About this file

This is a Questions and Answers document for a NASA competitive solicitation for aircraft services. The document addresses six industry questions regarding submission requirements and technical specifications for the procurement.

Key submission details include that all proposals must be submitted electronically per section E.6 Addendum To 52.212-1, with no hard copies accepted. Offerors may submit multiple aircraft proposals via separate emails within the bid deadline. The government anticipates making an award in October/November 2025, subject to funding availability and evaluation completion. The procurement has no specific budget disclosure to maintain fair competition, with offerors encouraged to propose fair and reasonable pricing. Technical requirements are flexible, with no specified aircraft year of manufacture, passenger configuration, or seating requirements - offerors should propose aircraft that best meet the Statement of Work requirements in Attachment A.
