1.3 Agencies to Be Served

This contract shall be for use by the KENTUCK DEPARTMENT OF FISH AND WILDLIFE RESOURCE.

SECTION 2 - INTRODUCTION

2.1 Purpose and Background

The purpose of this Request for Proposal (RFP) is to solicit proposals for competitive negotiations pursuant to 200 KAR 5:307 all applicable statutes and regulations.

The Northeast Region consists of 21 counties; within those counties lies the Daniel Boone National Forest (DBNF). The DBNF is the largest public landholder in the state of Kentucky. Kentucky Department of Fish and Wildlife Resources (KDFWR) and DBNF have collaborated on many successful projects over the years. We have worked together to create quality habitat for a variety of species across the National Forest.

The Cumberland Ranger District of the DBNF is a mix of forest and patchy openings varying in size. The USFS has managed the openings and forest stands with a rotational schedule for management. This proposal will be to implement intermediate forest management strategies. Many of the open land areas on the Cumberland District have developed a “hard edge” over time, meaning there is little transition from forest to field. Transition zones are critical to many species for food, cover, nesting and other needs. This project is designed to create more herbaceous and shrub material in a 150’ area surrounding openings and transitional areas. Early successional species and forest components are critical habitat to many declining species. Many wildlife species in decline need a myriad of habitat from early successional through mature forest, and without those varying stages across the landscape, populations and habitat can become stagnant.

With large acreage and limited staff, the most efficient process for managing these forests is to utilize contractors to implement large-scale habitat projects. Contractors allow staff to complete a scale of work not achievable with current staff levels. Contractors tend to be more equipped with people and equipment to efficiently conduct larger projects.

SECTION 3 – SCOPE OF WORK

3.1 Scope of Work/Technical Requirements

Kentucky Department of Fish and Wildlife Resources (KDFWR) is soliciting proposals to implement forest habitat work on Cumberland Ranger District of the Daniel Boone National Forest in Northeastern Kentucky. The winning bidder needs to have the ability to implement medium to large scale forest stand improvement projects within the constraints of this document.

Services include:

The offeror will be required to consult with KDFWR foresters and biologists during all phases of the project to ensure compliance with the terms of our agreement with Daniel Boone National Forest. (DBNF).

For this proposal, a professional forestry or environmental company will perform mid-story removal under the following guidelines,

1. During the months of June through January, consultants will hack and spray trees using isopropylamine salt of imazapyr (ARSENAL) with an active ingredient of 28%. This product will be mixed with water as a 22% solution (1-gallon mixture will be 100 ounces of water, 28 ounces of product).

a. Trees will be hacked under the following guidelines, 1 hack per 3” DBH per tree.

b. When the situation of clusters or pockets of trees of the same species that spread through “sucker” roots, such as beech, only 30% of that cluster needs to be treated.

c. A different chemical may only be used after prior approval from KDFWR.

2. During the months of February through May consultants will use a basal bark treatment on smooth barked stems with a 20% herbicide by volume mixture with the active ingredient of triclopyr, Garlon 4. This will be mixed with a commercial basal bark oil. Rough barked stems will be hacked at the rate of 1 hack per 2” DBH using Garlon 3.

a. The circumference of trees 6” in diameter or less will be completely covered for the basal bark treatment to a height of 12-15 inches.

b. A dye should be used in the basal spray.

3. For this contract mid-story will be defined as trees that are not part of the canopy, trees that are between 2”-10” DBH or trees considered cull or non-merchantable and are not species of oak or hickory. Soft mast trees such as black cherry, papaw, persimmon, serviceberry, viburnum, dogwood, wild plum or hawthorn will not be hacked or harmed during this contract.

4. Do not spray on days that will not reach 32° for a high temperature or if there has been less than 3.1” of rain in the last 30 days. This is to ensure soil microbial communities can break down the herbicide. If there is a question regarding the specifications, contact the KDFWR forester.

5. Obtain and keep a current Kentucky Herbicide/Pesticide license for working on land managed by a state agency. Classes 2N and 1A will cover forest land and open land areas, there are very few areas that could be labeled as open land, but KDFWR nor USACOE are the enforcing agency for herbicide usage and storage, therefore, we cannot verify the definition for open land for forest land.

6. Restricted use herbicides cannot be used. Only use the herbicides listed in RFP or approved by KDFWR.

7. Provide updates monthly as to progress for approved project areas and practices. Attend a yearly meeting between KDFWR foresters, biologists and upper level administration until the entirety of the contract is completed.

KDFWR reserves the right to conduct discussions/meetings with any offeror to determine their qualifications for further consideration. Discussions shall not disclose any information derived from bid proposal submitted by other offerors.

Mandatory Requirements:

· Vendor must have equipment and knowledge to complete Forest Stand Improvement (FSI) practices as defined above. This includes a current Kentucky Herbicide/Pesticide applicators license.

· Traverse and work in rough and steep terrain. Some of these areas can be steep and rugged in nature.

· Provide contact information for minimum of 3 references from previous projects that were at least 100 acres in size or larger. Include name, address, email, and phone number of reference.

Site Visit Information:

There will be a site visit meeting on this project. Interested vendors are encouraged to attend. The site visit will be held on December 14, at 10:30am Eastern Time. Vendors are to meet the project manager at the Cumberland Ranger District Office, Visitors Center, 2375 KY 801 South, Morehead, KY 40351
