NASA Airborne Science Program Gulfstream V (GV)

Statement of Work (SOW)

I. Purpose

The Government requires a Gulfstream V (GV) aircraft to execute missions for the National Aeronautics and Space Administration (NASA) Science Mission Directorate (SMD).

II. Delivery

The contractor shall deliver the GV together with the required documentation described in this SOW to Ellington Field (KEFD) within 30 calendar days after contract award.

III. Proposal Requirements

1. The Offeror shall include a completed Form 1 with each submitted proposal. Please note that the Offeror shall complete a separate Form 1 for each individual aircraft proposed.

2. The Offeror can submit, above and beyond SOW requirements, additional GSE or spare components as part of the proposal but shall list such entities as a separate, itemized cost list.

a. NASA shall retain the right to purchase any and/or none of the hardware on the itemized list.

3. The Offeror shall price the aircraft and GSE in the “as-is” condition.

IV. Technical Requirements

Minimum Requirements:

1. The aircraft shall be capable of being certificated by the Federal Aviation Administration (FAA) as a fully operational and airworthy aircraft.

2. The aircraft shall comply with all mandatory airframe, engine, and accessory service bulletins.

3. The aircraft shall not have been involved in any incident or accident in which the aircraft sustained substantial damage. Substantial damage is defined as damage or failure, which adversely affects the structural strength, performance, or flight characteristics of the aircraft, and would normally require a major repair or replacement of the affected component(s).

4. The aircraft shall not have any corrosion in excess of what is allowed per the approved structural repair manual at the time of delivery.

5. The aircraft shall not have any overdue Airworthiness Directives (ADs) or mandatory manufacturer’s service bulletins at the time of delivery.

6. The aircraft shall have a current Reduced Vertical Separation Minima (RVSM) certification.

V. Engine/APU Requirements

Minimum Requirements:

1. The engine/APU shall not have overdue ADs or mandatory manufacturer’s service bulletins, at the time of delivery.

2. The engines shall be capable of being enrolled in the Rolls-Royce Engine Corporate Care (RRCC) package when operated by NASA, either via transfer of a current RRCC plan from the existing owner or through a purchased enrollment of the engines into the RRCC program.

VI. Documentation

1. Minimum Requirements - Logs and records

a. The Offeror shall provide the complete records to substantiate aircraft history. Such records shall include pertinent maintenance and modification documentation related to the airframe, engine, and other accessories or appliances since the date the aircraft was put into service.

The maintenance history shall include overhaul records and appropriate data cards for all accessories.

2. A complete set of current manuals may include, but is not limited to the following:

a. Weight and balance to include the date of the last aircraft weigh

b. Minimum equipment list (MEL)

c. Aircraft Flight Manual (AFM)

d. Aircraft Service Changes (ASC)

e. Any accessory AFM supplements or guides

f. Baseline aircraft wiring diagrams

g. Drawings, wiring diagrams, schematics or other documentation associated with any modification

h. Form 337s

i. Supplemental Type Certificate (STC) documentation

j. List of completed service bulletins and Airworthiness Directives (ADs)

VII. Pre-Buy Inspection and Flight Test

1. NASA shall not be required to complete a prebuy inspection and/or flight test for any proposed aircraft, however NASA retains the sole right to determine the necessity of these activities to adequately evaluate aircraft.

2. NASA shall be allowed to complete a pre-buy inspection of the aircraft and its maintenance records to verify that the aircraft equipment, condition, and maintenance records comply with the requirements in the preceding sections.

a. The pre-buy inspection will follow standard industry practices and will be conducted by a team from NASA.

b. All maintenance records shall be made available during the pre-buy inspection.

c. The site and time shall be agreed upon by the Offeror and the Government. All travel expenses for the Offeror and the Government shall be at each parties’ expense.

3. NASA shall be allowed to complete an evaluation flight of the aircraft.

a. The evaluation flight shall follow typical maintenance check flight standards and will be funded by NASA.

i. NASA and the Offeror, in conjunction with the aircraft owner, will negotiate/determine who shall provide qualified aircrew for the evaluation flight.

b. NASA representatives shall be permitted on board during the evaluation flight.

c. As required by the Statement of Work/Specification, the aircraft shall be fully operational and airworthy, and certificated for operations within the evaluation flight airspace.

4. NASA may negotiate any costs associated with repairing discrepancies discovered either during the pre-buy or evaluation flight that do not affect the airworthiness of the aircraft.
