About this file
Attachment A - Salient Characteristics details the technical specifications for 28 ultra-low temperature chest freezers for a VA biorepository. The required freezers must have precise dimensions of 90.6" W x 33.3" D x 42.1" H (exterior), with a 25.3 cu. ft. volume capable of storing 360 3" boxes and 178,000 total samples. Critical specifications include a -86°C cooling performance, two-stage auto-cascade compressors, comprehensive alarm systems (power failure, temperature, door open), and a liquid nitrogen backup jacket.
Additional requirements include stainless steel interior and exterior construction, a key-locked lid, temperature monitoring ports, touchscreen password protection, and specific electrical requirements (208V-230V). The procurement includes 1,120 stainless steel storage racks and 10,080 fiberboard boxes with cell dividers. The freezers must come with a five-year warranty, on-site validation, and calibration. This solicitation (36C26225Q0740) is a pre-solicitation Request for Information issued by the Department of Veterans Affairs Veterans Health Administration for a biorepository storage solution.

Salient Characteristics
We are requesting the following requirements for the purchase of 28 ultra-low temperature CHEST freezers with liquid nitrogen back up, racks, and 3” box with cell dividers to store biological samples:
· 28 ultra-low temperature CHEST freezers with liquid nitrogen jacket, racks, and boxes.
· Dimensions: 90.6” W × 33.3 D × 42.1” H (Exterior) and 58.3” W × 25.2” D × 29.8” H (Interior). These dimensions are critical due to the space allocation we have.
· Volume: 25.3 cu. ft. with capacity: 360 3” boxes. Volume chosen to accommodate the biorepository size.
· Exterior: Painted steel and Interior: Stainless steel. This is an industry standard.
· Lid: One (1) key lock with two (2) set of keys. This is required for specimen security and a requirement for a biorepository.
· Access Ports: One (1) back wall with Port Diameter: 0.6”- required for the temperature monitoring system.
· At least three pairs of casters with leveling feet. Necessary so that we can position the chest freezers appropriately.
· Cooling Performance: -86°C. Temperature Setting Range: -50°C to -86°C in 1° increments. Temperature Uniformity: +/-5°C across whole -50°C to -86°C temperature range. This adheres to biorepository standards.
· Refrigeration System: Two, two-stage auto-cascade compressors (1100 W each). Duplicate compressors provide better performance and security of samples and are a biorepository standard.
· Refrigerant: mixed HC/HFC blended. To adhere to VA established standard.
· Temperature Sensor. To monitor the chest freezer temperature continuously.
· Touchscreen data entry, password protected.
· Alarms: to alert staff of emergency and freezer failure
· Power Failure Alarm: visual alarm, buzzer alarm, remote alarm
· Temperature (High and Low) Alarm: visual alarm, buzzer alarm, remote alarm.
· Sensor Failure Alarm: visual alarm, buzzer alarm, remote alarm
· Door Open Alarm: visual alarm, buzzer alarm, remote alarm
· Battery Check Alarm: visual alarm
· Fan Motor Check Alarm: visual alarm.
· Cooling Circuit Abnormality: visual alarm, buzzer alarm, remote alarm
· Power Supply: 208V-230V, 1Ø, 60Hz, NEMA 6-15P, requires NEMA 6-15R receptacle. Electrical system has already been installed and it needs to meet the above power specifications.
· Liquid Nitrogen jacket. To accommodate infusion of liquid nitrogen in the event of a freezer failure.
· Warranty: Five (5) years or more on parts and labor
· Calibration: Dynamic Testing, and Complete On-Site Validation
· 1,120 Racks. Required to accommodate the 178,000 samples in the biorepository.
· Stainless Steel Storage Rack Side Loading
· Capacity: 9 boxes (3m), 9 boxes deep with locked rod
· 10,080 Fiberboard boxes. Required to accommodate the 178,000 samples in the biorepository.
· 3” fiberboard boxes with 81 cell dividers.
