About this file

This is a pre-bid meeting attendance record and Q&A document for RFQ 325-550 from the Washington State Parks and Recreation Commission regarding the Bowman Bay Floating Island project at Deception Pass State Park. The pre-bid conference was held via Teams on January 30, 2025, from 10:21 AM to 10:59 AM, with 9 attendees including 3 State Parks representatives and 6 contractor representatives. The project involves the fabrication, delivery, and launch of floating docks, with all floats required to be in the water at Cornet Bay by June 30, 2025. Key technical specifications discussed include requirements for galvanization of steel parts prior to assembly, welding requirements meeting D1.1 standards, and grating specifications requiring 62% open area with ADA accessibility.

The document addresses small business qualification criteria, stating that eligible businesses must have either 50 or fewer employees or annual gross revenue less than $3,000,000 for mini businesses, or less than $1,000,000 for microbusinesses. The project does not have "Buy American" provisions. Several material substitutions were addressed, including acceptance of Ace brand float tubs in place of Eagle brand, and the potential for grating substitutes meeting specified requirements. Bidders must self-certify as small businesses in WEBS to receive consideration, and verification of bid submissions can be confirmed by contacting State Parks at the provided email address.

Ensure your bid is submitted early to prevent any potential technological delays. Bids received after the deadline, regardless of the cause, will be rejected as non-responsive.

Bidders can confirm receipt of their bids by contacting State Parks at contracts@parks.wa.gov. Use "VERIFICATION" and the competition number in the subject line.

During the pre-bid the following questions were asked, and the responses are provided here:

1. Would a C-Channel be an appropriate substitute for the shapes use in the water?

Answer: Bidders are to bid the float as shown. The awardee may submit a substitution request for the use of the C10x20 after the award.

2. How does Parks require delivery?

Answer: The fabricator may deliver one at a time and all together. The contractor must offload and launch floats prior to Parks taking ownership. Floats may be trucked or towed via vessel to Cornet Bay. Parks will work with the contractor to inspect prior to launching at an alternative site if necessary. Inspections will occur throughout the fabrication process.

3. Would Parks consider a grating substitute?

Answer: The contractor may propose an alternative to Ecograte 62 that meets 62% open area, ADA accessibility, corrosion resistance, and non-slip specifications.

4. Will Ace brand float tubs be acceptable in place of the specified Eagle brand float tubs?

Answer: Yes.

5. Is a 3D CAD file available for this project?

Answer: No.

6. Does the MIG welding process meet the D1.1 welding requirements?

Answer: Yes

7. Do "Buy American" provision apply to this project?

Answer: No.

8. Would you prefer the galvanization to happen before or after assembly of steel parts?

Answer: All steel shapes are required to be galvanized prior to bolting floats together.

9. When must floats be delivered and launched?

Answer: All floats must be in the water at Cornet Bay by June 30, 2025.

10. small business/coop considerations?

Answer: As referenced in Section 5.3 of the solicitation to qualify as a Washington Small Business;

•Bidder has fifty (50) or fewer employees; or •Bidder Qualifies as a Mini business – i.e., Bidder has an annual gross revenue of less than $3,000,000, but $1,000,000 or more, as reported on Bidder’s federal income tax return or its return filed with the Washington State Department of Revenue.

•Bidder Qualifies as a Microbusiness – i.e., Bidder has an annual gross revenue of less than $1,000,000 as reported on Bidder’s federal income tax return or its return filed with the Washington State Department of Revenue.

If you feel you meet the requirements you must self-certify as a small business in WEBS to receive consideration.
