Defense Logistics Agency Energy
About this file
This is a Statement of Objectives (SOO) document outlining multiple delivery requirements for cryogenic aerospace energy products to various military installations and contractor facilities across California. The Defense Logistics Agency Energy (DLA Energy) serves as the Department of Defense Integrated Materiel Manager for these products and requires contractors to deliver Aviator's Breathing Oxygen (ABO), Liquid Nitrogen (LN2/LN9), and Liquid Oxygen (LOX/LOB) to 18 separate locations including Fresno Air National Guard, NAS North Island San Diego, Naval Air Facility El Centro, Naval Air Weapons Station China Lake, Moffett Federal Airfield, NAS Lemoore, MCAS Miramar, Beale AFB, Edwards AFB, March ARB, Travis AFB, Channel Islands ANG, Aerojet Rocketdyne Chatsworth, NAVSUP FLC Vandenberg, and Naval Base Point Mugu.
The SOO specifies detailed requirements for each location including product delivery windows (typically 7 calendar days for routine orders, 3 days for emergency), delivery hour restrictions that vary by site (generally 0600-1530 hours, Monday-Friday excluding federal holidays), quality inspections performed at origin with quantity acceptance at destination, and specific tank specifications with Maximum Allowable Working Pressure (MAWP) ratings. Contractors must provide Certificates of Analysis for each delivery, obtain customer signatures for acceptance, submit signed acceptance documents with WAWF invoices for payment, and comply with site-specific security requirements including background checks, valid driver's licenses with proper identification, and potential escort requirements. Additional requirements include detention fees for delays beyond free time, potential hot fill operations for warm empty tanks, evaluation of tanks for CGA P-59 overpressure protection compliance within 30 days of contract award, and in two locations (China Lake and Edwards AFB AFRL), installation and maintenance of automatic telemetry systems or operation of cryogenic conversion facilities with specified monitoring and maintenance obligations.

Authorized credentials are required to be presented to the ECP sentries when entering the installation and/or designated restricted areas.
Specific access or departure criteria to restricted areas or the installation may vary based on various security/safety situations and the directed Force Protection Condition (FPCON).
3. Responsibilities. The NAWSCL ICO has the overall responsibility for security aboard the installation.
The NAWSCL Security Officer (ISO), will implement policies, procedures and processes that facilitate an effective personnel identification control system.

CHAPTER2: ACCESSCONTROLPROCEDURES
1. General. Individuals 16 years of age and older requesting access to NAWSCL must possess government issued credentials and identification that confirm the identity of the credential holder and verify an authorized purpose to access the installation. Access to NAWSCL may be revoked and/or suspended at the discretion of the ICO. Additionally, an escalation in the FPCON, an emergency situation, non-compliance by requester and/or sponsor, initiation of Random Anti-Terrorism Measures (RAM), or other situations may result in the temporary suspension and/or limited access to the installation.
2. Process. NAWSCL Pass & ID office will process and issue a DBIDS credential, NAWSCL Employee Area Access Badge or Official Visitor Badge only. All other authorized credentials listed in Chapter 1 (CAC, Military Dependent ID, etc.) will be issued by different offices. The process for requesting and receiving a DBIDS, NAWSCL Employee Area Access Badge or Official Visitor Badge are as follows:
a. Individual requesting access will complete and submit SECNAV 5512/1 and NAWSCL 5530/1 to the NAWSCL Pass & ID office. A fillable PDF SECNAV 5512/1 and NAWSCL 5530/1 can be obtained from the NAWSCL Pass & ID office. DBIDS Online Portal is an authorized method for background check verification and meets DoN requirements for access requests. NAWS China Lake is not using this method until earthquake reconstruction is complete and access request volume has stabilized to pre-recovery levels.
b. NAWSCL Pass & ID office will use the completed SECNAV 5512/1 to complete the vetting process described below. The NAWSCL 5530/1 will be used to confirm sponsorship and verify an authorized purpose exists for accessing various restricted and non-restricted areas on the installation.
c. If vetting process confirms favorable information, NAWSCL Pass & ID will issue the applicable credential to the requesting individual.
d. After hours non-restricted access: If non-restricted area access is requested after the NAWSCL Pass & ID office has closed for the day, the sentry at the ECP wiH confirm that the reason for access is valid and vet the person through the Regional Dispatch Center (RDC). If favorable results are received from the RDC, a temporary paper pass will be issued by the NAWSCL Security Force sentry that expires the next business day. Access approval for additional time will need to be completed at the VCC during normal business hours.
e. After hours restricted access: The requesting tenant command will designate a single point of contact (POC) with 'V' access to the required restricted area to serve as both the sponsor and escort. That POC/command escort with access to the desired restricted area will be required for all movement into and out of restricted areas. The sponsor/escort is required to remain with their charge at all times on government property. After hours restricted area access without use of 'V' escort procedures must be coordinated through the China Lake Security Force Watch Commander at (760) 382-9047.
3. Vetting. Identity proofing and vetting are two tools used to detennine an individual's fitness and suitability for installation access. The NAWSCL Pass & ID office is responsible for performing the identity proofing and vetting and will do so by running inquiries in the National Crime Information Center (NCIC), National Sex Offender Public Website (NSOPW) and the Consolidated Law Enforcement Operations Center (CLEOC) or successor system databases. For questions regarding eligibility, contact the Force Protection Department at (760) 939-2709.
a. Information obtained in the criminal history checks is privileged and protected by the Privacy Act of 1974. By completing, signing and submitting the SECNAV 5512/1, the individual requesting a credential is authorizing the installation to conduct a criminal history check. The specific results of the criminal history are considered Personally Identifiable Information (PII) and will be controlled appropriately. Disqualifying criteria (see below) will be objectively applied to the results of the criminal history to make a final determination.
b. Disqualifying Information. The ICO may disqualify any non-Active Duty person on a case-by-case basis if vetting indicates that the individual potentially poses an identifiable threat to order, discipline, health or safety of the people or material on the installation. Additionally, derogatory or negative information discovered during criminal checks may preclude the applicant from being granted access to NAWSCL. Persons who are disqualified on the basis of a negative criminal history check may submit a waiver to the NAWSCL ICO for review along with an explanation and details of any extenuating circumstances.

The ICO has the authority to waive this requirement. Felony convictions greater than 10 years old, except for the disqualifiers listed above, do not require a waiver.
d. More than two misdemeanor convictions within the past three years are disqualifying.
e. Sex Offenders. To the maximum extent permitted by law, sex offenders are to be identified and prohibited from accessing Navy installations and from occupying Navy owned or leased military housing or Public-Private Venture (PPV) housing. This policy applies to all Navy military (active, retired and reserve), DoD civilian employees (active and retired), contractors, dependents and visitors requesting access to Navy installations and facilities.
(1) Registered Sex Offenders will be denied access to all Navy installations and facilities per ref (b). Sex offender status will be reported through the chain of command to the Installation Staff Judge Advocate.
4. Access. Individuals will be granted either "Escorted" or "Unescorted" access. The type of access will be clearly marked on the access credential.
a. Escorted Access to Unrestricted Areas. Personnel who require access without determination of fitness and identity proofing must be accompanied and escorted at all times by a designated sponsor. A sponsor must possess an authorized unescorted access credential such as a CAC, Military Dependent ID or NAWSCL Employee Area Access Badge. The sponsor accepts full responsibility for the fitness and conduct of the escorted individual and escort is mandated for the duration of the individual's visit.
