. I’m hoping to try and find out if there are ongoing plans to release a competitive Solicitation in the coming weeks. If so, is there an approximate time frame to watch SAM.gov, a GSA Schedule, or GWAC Vehicle for information? If a Solicitation has been released, is it possible to learn the ID number and expected Proposal due date?

Response: This requirement is currently posted under solicitation number 15A00025R00000005

1. Can you please advise which format you would like to see our pricing per the options below:

A) As have been requested and approved by the ATF for the current contract. All of which meet or exceed the RFP SOW given their current acceptance by the ATF. If yes, we will include a revised vehicle package scope exhibit per RFP Section L – Proposal Instructions - subsection 3.2.2 - where we will detail each and all vehicle package parts and spec’s with a narrative descriptive and information as requested.

B) Be priced per the explicit SOW as noted in Attachment A with no specification changes, or substitutions related to current contract performance.

Response: ATF is requesting to follow option A as a meet or exceed proposal package per RFP Section L.
