Liquid Nitrogen Delivery and Storage
United States Department of Agriculture (USDA)
Horticultural Research Laboratory
1.0 Introduction
1.1 The Agricultural Research Service (ARS) is the U.S. Department of Agriculture's chief scientific in-house research agency with the mission to deliver scientific solutions to national and global agricultural challenges. 1.2 The USDA, ARS Horticultural Research Laboratory, located in Ft. Pierce, FL, has a requirement for
Liquid Nitrogen Delivery and Storage.
2.0 Objectives
2.1 The purpose of this requirement is to provide liquid nitrogen delivery and the rental of one (1) 500-gallon liquid N2 storage tank.
3.0 Storage Tank Rental
3.1 One (1) 500-gallon liquid N2 Storage Tank
3.2 Storage tank must include switchable heat exchangers (vaporizers) to convert the liquid N2 to gaseous N2.
3.3 Vendor must provide all required piping, gauges, regulators, and valves.
3.4 Vendor must provide a filling station for a portable liquid N2 “Dewar” tank.
3.5 Vendor must provide remote monitoring equipment.
3.6 Vendor must provide an output header for connection to the building piping.
3.7 N2 gas must be contained in electro-polished 316L stainless steel piping.
3.8 Rental must include all required maintenance of the N2 system.
3.9 Storage tank must meet the requirements of the latest edition of the ASME Section VIII Division I.
3.10 The ASME label must be affixed to the storage tank and be visible for inspection.
3.11 The storage tank and attachments must be engineered to meet Florida storm occurrence requirements and certified by a State of Florida Licensed Professional Engineer to comply with Florida
Building Code requirements.
3.12 All hazardous material labeling and emergency response labeling must be provided.
4.0 Liquid Nitrogen Delivery
4.1 Vendor will be required to deliver approximately 45,000 Standard Cubic Feet (SCF) of liquid nitrogen per month.
4.2 The liquid N2 must meet or exceed SEMI C59-1104, Specifications and Guidelines for N2 Grade 4.8
(nominally 99.998% pure).
4.3 The N2 gas produced shall meet or exceed SEMI C59-1104 Grade 4.8 (nominally 99.998% pure) at a regulated pressure of 105 psi delivered at the header.
4.4 The vendor must provide the USSA with a quality compliance certification for each load of liquid
N2 delivered.
4.5 The vendor must perform an annual delivered gas quality analysis (at the output of the system N2 gas header) and provide the analysis report to the USDA showing that the gas meets the SEMI standard.
4.6 The vendor must deliver bulk liquid N2 to 2001 S. Rock Road, Fort Pierce, FL 34945 based on tank remote leveling sensors or, in rare cases, within 4 hours of an urgent request from the USDA.
4.7 The vendor will be responsible for all scheduling, delivery, filling, monitoring, and quality assurance.
5.0 Emergency Response
5.1 The vendor must provide 24 hour/7 day per week emergency response on issues regarding the installed N2 equipment as well as N2 inventory. In emergency situations, the vendor must have trained personnel on site within 2 hours of notification.
6.0 Decommissioning
6.1 The vendor must remove their equipment within 60 days upon written notice from the USDA
Contracting Officer.
7.0 Period of Performance/Schedule
7.1 The period of performance will be 12 months.
7.2 Delivery must take place during the hours of 7:30 am, through 4:00 pm local time excluding Federal holidays.
