About this file
This is an Occupational Safety and Health Administration (OSHA) reference document detailing the Hazard Communication Standard (HCS) requirements for Safety Data Sheets (SDSs) in conjunction with the City of Tampa's procurement for fire sprinkler and alarm system inspections and repairs at the McKay Bay Waste-to-Energy Facility. The attachment outlines the mandatory 16-section SDS format that became effective June 1, 2015, which chemical manufacturers and distributors must provide to communicate hazardous chemical product information. The City of Tampa is soliciting bids (Bid No. 26-P-00016) for comprehensive fire sprinkler and alarm system inspections, testing, repairs, and emergency services at the WTE facility. The scope encompasses annual, semi-annual, and quarterly inspections of ten wet riser systems, one dry riser system, seven fire department connections, one pre-action riser system, one fire pump, control valves, alarm stations, and associated devices. A mandatory pre-bid meeting and site inspection is scheduled for 10:00 a.m. on Friday, December 5, 2025, with sealed bids due by 3:00 p.m. on Friday, December 19, 2025. The estimated contract value is $150,000, categorized as Non-Professional Services under NIGP Code 93633 for Fire Protection Equipment and Systems Inspection, Maintenance, and Repair. This is a Sheltered Market Project exclusively for certified Small Local Business Enterprises (SLBEs), with four certified vendors eligible: Tampa 2 Security, Inc., Apollo Construction & Engineering Services, Premier Fire Sprinklers, Inc., and ST Petersburg Fire Protection LLC. The City offers a five percent bid discount for City-certified SLBEs, with a maximum discount of $10,000 applied for evaluation purposes. Bidders must be licensed fire protection vendors with a minimum of five years' experience, maintain a service facility within 25 miles of the WTE facility, and employ at least three technicians with four years of experience each. Pricing must include all labor, materials, tools, equipment, taxes, travel time, and overhead, with separate hourly rates for technicians and helpers during standard and non-standard hours. Work shall be performed in accordance with the National Fire Protection Association standards (NFPA 25, 72, and 2001), Florida Statutes 633, and Florida Administrative Code. The contract is eligible for a bond waiver under Florida Statutes 255.05(d) for contracts of $200,000 or less. Award will be made to the lowest responsive, responsible bidder, with the City reserving the right to award in whole or part and to cancel the award with appropriate notice.
