Pump Station 10 Force Main Replacement Project Summary

This is a technical specification and permitting file for the Pump Station 10 Force Main Replacement Project administered by Dorchester County Water and Sewer (DCWS) in South Carolina. The project involves the installation of approximately 9,894 linear feet of 10-inch diameter sewer force main to replace an existing 8-inch force main along Orangeburg Road in Summerville, Dorchester County. Construction methods include approximately 2,184 linear feet of PVC pipe installed via open cut and approximately 7,710 linear feet of fusible polyvinyl chloride (FPVC) pipe installed via horizontal directional drilling (HDD), with 1,504 linear feet crossing South Carolina Department of Transportation (SCDOT) roads and encased in 16-inch FPVC casing. The project also requires reconnection of two manifolding 6-inch force mains into the new 10-inch line and connection to an existing 10-inch force main along Rumphs Hill Creek. Total project site area is 7.1 acres with 1.3 acres of disturbance. Multiple permits have been obtained, including SCDES Wastewater Construction Permit No. WW046986 (issued October 8, 2025, expiring October 8, 2028), NPDES coverage No. SCR10ZJW2, Dorchester County Encroachment Permit No. 202509618, and SCDOT Encroachment Permits Nos. 300451, 301075, and 301083. The specifications detail comprehensive requirements for pipe materials, installation procedures, testing protocols, environmental controls, and project closeout procedures.

The project specifications require ductile iron pipe (Class 52 for 4-12 inch diameters, pressure class 250 for larger sizes) with amine-cured novalac epoxy lining and polyethylene encasement, or alternatively PVC pipe meeting AWWA C900/C905 standards. All force main sections must be pressure tested in accordance with AWWA C600 or C605 standards at 150 psi or 1.5 times working pressure for a minimum of two hours. Contractor responsibilities include furnishing all labor, materials, equipment, and temporary facilities including bypass pumping systems, dewatering operations, erosion and sediment control, dust suppression, and traffic control. The contractor must submit detailed work plans, schedules, shop drawings, and operation and maintenance manuals for approval prior to commencing work. Geotechnical investigations have identified subsurface conditions consisting of loose to medium dense silty sands and clayey sands in upper layers transitioning to firm to stiff clays and medium dense to dense sands at depth, with the Cooper Marl Formation serving as the basement layer. Groundwater is expected between 6.5 and 9 feet below ground surface. The project must comply with all SCDES, SCDOT, and Dorchester County requirements including coastal zone consistency determinations, protection of Rafinesque's big-eared bat habitat, minimization of wetland impacts, and adherence to all applicable construction standards and specifications.
