Performance Work Statement Research Vessel Sturgeon Generator Overhaul

1.0 Introduction

The R/V (Research Vessel) Sturgeon has two SSDG’s (ship service diesel generators). They are referred to as port and starboard or #1 and #2. They are used on an alternating schedule to provide the ship power when shore power is not available. Typically, the R/V Sturgeon sailing season is from mid-April to mid-November with survey’s lasting between one and four weeks at a time. At the homeport of Cheboygan Vessel Base shore power is available, however when the ship is away from homeport it does not usually have the option to plug into shore power. Therefore, the generators are used to generate the required power. Only one generator is required at one time, so they are usually run for 24 to 72 hours at a time at which point the offline SSDG is started and put into service. Then the one that was in service is shut down. This practice helps keep engine hours on both engines close and allows for maintenance and inspections to be performed.

Background

The R/V Sturgeon is a 104-foot 228 gross ton ship. US. Geological Survey took ownership of R/V Sturgeon in 2004. Most of the ship was refitted at that time to accomplish freshwater fisheries research work on the Great Lakes. Since then, it has been run every survey season collecting valuable data. It has undergone a haulout/maintenance period every five years at a shipyard where projects that require outside assistance usually get completed which is part of our large vessel maintenance plan. The last haulout for R/V Sturgeon was completed in 2023. However, the SSDG overhaul was not completed at that time due to budget and time constraints. Since that time the SSDG’s have been running continuously when the Sturgeon is away from its homeport doing survey work which adds 24 hours of runtime daily on whichever SSDG that is online.

2.0 Scope

These are Cummins 6BT5.9 engines that generate ship power. According to the Cummins overhauls should be completed within 20,000 hours. An overhaul of these engines has not been completed since they were placed in service. Currently the port engine has 22,710 hours of runtime. The starboard engine has 22,698 hours of runtime. At this point they both require overhauls to be completed by outside activity.

Deferment of this maintenance action could result in a failure of the generators. Work must be completed by an authorized Cummins dealer.

3.0 Applicable Documents

4.0 Technical Requirements

The maintenance will be required to be performed pier side at R/V Sturgeon’s home base of Cheboygan, MI.

Work to be performed shall consist of disassembling, removal, overhaul, cleaning, inspecting, replacing, and reinstalling engine components. Upper engine gasket, oil pan bearing, connecting rod gasket, cylinder gasket, and THM housing cover gasket shall be replaced. Main bearings, generator end bearings, pistons, piston rings, connecting rods, cylinder heads, and generator ends shall be cleaned, inspected, and shall be repaired or replaced if any defects are found based on the recommendation of the technician and OEM (original equipment manufacturer) requirements. Cylinders shall be bored and cleaned to within OEM tolerance specifications. Once reassembled the contractor shall test the SSDG’s with ship’s crew present to ensure they are running properly. All work requirements shall be performed on both SSDG’s during the same timeframe.

5.0 Deliverables

Upon completion both SSDG’s must be able to provide up to 99 Kilowatts at 1800 rpms separately (one at a time). Both SSDG’s must provide 480 volts of electricity to the switchboard with only one online at a time.

SSDG’s shall run under full load within proper temperature and pressure ranges as per the operations manual upon completion.

A minimum of 1 USGS employee shall be always on sight during contractor work and during final testing. Contractor reports, finding, and all other applicable documentation shall be issued to USGS upon request.
