About this file
Attachment A - Proposal Submittal Requirements is a document from the City of St. Petersburg, Florida, detailing the requirements for a Scooter Share Program Request for Proposals (RFP). The document outlines a comprehensive proposal submission process for selecting one to three operators to provide motorized scooter share services, with a focus on downtown St. Petersburg and surrounding areas. The RFP requires detailed submissions across five key sections: Experience of Firm (20% weight), Firm's Qualifications and Technical Competence (15% weight), Project Approach/Operations Plan (35% weight), Demonstrated Operations Readiness and Proposed Schedule (5% weight), and Past Performance on Similar Projects (25% weight).
The proposal requirements are extensive, covering operational details such as equity and customer service plans, safety protocols, hardware maintenance, geo-fencing capabilities, data reporting, and performance metrics. The city previously had one scooter operator with up to 885 vehicles and approximately 300,000 annual trips, and is seeking to continue and potentially expand the program. The city has a micromobility ordinance that governs scooter usage, including speed limits (15 mph), parking restrictions, and insurance requirements. Financially, the city previously charged an annual right-of-way use fee of approximately $250 per scooter billed monthly, but is open to alternative fee structures proposed by operators, potentially including per-trip fees, with the understanding that proposed costs will be evaluated alongside other program requirements.
