About this file
This is a Performance Work Statement (PWS) for janitorial services at the Tofte Ranger Station operated by the U.S. Department of Agriculture Forest Service. The contractor shall provide comprehensive cleaning services three times weekly during weekday evenings and weekends, with bunkhouse deep cleaning twice yearly near April and November. Core deliverables include sweeping and vacuuming all floor types, emptying trash and recycling, cleaning and disinfecting bathrooms and two outhouses, dusting furniture and fixtures, cleaning windows and walls, refilling consumables such as hand soap and toilet paper, and exterminating visible insects and rodents. The contractor is prohibited from cleaning documents or books on desks, washing dishes, cleaning interior appliances, or disturbing laboratory or computer equipment.
The government furnishes cleaning supplies including disinfectants, paper products, garbage bags, and equipment such as mops, brooms, and vacuums. The contractor must use USDA Bio Preferred products and maintain a Quality Control Plan that includes key and card control procedures. All contractor employees require background investigations and security clearance compliance per AGAR 452.204.71 and FAR 52.204.9 prior to facility access. Performance is assessed through daily random inspections of floors, refuse management, restroom sanitation, and consumable refills, with monthly inspections of fixtures, furniture, and walls, and quarterly assessments of kitchen areas and bunkhouses. The standard allows no more than five substantiated customer complaints per calendar month, with performance measured against specific standards such as "no visible dirt, paper, particles, residue, or stains" for floors and "no urine, effluents, or stains" for urinals.
