2. Contract Title. Specialty Bed/Mattress Rental

3. Background.

VA Greater Los Angeles Healthcare System has a need of specialty bed and mattress rental services with 24x7 support in assuring medical equipment is ready for patient use. VA GLA has a need and support for the following services:

▪ Specialty Bed/Mattresses

▪ Delivery Services

▪ Reporting/Analytics

▪ Inventory Monitor Usage

4. Scope.

The vendor shall provide a Specialty Bed/Mattress Rental program that should have the capability of monitoring the supply of specialty bed/mattress. This service will reduce rental spending through improved utilization of hospital inventory and assets. The vendor will manually track beds that patients are utilizing in their rooms by overseeing location. The vendor company vehicles for equipment delivery and dedicated staff members on-site 24/7 to support VA needs.

5. SPECIFIC TASKS/DELIVERABLES

5.1 Equipment Management Requirements

5.1.1 Specialty beds and mattress shall be provided by vendor in less than 2 hours during service hours and less than 4 hours during after-hours.

5.1.2 Vendor shall present manual tracking documentation to COR on 30th of each month for previous month of Beds/Mattresses rented that will support billing accommodations.

5.1.3 In emergency situations the vendor shall assist in facilitating management of backup beds at the facility.

5.1.4 Vendor shall of monitoring the deliveries and shipment of inventory.

5.1.5 Vendor shall submit summary on recall supplies provided to FDA during auditing phase.

5.1.6 Vendor shall provide documentation on obtaining specialty bed supplies and equipment, if the vendor purchases used supplies or equipment. They must:

5.1.6.1 Clarify site of specialty bed and mattresses.

5.1.6.2 Provide manual history data for all used bed supporting documentation of rights and previous history data for all used beds rented.

5.1.6.3 Explain their authentication of validating result and confirming beds and mattresses are suitable for service.

6. Documentation and Reporting

6.1 Vendor shall provide on-site assistance during regulatory inspections of VA Greater Los

Angeles Healthcare System by any surveyors as it relates to bed rentals.

6.2 Vendor shall provide documentation to COR monthly of beds and mattress rentals activity report by category and patient location by on-site team.

6.3 Vendor shall be available for assisting VA Greater Los Angeles Healthcare System with decisive equipment arrangement.

7. Place of Performance

VA Greater Los Angeles Healthcare System (VAGLAHS) 11301 Wilshire Blvd.

8. Period of Performance:

October 1, 2024 to September 30, 2025.

9. Hours of Operation

• The Department is open 24/7, which the vendor may be contacted anytime.

• In accordance with 5 U.S.C 6103, Executive Order 11582, and Public Law 94-97 the following national holidays are observed and for the purpose of this contract are defined as “Legal Federal Official Holidays”.

10. DELIVERABLES

Accurate data of rented equipment will be provided to the COR and Chief of Critical Care the end of every month.

11. Representative

Vendor Representative: The vendor shall appoint a representative responsible for managing the daily operation of duties as required within this statement of work, which includes managing the customer relationship and supervising employees. The Representative is also responsible for managing and maximizing Bed rental operation, inventory, and supplies.

12. Permits and Responsibilities

• The contractor shall obtain and maintain all necessary permits, licenses, and appointments required for executing work under this contract, at no additional cost to the Government.

• The contractor is responsible for the performance and conduct of its employees.

Personnel employed by the contractor for this SOW or any representative entering the VA premises shall be subject to inspections by the Government as necessary. The contractor shall not employ and person whose employment would result in a conflict of interest with the Government’s standards of conduct.

• Travel shall be responsibility of the vendor.
