This document is a Request for Proposals (RFP) for Professional Engineering Services from the City of Canton for the Canton Creek Pedestrian Bridge and Sidewalk Improvement Project. The project involves the design and construction of a 140' prefabricated pedestrian bridge over Canton Creek, 250' of additional 8' wide sidewalk, and a crosswalk with rapid beacon. The City was awarded a grant for this project, which is intended to improve access and safety for the diverse Sunnyside community to reach a nearby shopping center. The selected engineering firm will provide full professional services including data gathering, surveying, civil design, environmental permitting, and construction support services. The City is seeking experienced firms to complete the preliminary engineering and environmental work to prepare the project for construction bidding.
The RFP outlines a specific scope of services, including data collection, geotechnical investigation, environmental permitting, preliminary bridge and sidewalk design, and coordination with the City. The selected consultant will be required to conduct multiple City Council presentations and provide monthly project reports. The City anticipates two City Council presentations as part of this project.

SCOPE OF SERVICES
for
CITY OF CANTON
Canton Creek Pedestrian Bridge and Sidewalk Improvement Project
66114-24-RFP-0104
I. Project Description:
In October of 2023, the City of Canton was awarded the Improving Neighborhood Outcomes in Disproportionally Impacted Communities grant through the Governor’s Office of Planning and Budget.
The City of Canton is made up of a very diverse group of people. Of the 34,000 plus residents, 27% of those residents are Hispanic, which is more than double other cities, including Atlanta. Most of those Hispanic residents live in an area known as Sunnyside.
Traveling through Sunnyside, you will see a few authentic Mexican restaurants, a Hispanic grocery store, a Mexican bakery, and kids playing soccer. In a Qualified Census Tract that has a 26.3% poverty rate, access to affordable food, clothing, and supplies is a necessity.
The area of Sunnyside is divided by Canton Creek. On the South side is where the majority of the residents of Sunnyside live, and on the north side is a small shopping center that houses a Family Dollar, Salvation Army, and a church that hosts weekly food drives and medical clinics. Access to those resources is such an asset to the Sunnyside community.
Unfortunately, the route to the shopping center from the residential area is extremely unsafe. While there is a sidewalk on the Canton Creek bridge, there is no divider between the narrow travel lanes and the 4’ sidewalk other than the 8” lip the sidewalk sits on. There is also no safe crossing from the sidewalk side of the bridge to the side of the road where the shopping center is currently.
The City of Canton was awarded these grant funds to create a safe route to the shopping center from the residential areas. The proposed project consists of all new 140’ prefab pedestrian bridge and 250’ additional 8’ wide sidewalk, as well as a crosswalk with rapid beacon.
Grant Overview:
“Investments in neighborhood features, including parks, recreation facilities, sidewalks, and healthy food access, can work to improve physical and mental health outcomes. Allowing people access to nature, including parks, has been connected to decreased levels of mortality and illness and increased well-being. Urban Park use during the COVID–19 pandemic may have declined among lower-income individuals. Encouraging physical activity can also play a role in health outcomes, as a sedentary lifestyle is a risk factor for chronic diseases and more severe COVID–19 outcomes. Parks, recreation facilities, and sidewalks can promote healthier living environments by allowing for safe and socially distanced recreation during the
COVID– 19 pandemics.
The US Treasury final rule includes enumerated eligible uses in disproportionately impacted communities for developing neighborhood features that promote improved

Scope of Services health and safety outcomes, such as parks, green spaces, recreational facilities, sidewalks, pedestrian safety features like crosswalks, projects that increase access to healthy foods, streetlights, neighborhood cleanup, and other projects to revitalize public spaces.
The final rule also recognizes that the public health impacts of the pandemic are broader than just the COVID–19 disease itself and include substantial impacts on mental health and public safety challenges like rates of violent crime, which are correlated with a neighborhood’s-built environment and features.”
The City of Canton is requesting proposals from qualified and experienced Engineering firms to perform engineering design for the proposed Prefabricated Pedestrian bridge over Canton
Creek, additional sidewalk, and crosswalk with rapid beacon. A Concept has been prepared depicting the approximate location of the bridge.
Selected Engineering Design firm will provide full professional services for data gathering, property research, surveying, landscape architecture, civil design, hydrology and hydraulic design, floodplain study, all necessary permits including but not limited to Army Corps of
Engineers Permits, permits from multiple branches of GA EPD, and engineer of record services during construction. The selected firm will conduct a minimum of two City Council presentations.

The successful Consultant shall hold relevant certifications and have experience with and knowledge of the various technical aspects of bridge design, topographic surveying, identifying land ownership, environmental studies and permitting, cost analysis, identifying and coordinating with impacted utilities, obtaining utility clearance, and developing construction plans and specifications for bidding by the City of Canton.
