STATEMENT OF WORK

The Contractor shall provide delivery of HD-5 Liquid Propane (LP) to NASA's bulk propane storage tanks (3) located near the N-159 hangar on Wallops Flight Facility's Main Base campus. The Contractor will fill tanks as required to meet Wallops Flight Facility’s varying demand due to weather conditions and other factors; estimates of use throughout the year are shown in Attachment C.
The Contractor shall provide delivery of HD-5 liquid propane to each of the (14) smaller propane tank systems located on the Wallops Island Campus (see chart below). The Contractor should plan to visit and fill the smaller propane tanks on a biweekly basis or when necessary to meet operational needs.
The only tanks NASA owns are the (3) 60,000-gallon propane tanks; all other tanks outlined below will need to be provided for this service.
The Contractor shall inspect and maintain all tanks and associated equipment they provide. The Contractor shall be required to fill tanks on a regularly scheduled basis (see chart below) and on an “as required" schedule in the event of an extended electrical power outage or natural disaster.
In the event that any tank runs out of LP gas, the Contractor shall be required to fill the subjet tank within four (4) hours of notification by the Technical Representative and/or Designated Contracting Officer Representative. During natural disasters and regional emergencies, the Contractor shall provide LP gas as a top priority to NASA. Please note it is incumbent on the contractor to ensure tanks maintain a level of propane that allows for the normal function of typical supplied equipment. Based on historic data, the highest frequency to expect deliveries during high demand is at minimum every two weeks to maintain an adequate level of propane.
The Contractor shall confirm the quality of the propane meets ASTM specification D1835: .
Contractor shall provide documentation proving the fuel meets the requirement on a quarterly basis.
All deliveries of the product/services under the agreements must be accompanied by a delivery ticket of sales slip and/or invoice to document the delivery. The document be submitted in accordance with GSFC 52.232-95. The document(s) must also contain the following information at a minimum:

*Please note that, for the 2,000-gallon tank at V-055,two 1 KGAL tanks are an acceptable alternative. However, the current pedestal will not be able to accommodate two 1 KGAL tanks and a new pedestal will need to be provided by the Contractor. The cost of the additional pedestal can be included in the installation costs provided in Exhibit 1.
