About this file

This document is a Scope of Work for a Request for Proposals (RFP) issued by the Deschutes County District for Eastgate Vegetation Management Services in Deschutes County and the City of Bend, Oregon. The RFP seeks a contractor to establish a 200-foot fuel break along the boundary of the District's Eastgate property by slashing and hand piling approximately 93-acres of Western Juniper vegetation. The contractor will be responsible for severing, limbing, and piling all Western Juniper trees 8-inches in diameter or less, while leaving any old growth trees intact. Piles must meet specific size, spacing, and location requirements. The work must be completed in accordance with the Oregon Forest Practices Act and other applicable environmental regulations. The District will inspect the work and accept it upon 95% compliance with the specifications.

The RFP does not include any information about pricing terms, set asides, incumbents, funding requirements or sources, or contract renewal options. The contractor will be responsible for providing all necessary tools, equipment, and labor to complete the work in a timely manner. The District will identify any access issues and notify the contractor accordingly.

REQUEST FOR PROPOSALS

1.1 Scope of Work

(a) Contractor shall establish a portion of a 200-foot fuel break along the boundary of the District’s Eastgate property by slashing and hand piling consisting of approximately 93-acres. Contractor shall hand lop and pile all remaining standing juniper, and pile all previously cut and/or down Western Juniper within the unit boundaries in accordance with the requirements and specifications of this Scope of Work.

(b) Hand piling – 93 acres are estimated to be between 10 and 15 percent canopy cover, however, this estimate is provided for Proposers convenience only, it shall be the Proposers sole responsibility to verify the accuracy of the canopy cover and the cost per acre.

(c) Contractor shall provide all tools, equipment, apparatus, facilities, labor, material, water, heat, utilities, transportation, and other incidentals and services necessary for proper execution and completion of this Scope of Work.

1.2 Specifications

(a) Severing: Contractor shall:

(1) thin, limb, and pile all Western Juniper trees eight-inches diameter-at-breast height and less (for purposes of this project, “DBH”, to be defined as the tree trunk diameter measured at four and a half feet from the ground), all old growth trees, if any, shall remain;

(2) completely sever all trees to be thinned or removed; remaining stumps shall be cut to within eight-inches from the ground on the uphill side; all live limbs shall be removed from remaining stumps;

(3) lay all cut trees on the contour of the slope; cut all limbs off flush from the trunk of each severed tree;

(4) slash and cut all Western Juniper to four-foot lengths or less;

(5) pile all Western Juniper material onsite, whether live or dead, between one-half-inch and seven-inches in diameter; all slash less than one-half-inch in diameter or two-feet in length may be left on the ground, provided, however, slash left on the ground shall not exceed six-inches in depth; and

(6) not fell trees and pruned branches into flagged archeological or other avoidance sites (flags will be installed by the District); all piles shall be kept a minimum of 20-feet from any flagged archeological or other avoidance site and 40-feet from any obvious wooden remains.

(b) Hand pile locations:

(1) Contractor shall ensure piles are:

(A) constructed within the project area (unit boundary);

(B) a minimum of 10-feet apart and evenly dispersed throughout the project area as much as practical;

(C) a minimum of 15-feet from the drip line of any live trees and a minimum of 30-feet from any remaining, uncut, old growth Western Juniper;

(D) a minimum of 30-feet from any fence or property line; and

(E) a minimum of 20-feet from any road.

(2) Contractor shall ensure piles are not: made in roads, drainage, canal, or barrow ditches, meadows, green lines of streams, or within channel bottoms without the District’s prior approval.

(3) It may be necessary for Contractor to drag slash further than 20 to 30 feet so that all piles meet the minimum pile size and location specifications as defined in this section 1.2(b).

(4) In the event conditions make it impractical to locate piles so that damage to the remaining live trees cannot be avoided, Contractor shall clear a space to pile material.

(c) Hand pile construction:

(1) Contractor shall ensure piles:

(A) are a minimum of six-feet in diameter by five-feet in height, and a maximum of eight-feet in diameter by eight-feet in height (measured from the uphill side);

(B) contain a core of kindling placed on the downhill side which consists of not less than two-cubic-feet of small sized slash (small branches between one-fourth and one-half inch in diameter and/or small branches with needles attached);

(C) are compact; compaction of the piles shall be done by aligning the material as much as possible and placing heavier material on top; slash that causes large air spaces shall be cut or crushed to eliminate air pockets; compaction shall be considered satisfactory if the pile size, after seven-days after construction, meets or exceeds the minimum pile size specification detailed in section 1.2(c)(1)(A);

(D) contain all material within the general contour of the pile; any material extending more than 18-inches beyond the general perimeter of the pile shall be trimmed and placed back into the pile;

(E) are constructed in a manner that prevents material from rolling downhill during burning.

(d) Any pile not meeting the specifications of this section 1.2 shall be re-piled and/or moved by the Contractor and its sole cost and expense (the District shall determine if piles meet the specifications of this section 1.2 in its sole discretion).

(e) Contractor shall ensure all roadways and trails remain unobstructed by slashed material or other Contractor created blockages.

(f) Contractor shall not: (1) use or stage heavy machinery within riparian wetland areas; use, or travel through, archeological or other avoidance sites with heavy machinery.
