About this file

This is a Brand Name Justification and Approval document from the General Services Administration (GSA) for Huntron software maintenance renewals for the Naval Undersea Warfare Center (NUWC) in Portsmouth, VA. The procurement covers four separate requisitions totaling 877 software maintenance licenses for Huntron Workstation 1 (Part Number 98-0745), with a one-year term from September 15, 2025 to September 14, 2026. The licenses support the Navy's Miniature/Microminiature Module Test and Repair (2M/MTR) Program, which relies on Huntron's proprietary diagnostic test instrument hardware and software. Market research conducted in July 2025 revealed no alternative sources, and replacing the system would cost approximately $XXXXXXX and disrupt critical electronic module repair operations that provided an annual cost avoidance of $38M in FY24 across multiple military branches.

The document recommends setting aside the requirement under NAICS 423430 to allow for small business competition, with a combined synopsis/solicitation to be prepared. Three small business vendors expressed interest in adding the part number to their NASA SEWP contracts, but their pricing was significantly higher than the government's cost estimate. The justification emphasizes the unique nature of the Huntron software, which provides 100% backward compatibility with existing test routines and supports migration to Windows 11 for deployed test instruments. The contracting officer certified that this brand name procurement is in the best interest of the government, with a commitment to reviewing the market for potential alternative sources in future procurements.

1. IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY

The Contracting Activity is the General Services Administration (GSA), Federal Acquisition Service (FAS), Global Supply Chain Management Branch. The requiring activity is the Naval Undersea Warfare Center (NUWC) in Portsmouth, VA.

2. NATURE OR DESCRIPTION OF THE ACTION BEING APPROVED

This Brand Name Justification (BNJ) is in response to a Requisition received from NUWC Portsmouth for Huntron software maintenance renewals.

3. DESCRIPTION OF THE AGENCY’S NEEDS

The following details the requirements, which are divided by four separate requisitions (and will result in four separate purchase orders):

Req N0025351635859: A quantity of 117 (ea) brand name, Huntron Inc for a one-year software maintenance renewal beginning September 15, 2025 and ending September 14, 2026. Part Number: 98-0745; Description: Maintenance Workstation 1, Year 20, 30, 32, 3200S.

Req N0025351635860: A quantity of 67 (ea) brand name, Huntron Inc for a one-year software maintenance renewal beginning September 15, 2025 and ending September 14, 2026. Part Number: 98-0745; Description: Maintenance Workstation 1, Year 20, 30, 32, 3200S.

Req N0025351635861: A quantity of 146 (ea) brand name, Huntron Inc for a one-year software maintenance renewal beginning September 15, 2025 and ending September 14, 2026. Part Number: 98-0745; Description: Maintenance Workstation 1, Year 20, 30, 32, 3200S.

Req N0025351675972: A quantity of 547 (ea) brand name, Huntron Inc for a one-year software maintenance renewal beginning September 15, 2025 and ending September 14, 2026. Part Number: 98-0745; Description: Maintenance Workstation 1, Year 20, 30, 32, 3200S.

The total estimated cost of these licenses is $XXXXXXXX.

4. IDENTIFICATION OF JUSTIFICATION RATIONALE

The circumstances and rationale for limiting consideration to select schedule contractors for award follows:

In accordance with FAR 13.501(a), an ordering activity must justify its action when restricting consideration to a single source, including brand name justifications. Additionally, this limited source justification will document that this requirement is essential to the Government’s requirements and the market research which indicates that no other brand is qualified to meet Navy’s requirements.

5. DEMONSTRATION OF THE UNIQUE NATURE OF THE REQUIRED SUPPLY

Naval Sea Systems Command (NAVSEA) Miniature/Microminiature Module Test and Repair (2M/MTR) Program routines have been developed using Huntron diagnostic test instrument hardware and proprietary Huntron Workstation software. Due to hardware obsolescence (AN/USM-674 Protrack Model 20B/Scanner I) and evolving technology they’ve transitioned to a next generation tester (AN/USM-726 Model 32) which provides 100% backward compatibility with the current test routine library and currently deployed hardware configuration. The acquisition of Huntron Workstation software maintenance supports life-cycle sustainment of the software application, continued use of the MTR Test Routine development investment and migration to Windows 11 for all currently deployed test instruments. Huntron Inc. developed and owns the proprietary and intellectual rights to the software used with the test instruments.

If the software maintenance is not acquired, the consequences will be the inability to utilize the Huntron system throughout the DOD at the end of the license period. The software will cease to work rendering the test set useless. The ballpark cost to go with an alternate brand knowing that all the test equipment, software and training that would need to be involved with a replacement is roughly $XXXXXXX to replace the 679 systems alone. The use of this system in FY24 by the surface Navy, USCG fleet, and ground Marines alone accounted for 9180 electronic module repairs and provided an annual cost avoidance value of $38M. These numbers do not include the repairs accomplished by NAVAIR, the Air Marines, USCG AIR, or the USAF.

6. DETERMINATION THAT THE ORDER REPRESENTS THE BEST VALUE

The contract specialist will compare proposed pricing to pricing received in response to the solicitation as well as to the independent government cost estimate to ensure the pricing is fair and reasonable and in the best interest of the Government.

7. DESCRIPTION OF MARKET RESEARCH COMPLETED

Extensive market research was performed back in the 1980’s prior to selecting Huntron Analog Signature Analysis (ASA) Test Equipment for the NAVSEA Miniature/Microminiature Module Test and Repair (2M/MTR) Program In-Service Engineering Agent. Software maintenance is needed to maintain the Huntron workstation equipment. The Navy periodically has performed market research over the years for Huntron Workstation software site license maintenance renewal for use with all currently fielded Huntron based MTR Program test systems deployed and in use by Navy and other DOD and U.S. Coast Guard service technicians.

Most recently, market research was conducted in July 2025 regarding software maintenance for the Huntron workstation equipment. This item was determined to be a commercial item readily available in the market place. A review of GSA Advantage, DOD ESI, JWOD/Ability One, Unicor and FSSI was conducted; however, this item was not available through any of these sources. Some Huntron Inc products could be found on NASA SEWP, so the contract specialist issued a market research request for the specific product above. Three small business vendors replied back that they were interested and would add the part number to their SEWP contracts; however, the prices ranged from XXXX% higher than the independent government cost estimate, which was the customer’s budget. There is a reasonable expectation of receiving a reasonable price from at least two small business offerors. As such, it’s recommended for this requirement to be set aside under NAICS 423430 on sam.gov to allow for more competition. A combined synopsis/solicitation will be prepared IAW FAR Subparts 12.6 and 13.5.

8. STATEMENT OF ACTIONS TO OVERCOME BARRIERS TO COMPETITION

Prior to any subsequent procurement, the market will be reviewed to assess whether any other qualified sources are available and are able to meet the Government’s requirements.

9. CONTRACTING OFFICER CERTIFICATION AND APPROVAL

I certify that the justification for Other Than Full and Open Competition is accurate and complete to the best of my knowledge and belief. Based on the above, I hereby determine that it is in the best interest of the Government and most appropriate for this acquisition to be Brand Name.
