SECTION 3 – REQUIREMENTS
3.1 – Scope Requirements
This PWS overall is for the removal of an existing parking area, and installation of new pavement, drainage, and fencing on the south side of Eisenhower Lock west of the Visitor
Center; the removal of an existing access road and parking area, installation of new pavement, drainage swale, and a concrete slab at the downstream stop log storage area; installation of new pavement and drainage swale around the downstream emergency generator; and milling and topping of the access road to the Eisenhower Overlook parking area. The existing parking area and access roads have deteriorated over time and are in need of replacement and improved drainage. The Contractor shall be responsible for the excavation and removal of all existing pavement and fill within the limits of the paving area as shown in the contract drawings. During excavation the contractor shall ensure that grades are maintained to promote drainage away from the lockwalls and to the catch basins on the south side of the parking area at the Visitor Center parking area, as well as maintaining grades at the remaining paving areas.
The elevations at the concrete wall on the north side of the parking area shall be kept and the new pavement shall be flush with the concrete to ensure a smooth driving transition. Spoils shall be transported to GLS property as identified by the COR prior to the start of the project.
After the existing parking area and access roads are excavated the Contractor shall install the proposed catch basins and storm piping, where required, per the contract drawings and specifications. Positive drainage from the lock walls to the catch basins shall be maintained.
The Contractor shall also install all electrical conduits and electrical manholes per the contract drawings and specifications after the excavation of the existing parking area.
The Contractor shall also install new fencing per the contract drawings and technical specifications. The proposed fencing shall match the existing black ornamental fencing that is currently installed around the new Visitor Center. The fencing shall be Ameristar Echelon II or an approved equal. This fencing also includes the installation of a 5’ wide swing man-gate and a
25’ wide sliding gate with an automatic gate controller. The automatic gate controller shall be compatible with GLS standard system detention loops per the manufacturers recommendation.
Final placement/location of the gates shall be field verified with the GLS COR. GLS will be responsible for the final integration of the automatic gate controller into their system.
Once all utilities are installed the Contractor shall install the pavement per the contract drawings and technical specifications. Note that some paving areas require full depth replacement of the pavement, while some areas require milling and topping of the existing pavement as shown in the contract drawings. The Contractor shall maintain grades per the contract drawings to promote drainage away from the lock walls and to the catch basins on the south side of the parking area (at the Visitor Center parking area), as well as maintaining grades and elevations for the remaining paved areas to ensure smooth driving transitions. The elevations at the concrete wall on the north side of the parking area shall be kept and the new pavement shall be flush with the concrete to ensure a smooth driving transition.
The Contractor shall also install the concrete slab at the stop log storage area per the contract drawings and technical specifications. The concrete slab shall be installed after GLS has removed the stop logs from the construction area, this is anticipated to be completed before construction starts. The Contractor shall also employ a third-party testing firm to perform inspection to include, slump, air, water/cement ratio, and collect concrete cylinders to verify the concrete compressive strength at 3-days, 7-days, and 28-days and a spare cylinder to test at 56-days if the 28-day compressive strength is less than 5,000 psi. Concrete shall be vibrated during placement as necessary to ensure no void spaces in and around the steel.
Drainage swale shall be installed where indicated on the contract drawings.
The Contractor shall be responsible for all labor, equipment, materials, utilities, and any other costs required to complete all requirements of this project. The Contractor shall perform all work in a safe manner in accordance with applicable Federal regulations and shall submit a
Health and Safety Plan (HASP) for GLS approval prior to commencing work.
