STATEMENT OF WORK (SOW)

No FEAR Act Training

1.0 BACKGROUND:

The Federal Housing Finance Agency (FHFA) was created by the Housing and Economic Recovery Act of 2008 (HERA) to regulate and supervise Fannie Mae, Freddie Mac, and the 11 Federal Home Loan Banks (jointly, the “regulated entities”). HERA combined three organizations, the Office of Federal Housing Enterprise Oversight, the Federal Housing Finance Board, and a group from the Department of Housing and Urban Development, which collectively had previously regulated these regulated entities. These institutions play critical roles in supporting our nation’s housing finance system. Fannie Mae and Freddie Mac guarantee mortgage-backed securities (MBS) and hold mortgages and MBS for investment.

The Federal Home Loan Banks lend money to banks and other financial institutions using mortgages as collateral and invest in mortgage-related assets. In 2008, FHFA placed Fannie Mae and Freddie Mac in conservatorships, where they remain.

2.0 SCOPE:

The Federal Housing Finance Agency (FHFA) Office of Equal Opportunity and Fairness (OEOF) has a requirement to purchase a training module that will provide Notification and Federal Employee Antidiscrimination Act of 2002 (No FEAR Act)/ Elijah Cummings Federal Employee Anti-Discrimination Act of 2020 training to staff. The training must be in an interactive, movie-based, virtual training in an environment that requires the learner’s periodic participation for completion to ensure continued learner engagement throughout the training.

Learner-content interaction was found to be the strongest predictor of learning engagement.

Learning engagement is recognized as a critical indicator in the evaluation of online courses as it is related to the quality of online education and students’ performance (sciencedirect.com). As such, OEOF has determined that a movie-based training with “choose your own adventure” functionality will most effectively engage learners and improve retention of the training content.

The period of performance is for a four-year period which includes customization and 750 licenses to be used FY 2025 and FY 2027. No Fear Act Training is held every two years for all employees.

The choose your own adventure aspect of the training should be a genuine choose your own adventure model with multiple diverging paths that the learner can take with the training depending on the decisions the learner makes. Each potential path must be fully developed to demonstrate the requirements the training.

The Contractor shall conduct research to include literature review, focus group, and interviews with Subject Matter Experts, OEOF stakeholders, and others. The Contractor must be able write and deliver for OEOF editing and approval of Program Content Recommendations (PCR) report https://www.sciencedirect.com/science/article/pii/S1041608022000152 that specifies the learning objectives (WHAT needs to be taught) required to be met in order to create an immersive learner-content interaction module that will help instill No FEAR and Elijah Cummings Act principles and guidelines into FHFA employees. The Contractor should be able to write and deliver for OEOF editing and approval a Character and Plot Summaries (CPS) report along with the PCR report that describes the interactive movie characters and storylines that are required to satisfy the learning objectives set out by Management Directive 715 and Management Directive 110 (HOW the WHAT will be taught). The Contractor should be able to write and deliver for OEOF editing and approval the choose your own adventure movie scripts for FHFA that incorporate all OEOF additions, deletions, and corrections to the PCR report and CPS report. The scripts shall be of a quality that is consistent with current FHFA Trainings and shall use the same process that has been shown in independent evaluations to not only increase individual's knowledge, but to also positively influence their real-life attitudes and performance.

Using the OEOF approved choose your own adventure movie scripts, the Contractor then shall develop and deliver for OEOF, review and acceptance of the final No FEAR Act training. This service requires that the Contractor complete all necessary pre-production, production and post production steps required for the successful development and delivery of a highly engaging interactive movie based virtual experience simulation
